2 File #: Consent Item 13 Description/Analysis Issue Detail: The City installs or modifies traffic signals at various locations in the City annually. Each traffic signal project requires a traffic signal controller and an enclosure cabinet that must be procured through a competitive bid, which entails staff time and resources extending over several weeks. In addition, once the bid is selected, there is a lead time of up to 12 weeks for the controller and cabinet to be fabricated and shipped to the project. The oncall purchase contract for traffic signal controllers and cabinets will reduce the time and resources needed for project by project procurements, and significantly reduce project delivery time by ordering the controllers and cabinets at the same time a construction contract is awarded for the traffic signal projects. The on-call purchase contact for traffic signal controllers and cabinets was bid with estimated quantities of equipment that the City may need over two years. These quantities may be reduced or increased according to the City s needs. The contract is valid for two years with an option to extend for a third year. Policy Considerations: The recommendation in this report is consistent with City Code Chapter 3.56 and the City s General Plan goals to improve and diversify the transportation system, enhance and preserve the neighborhoods, and improve safety. Economic Impacts: None. Environmental Considerations: California Environmental Quality Act (CEQA): Environmental review pursuant to the California Environmental Quality Act (CEQA) will be conducted for each traffic signal installation project. No environmental clearance is required for the contract award with this Council action. Sustainability: Not applicable. Commission/Committee Action: None. Rationale for Recommendation: The City advertised the invitation for bids for traffic signal controllers and cabinets and one bid was received on August 10, McCain, Inc., of Vista, California was the responsive bidder with a bid of not to exceed $126,327. 3 File #: Consent Item 13 It is recommended that the on-call purchase contract for traffic signal controllers and cabinets be awarded to the lowest responsive and responsible bidder, McCain, Inc., for its bid of $126,327. Financial Considerations: Purchase orders encumbering funds under this contract will not be created until projects and funding are identified. Funding for each purchase order will be provided from capital improvement project budgets. McCain, Inc. may have multiple traffic signal controller and cabinet purchases in a given year, however, the aggregate amount shall not exceed $126,327. Local Business Enterprise (LBE): The LBE Program was adopted by the City Council on November 19, It applies to all locally funded commodity purchasing under $100,000.
