1 Dated: No.IRC:13(1)/2017 Sub: Invitation of Quotations for the Printing work of various publications of the Indian Roads Congress through offset process with DTP Composing on Turn-Key basis Sir, The Indian Roads Congress (IRC) is getting the following publications printed through offset process with DTP composing on turn-key basis. The total value of the work is approximately Rs.1 crore per year. A sample copy each of the following publications may be seen in IRC office during pre-bid meeting. 1 Indian Highways (Monthly) : Print area is 250 mm x 180 mm in two columns, 12 pt. font size. Text includes Table, photographs and figures. Printed copies of this publication are required in 4 days of final print order. If not delivered, penalty will be imposed as specified in terms and conditions. 2 IRC Journal (Quarterly) : Print area is 250 mm x 180 mm in two/three columns, 12 pt. font size. Text includes tables, photographs and figures to be reduced appropriately of the size to fit in the print area. (i) Highway Research Journal (Half Yearly) : Print area is 250 mm x 180 mm in two/three columns 12 pt. font size. Text includes Tables, photographs and figures. (ii) Highway Research Record (yearly): At present 10,000 copies are printed (print area is 250 mm x 180 mm), 12 pt. font size. 3 (i) IRC Standards: Usually, 500 copies are printed. Few publications are printed upto 1000 copies. (print area is 250 mm x 180 mm) in single column, 12 pt. font size. (ii) IRC Special Publications: Usually, 500 copies are printed. Few publications are printed upto 1000 copies. (print area is 250 mm x 180 mm) in single column, 12 pt. font size. (iii) State-of-the-Art-Reports: At present 1000 copies are printed having print area of 250 mm x 180 mm, in three columns of 58 mm each, 12 pt. font size. 4 Souvenir (yearly): At present 500 copies are printed (print area is 245 mm x 160 mm) in two columns 75 mm each, 12 pt. font size. 5 Invitation Booklets: At present 12,000 copies are printed in 4-colour (print area is 250 mm x 180 mm) in three columns of 58 mm each, 12 pt. Font size. The printed copies are to be supplied in 3 days of final print order. A perusal of the above mentioned publications would reveal that the printing work of the IRC is mostly of technical nature involving the use of photographs, mathematical formulae, notations, signs, drawings, composing of tabular matter etc. which are required to be printed in the font size of 12/10/9/8 points, while the composing/formatting would be done through DTP, the printing process would be offset. The IRC intends to empanel the Printers. Efforts will be made to give each Printer a uniform workload in a year. However, IRC shall reserve the right to decide the number of copies to be printed of each document as

2 it deems fit, depending upon the professional requirement of each document. IRC will have the option to get the work done from any agency in case; it is felt that the empanelled Printer is not able to deliver the services as per the required quality and time. The blank Tender Documents alongwith Terms and Conditions and SORs (1, 2(i), 2(ii) & 2(iii) for various publications of IRC are enclosed herewith. You are requested to quote your rates on the respective SORs. The use of printing paper and other Art papers will be strictly as per specifications set out by IRC, as also quality printing is to be done. The rates will be valid for one year from the date of executing agreement. An earnest money of Rs.25,000/- has been prescribed for submission along with tender documents which is required to be paid through demand draft drawn in favour of the Secretary General, Indian Roads Congress payable at par at New Delhi. Tender documents received without the prescribed earnest money will not be considered and summarily rejected. Earnest Money of Rs.25,000/- will be retained as Security Deposit for successful Printers, whereas, it will be returned to unsuccessful Printers. The successful bidders will have to provide an additional Bank Guarantee of Rs.75,000/- as Security deposit in addition to EMD which shall form part of a total Security Deposit of Rs.1,00,000/-. A pre-bid meeting will be held on 21st July, 2017 at 5.00 P.M. in the Conference Hall of our R.K. Puram office. Tender Documents duly filled up will be required to be submitted in sealed cover addressed to the Secretary General, Indian Roads Congress, Kama Koti Marg, Sector-6, R.K. Puram, New Delhi and the cover should be superscribed Tender for Printing work of IRC publications and should reach IRC by 7 th August, 2017 at 4.00 PM. The Indian Roads Congress will not be responsible for any postal delay. 8 (ix) (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) (x) (xi) TERMS AND CONDITIONS: Period of Contract: This initial period of contact would be one year, extendable further on satisfactory performance on the same rates and same terms & conditions with approval of SG, IRC Quoted Rates: All rates are inclusive of GST or any other admissible levy plus (b) cost of paper, labour cost involved for printing plus (c) envisaged contingencies, if any. The Statutory deductions and TDS as applicable from time to time will be deducted from the bill. The agency shall not be allowed an escalation/change in the cost during the period of the contract due to inflation of any sort of change of any policy by the government change of bye-laws or due to any other reason including raise in fuel prices. Form of Text and final proof checking: The text of the publication will be made available to agency by the IRC in soft copy. For printing IRC codes, positives/negatives are also provided. Payment of Bills: The bills along with complete delivery record (Including Printing Press Challan duly mentioning number of copies in each bundle & number of bundles) and CDs, positives, manuscripts, photos,drawings, etc. which would become sole property of IRC, Strictly as per scheduled rates shall be submitted to IRC within fortnight and will be paid within thirty days from the date of receipt of bill complete in all respects Delivery and Penalty for breach of commitment: The agency has to supply all the copies within four days from the date of final proof checking/print order failing which a per day shall be payable by the agency. Performance Security Deposit: The security deposit of Rs.75000/-(Rupees Seventy Five Thousand Only) shall be in the form of term deposit/fixed deposit which shall be valid for a period of one year and 2 months from the inception of the contract. The performance security deposit of the successful bidder shall be refunded only after competition of the contract and after it is ensured that nothing is due from the Agency. Termination of the Contract: The Secretary General, IRC reserves the right to terminate the contract at any time during the currency of the contract by giving one month s notice in writing to the agency in advance without assigning any reason if in her /his opinion the agency does not carry out the work efficiently or commits any breach of contract terms or does not observe stipulated terms or and becomes insolvent. The decision of the Secretary General, IRC shall be final and binding. Damages: The Secretary General, IRC reserves the absolute right to recover any dues from the Agency out of the performance security deposit or through other means. Start of Operation of Contract: The contract is scheduled or likely to become operative from the month of August Arbitration: In case of any dispute arising directly or indirectly out of this contract the matter shall be referred for arbitration to the Honorary Treasurer of the IRC acting as such at the time reference is made for arbitration. The decision of arbitrator shall be final and binding on both the parties. Other Remarks: All other specifications, requirements and conditions laid down in the notice inviting tender shall Mutatis Mutandis form part of conditions of Terms & Conditions.
