6 (4) Grammar (Modals) + Passive Infinitive Modal verbs are verbs which 'help' other verbs to express a meaning. Passive voice is used when the focus is on the action. It is not important or not known who or what is performing the action. Forming Passives With Modals Affirmative Subject + (modal verb) + be + past participle (v.3) Negative Subject + (modal verb+not) + be + past participle (v.3) Examples: Active : Our English teacher may give an exam today.
