2 About the programme As more countries participate and collaborate in film production as producers, co-producers and providing film locations, but above all as audiences, film is an excellent means of shared experiences, communication and cultural exchange in a global context of mass media. For audiences overseas, often this is the best way to gain insights into another country s culture and its citizens lives and aspirations. With new technologies providing wider access for many audiences, film has become an increasingly shared experience for people in small isolated villages, or rural areas as well as cosmopolitan city centres. Film production is also, of course, a productive part of an economy and may become a significant element of international trade and employment. An important connection for the UK industry is the European Union, which is heavily committed to film funding, not only in Europe but also in other parts of the world. Who is it for? The programme is designed mainly for senior policy-makers and executives working in government ministries and agencies, regulatory and funding bodies and in nongovernment organisations concerned with the funding, promotion, regulation or censorship of film industries. Applications will also be welcome from filmmakers and others involved in the film industry who wish to gain insights into the role of the state in promoting film and to engage in dialogue with officials with responsibilities in different areas in the film industry. How participants will benefit The programme will: Broaden participants knowledge and understanding of the structure and governance of film industries in different countries Examine the relationships between national governments and film industries and suggest ways in which these relationships may be improved The UK has had a film industry for over a hundred years. Regulation of film and cinemas began in the first decade of the 20 th century, and now film is regarded as one of the leading creative industries. This international study programme offers a chance to meet with others working in the film industry. Using the UK model as one example, it also provides an opportunity to work out what is good practice in areas such as regulation, classification and censorship, funding, film policy and promotion, filming on location, film education, and related areas. Raise awareness of the issues and problems surrounding state regulation, censorship, funding and promotion of film industries, and suggest ways in which these issues and problems can be addressed Broaden participants knowledge of the impact of digital technology in promoting national cultures, transnational perspectives and cross-cultural encounters.

On request, PAI can assist in finding suitable hotel accommodation and can arrange travel to and from one of the London airports. Language The programme will be conducted in English. Participants will be expected to have a good working knowledge of the language. - Functions and practices of various public and nongovernment bodies involved in cinema in the UK - The balance between censorship, public morality and artistic creativity - Finance, taxation and funding - Informal presentations by participants on their own national film industry - Visits to film policy-making, regulatory and promotional organisations - Promoting national image and identity through film - Film and democracy - Film cultures and film education - New media technologies and opportunities for promoting cross-cultural partnerships and understanding The programme will include illustrated talks, briefings, discussion sessions, workshops and visits to relevant policy-makers, regulators and practitioners. A key element for sharing knowledge and good practice will be sessions where individual participants will be invited to give informal presentations on aspects of their own national film industry. Additional themes for discussion will depend on participants interests and there will be opportunities to explore these during the programme. We also plan to screen some films of interest during the week.

5 Fees and other costs The fee for the study programme will be 1,870. This includes tuition, travel to and from the airport in London, travel on scheduled visits which form part of the programme 1, presentation material and documentation. It also includes a light lunch and refreshments during each working day. Airfares and daily travel to and from the study programme venue are not included. Our programmes are nonresidential and you are responsible for your accommodation costs. We can help you with booking hotel accommodation so please let us know if you would like us to advise you or make a reservation. We suggest that you should allow approximately 140 per day for a modest standard of hotel (for example, three-star), local travel in the UK, meals (apart from a light lunch on working days) and other incidental expenses. We do not have to charge UK Valued Added Tax (VAT) if you can provide written confirmation from your government or its accredited representative that you are employed by the government in furtherance of its sovereign activities. In all other cases, we will have to charge VAT (currently 20%) in addition to the fee. We must receive payment in full no later than 29 June You or your government agency can pay by bank transfer or by cheque, made payable to Public Administration International. Discount We offer a 10% reduction on the full tuition fee if we receive payment no later than thirty days before the first day of the programme. If we receive payment after that, we will charge the full tuition fee. and any subsequent participant (in any one calendar year) you let us know, so we can apply the discount. If you have to cancel your booking, you must let us know in writing and we will acknowledge in writing your cancellation. We make a cancellation charge of 100 to cover our administration costs. Alternatively, we can hold your fee as a credit towards the cost of future PAI study programmes. Insurance We advise you to arrange travel and health insurance cover before you leave your home country. Programme Director The Programme Director will be Professor Florence Ayisi. Florence is a filmmaker and Professor of International Documentary Film at University of Wales, Newport. Her teaching and film research work include film theory and practice and draw on concepts including postcolonial theory, representation, transnational and African cinemas, film audience reception and diaspora studies. Florence has taught at different higher education institutions including the University of Sunderland, Coventry University and the University of Glamorgan. She has made films in Cameroon and Zanzibar. Her films present unique insights and affirmative aspects of African people, and these have been screened at festivals worldwide and on television including Channel 4 Television, TV5 Monde, PBS, Canal +, Swedish Television, Cannes Film Festival, Canadian Sports Film Festival and Gothenburg International Film Festival. We also offer a 10% discount on the tuition fee if a funding organisation sponsors more than two participants in any one calendar year.
