1 Rules and Regulatins Submissin Criteria The Shrt Film must have been cmpleted n/after 1 st January 2017, t be in the Cmpetitin. The Festival will have Cmpetitins in Student & Open Categries. The Participants shuld be 16 years f age r abve as n 1 st February 2018 If Participant age is abve 16 and under 18, the undertaking in the registratin frm must als be signed by a Parent/ Legal Guardian. Their cntact details must als be prvided fr verificatin. Only the Prducer r Directr f the Shrt Film can send the entry t the 7 th DMCS NSFF 2018 with a duly filled entry frm and signed undertaking. Current students f DMCS cannt send their entries, as a Directr r Prducer f the film. Entries MUST be playable n cmmn media players. Festival Management will nt be respnsible if film is nt screened due t prblem with the DVD frmat. Cmmn frmats such as MP4, MOV and AVI files are recmmended. Ttal running time f shrt film must be less than 30 minutes in length, including beginning and end credits. There is n minimum running time. The film can be Dcumentary, Experimental, Narrative, Fictin, Nn-Fictin r Animatin. The shrt film can be in any language r any genre. ALL FILMS must have English subtitles fr festival presentatin. Each Preview DVD shuld be labelled with: Title/ Language/ Duratin/ Cuntry/ Directr s Name, Mbile Number and ID Multiple entries can be submitted, but with separate entry frms and ther requirements such as preview DVD, synpsis/descriptin, still phtgraphs, press kit, A4 Size Pster (print) which shuld be enclsed with each entry frm and film. Each film is cnsidered as a new entry. Fr nline entries sft cpies must be prvided alng with the submitted film. Department f Media & Cmmunicatin Studies (DMCS) has the right t use the entries / send /selected / nminated films, DVDs and materials frm the film fr 7 th DMCS NSFF 2018 prmtinal purpses and t retain DVD cpies f each film as part f ur festival library. Entry materials submitted shall nt be returned t the participants. Films nce selected and submitted fr final screening will nt be allwed t be withdrawn under any circumstances until the festival is ver. Transprtatin and Insurance csts f DVDs, related dcuments, phtgraphs and publicity materials frm the cuntry f rigin t the Film Festival Office shall be brne by the applicant.

3 Entry Fee The entry frm/ applicatin will be cnsidered nly n receipt f the entry fee f Rs. 300/- (Three hundred rupees) fr the Student Categry and Rs. 400/- (Fur hundred rupees) fr the Open Categry. Fr late submissins after 26 th January 2018, the fee charge is Rs. 500/- (Five hundred rupees) fr bth categries. Payment can be made via Cash, Demand Draft r PayTM. All Demand Drafts (DD) must be in favur f, The Finance & Accunts Officer, Savitribai Phule Pune University, Pune 7 (Payable at Pune University branch) Please mentin Film s Name, Prducer / Directr s Name & Mbile Number behind the DD. Deadline 26 th January, 2018 (N DDs will be accepted after this date and payments must be made in cash r thrugh PayTM) Digital Payments must be dne by PayTM t The transactin number must be entered in the frm. It is als preferable if the cmment fr transactin is entered as NSFF2018. Submissin Deadlines Regular Submissin 1 st January 2018 t 26 th January 2018 Entry Fee Rs. 300/- (Three Hundred Only) fr Student Categry Rs. 400/- (Fur Hundred Only) fr Open Categry Late Submissin 27 th January 2018 t 5 th February 2018 Entry Fee Rs. 500/- fr bth categries Late Submissins frm 27 th January t 5 th February 2018 will be paying an entry fee f Rs. 500/- in cash r PayTM. Demand Drafts will NOT be accepted after the 26 th f January. Film shuld be submitted befre deadline. The 7 th DMCS NSFF 2018 is nt respnsible fr late, lst, damaged, misdirected, pstage due, stlen, r misapprpriated entries. Entry Frms with incrrect / inadequate / illegible / ambiguus particulars will nt be cnsidered. The festival rganizer reserves the right t accept r refuse any film withut assigning any reasn whatsever. DVDs submitted fr selectin will be cnsidered as final and n changes will be entertained after submissin. It is the sle respnsibility f the applicant t submit DVDs withut any physical / quality defects. 4 Selectin Prcess Winners are selected by a judging panel f industry prfessinals cnsisting f independent prducers, prductin cmpanies, filmmakers, and ther film industry prfessinals wh may be substituted at the discretin f the Festival rganizers. All films are judged equally based n: Cntent Originality (Quality f stryline, and script) Prductin (Camera wrk, lighting, and sht cmpsitin) Pst-Prductin (Editing, transitins, pacing, cntinuity, and flw) Image (Fcus, clr, and lighting) Sund Quality (Clarity, cnsistency f audi levels, and lack f nise) N wrk r artist will be either discriminated r favred by the cuntry f rigin, language, age, race, educatin, gender, idelgy, r by their ecnmic resurces. A Preliminary Selectin Cmmittee (PSC) will d selectin f the films in preliminary rund f the 7 th DMCS NSFF 2018, and the selected films will be in the Final Cmpetitin Nminatin. The films which d nt receive the final nminatin but cmply with standards deemed fit by the Preliminary Selectin Cmmittee; thse films will be screened in the nn-cmpetitin sectin. The decisin f Preliminary Selectin Cmmittee (PSC) & Final Jury (FJ) will be final & binding. N student f DMCS will be a f the Preliminary Selectin Cmmittee & Final Jury members. Crrespndence will be Cmmunicated t the Filmmakers whse Shrt Films receive the Final Cmpetitin Nminatin by pst and/r . DMCS will use its best effrts t annunce the selected films, winners at the designated time, but will nt be held liable fr any unfreseen delays. By entering the 7th DMCS NSFF 2018, cntestants and/r their parents r legal guardian (if such entrant is a minr) agree t accept and be bund by the decisins f the Festival and its judges, which are final and binding in all matters. 5 Legal Implicatins Shrt Films that are submitted must be the Entrants Original Wrk and shall nt infringe n any Cpyrights r any ther rights f any third parties. An undertaking fr which shuld be duly Signed by the Prducer / Directr ONLY (attached with the Entry Frm). By entering the Festival, the entrant agrees that the 7 th DMCS NSFF 2018 will nt be held liable fr any cpyright infringements perpetrated by yu r yur shrt film. Cntestants agree that they have btained all required permissins regarding music, sund and / r images presented in yur shrt film. The 7 th DMCS NSFF 2018 reserves the right t nt screen any film(s) fr any reasn it deems valid at any given pint f time after submissin t the Festival Office. The entrants may als run the risk f being prsecuted as per the Indian Criminal Prcedure Cde and the Indian Media Law fr any ffence r infringement. Racial, Religius and Reginal discriminatin shall nt be prtrayed in any part f the film being submitted. All the legal issues, if any, shall be under the jurisdictin f Pune Subrdinate and High Curt nly. 7 th DMCS NSFF 2018 Organizers, Preliminary Selectin Cmmittee Members, Final Juries, DMCS current Students n Rll are nt allwed t participate in this film festival as cntestants. Entrants will retain all wnership rights t their films submitted.
