1 SCImago Journal Ranking (SJR) accounts for both the number of citations received by a journal and the importance of the journals where such citations come from. SJR computation uses an algorithm similar to Google PageRank. Source Normalized Impact per Paper (SNIP) measures contextual citation impact by weighting citations based on the total number of citations in a subject field. SNIP is defined as the ratio of a journal's citation count per paper and the citation potential in its subject field. It aims to allow direct comparison of sources in different subject fields. Impact per Publication (IPP) measures the ratio of citations in a year (Y) to scholarly papers published in the three previous years (Y-1, Y-2, Y-3) divided by the number of scholarly papers published in those same years (Y-1, Y-2, Y-3). 35

7 Two New Lists: Misleading metrics and Hijacked journals Two new lists that track two new areas of questionable practices related to open-access journals. The Misleading metrics list includes companies that calculate and publish counterfeit impact factors (or some similar measure) to publishers, metrics the publishers then use in their websites and spam to trick scholars into thinking their journals have legitimate impact factors. The Hijacked journals list includes journals for which someone has created a counterfeit website, stealing the journal s identity and soliciting articles submissions using the author-pays model (gold openaccess). 41
