1 Scope Merging Non-State Actors and International Law (ISSN ) and the International Law FORUM du droit international (ISSN ), the (ICLR) addresses all aspects of international law and the international community. The journal aims to explore the implications of various traditions of international law, as well as more current perceived hegemonic trends, for the idea of an international community. The journal will also look at the ways and means in which the international community uses and adapts international law to deal with new and emerging challenges. Non-state actors - intergovernmental and non-governmental organisations, individuals, peoples, transnational corporations and civil society as a whole - have changed our outlook on contemporary international law. In addition to States and intergovernmental organizations, they now play an important role. Rather than regional, the focus of ICLR will be multicultural, including alternative and/or critical approaches, with contributions written by scholars from all parts of the globe. Ethical and Legal Conditions Submission of an article for publication in any of Brill s journals implies the following: 1. All authors are in agreement about the content of the manuscript and its submission to the journal. 2. The contents of the manuscript have been tacitly or explicitly approved by the responsible authorities where the research was carried out. 3. The manuscript has not been published previously, in part or in whole, in English or any other language, except as an abstract, part of a published lecture or academic thesis. 4. The manuscript has not and will not be submitted to any other journal while still under consideration for this journal. 5. If accepted, the author agrees to transfer copyright to BRILL and the manuscript will not be published elsewhere in any form, in English or any other language, without prior written consent of the Publisher. 6. If the submission includes figures, tables, or large sections of text that have been published previously, the author has obtained written permission from the original copyright owner(s) to reproduce these items in the current manuscript in both the online and print publications of the journal. 2 Online Submission The Journal uses online submission only. Authors should submit their manuscript online via the Editorial Manager (EM) online submission system at: editorialmanager.com/iclr. First-time users of EM need to register first. Prior to submission, authors are encouraged to read the and the EM instructions available by following the above link and clicking on the help icon in the top left hand menu on the page. Online submission considerably shortens overall publication time. When submitting via the website, you will be guided stepwise through the creation and uploading of the various files. Please upload source files such as.doc and.docx, and not pdf files. Any figure files should be uploaded separately, and should have high density of at least 300 dpi at a size suitable for printing. Double-blinded Peer Review ICLR uses a double-blind peer review system, which means that manuscript author(s) do not know who the reviewers are, and that reviewers do not know the names of the author(s). When you submit your article via Editorial Manager, you will be asked to submit a separate title page which includes the full title of the manuscript plus the names and complete contact details of all authors. This page will not be accessible to the referees. All other files (manuscript, figures, tables, etc.) should not contain any information concerning author names, institutions, etc. The names of these files and the document properties should also be anonymised. Submission Requirements Language Manuscripts should be written in British English. Spelling should be consistent throughout. 3 Manuscript Structure Articles must be typed double-spaced throughout with wide margins. Abstract and Keywords An abstract ( words) and 3-6 keywords must be submitted and will be published with the article. Information and Consultation Nature of the Proceedings Footnotes and References The journal uses footnotes only, and not endnotes or a bibliography. 4 Cases Case names should be in italics and cases should be cited following the format recommended by the relevant court or tribunal. For example, an ICJ case should be cited as follows: Kasikili/Sedudu Island (Botswana/Namibia), Judgment, I.C.J. Reports 1999, p National Legislation, EU Directives, UN Resolutions Citations to national legislation, EU Directives, UN Resolutions, etc. should follow the format recommended by the entity responsible for the measure cited. Publication Proofs Upon acceptance, a PDF of the article proofs will be sent to authors by to check carefully for factual and typographic errors. Authors are responsible for checking these proofs and are strongly urged to make use of the Comment & Markup toolbar to note their corrections directly on the proofs. At this stage in the production process only minor corrections are allowed. Alterations to the original manuscript at this stage will result in considerable delay in publication and, therefore, are not accepted unless charged to the author. Proofs should be returned to the journal manager within 7 days of receipt. E-Offprints A PDF file of the article will be supplied free of charge by the publisher to authors for personal use. Brill is a RoMEO green publisher. Authors are allowed to post the pdf post-print version of their articles on their own personal websites free of charge. This means they can show the article exactly as it appears in print. The institute employing the author is allowed to post the post-refereed, but pre-print version of articles free of charge on its repository. The post-refereed, pre-print version means the final accepted version of the manuscript before typesetting. Consent to Publish Transfer of Copyright By submitting a manuscript, the author agrees that the copyright for the article is transferred to the publisher if and when the article is accepted for publication. For that purpose the author needs to sign the Consent to Publish which will be sent with the first proofs of the manuscript. Open Access Should the author wish to publish the article in Open Access he/she can choose the Brill Open option. This allows for non-exclusive Open Access publication under a Creative Commons license in exchange for an Article Publication Charge (APC), upon signing a special Brill Open Consent to Publish Form.
