3 12.1 Call to order The Chair called the meeting to order at 9:25 a.m..1 Consultation Meeting update from the Chair The Chair advised the February 2010 Industry Consultation Meeting went well Approval of Agenda MOTION: To approve the agenda as written. M: Ted Stark S: Norman Cetkovski 12.3 Records of Decisions dated December 01, 2009 approved by teleconference 12.4 Field Operations Unit Update:.1 Steven Larouque, ATC Certification Status PAC Membership Steven advised the following certification status: Total Apprentices 169 Apprentices Level One 70 Apprentices Level Two 48 Apprentices Level Three 15 Apprentices High School Option 36 Trade Qualifiers: 16 Candidates 15 Candidates passed 94% average Steven advised the Provincial Advisory Committee (PAC) that the enrollment is increasing. Catherine advised the PAC that the Apprenticeship and Certification Board changed the Senior Year Option Apprenticeship title to High School Apprenticeship Program. No membership update Regulation/Program Standards: Catherine told the PAC that she held a Welder Industry Industrial Welder PAC 3
4 Program Standards Unit Catherine Koch, PDC.1 Research Requirements for F3/F4 and ASME Consultation Meeting (and conducted phone surveys for businesses that were unable to attend the Welder Industry Consultation Meeting). She distributed and reviewed the survey results. Catherine indicated that the industry representatives were pleased with the proposed practical exam..2 Candidate Options Apprentices and Trade Qualifiers.3 Review Charts for the exams review of structural tests Catherine distributed the following documents to the PAC members to review and discuss: F3/F4 and the ASME industry comments M& E code The comments indicated industry supported the direction of the PAC. The PAC members, staff and guest discussed the Trade Qualifiers (TQ) exam. Catherine told the members that the practical exam and the TQ exam would be parallel to each other..4 Decisions on Practical Exam Industrial Welder PAC 4 The PAC reviewed the structural level one practical exam and the structural level two practical exam and indicated no changes were required. However, the PAC considered that a vertical welding component be added to the second level of the exam for each option. In addition, the, the PAC considered a cutting exam for each option (structural and pressure) in the first level exam. The PAC reviewed the level three practical exam and indicated revision was required. A PAC member and branch staff raised concern was raised s that the exam would require additional time to complete. Steven said he would do the exams to calculate the length of time required. The Chair introduced Frank Roberts to the members and staff to provide his expertise and suggestions to the exam. Frank recommended that the PAC create a specialized practical exam that reflects the various areas of the Welder
5 trade. PAC members indicated that additional options will be incorporated into the practical exam Continuing Business/Reports:.1 Additional Options for qualifications be added to each level.2 Review and discuss additional CWB tickets for every level The PAC members discussed additional qualifications options be added to each level exam. Frank reiterated that the PAC create an exam that reflects the process used (SMAW, FCAW, MCAW etc) for the specific aspects of the welding trade (pressure or structural), and follow the progression of the training and testing for the trade instead of one particular aspect of the trade. The PAC members advised the suggested exam would require the Mechanical and Engineering (M & E) Department s approval. The PAC members and Frank indicated they would like to meet with the Director of M & E to further discuss exam options. The PAC members and Catherine advised they would seek the opinion of Industry regarding the potential exam and then arrange a meeting with M & E to discuss the needs of the welder industry. The PAC and Catherine discussed the option of including the ASME component to the exam and the tickets that would be obtained. Catherine told the PAC that they need to create a Pressure ExamTest. Norman said he would provide information to help Catherine create a Pressure exam. A PAC member asked if an Examiner is required to administer the exam. Catherine advised yes. Steven asked if the Examiner would X-Ray the exam item. A PAC member advised no. Catherine advised management would have review the financial aspects. The PAC and branch staff discussed the possibility of X-Raying the coupons was discussed.. Catherine and the PAC reviewed each level exam. The PAC and staff discussed the possible welding tickets that may be available due to the new exams. ACTION: Catherine will contact companies that hold certificate of authorization licenses and gather their opinion regarding the various options to the practical exams. MOTION 1: The Industrial Welder PAC has developed one practical exam with three options covering both structural and pressure aspects of the welding industry. The exam will follow the guidelines of both CSA and ASME welding codes. Both industry and consultation meetings and industry survey were conducted to determine level of acceptance. Responses were overwhelming positive. Options consist of the following: Option One Pressure Option Two - Structural Option Three Pressure and Structural M: Norman Cetkovski S: Ted Stark Industrial Welder PAC 5 Apprenticeship Manitoba staff presented the Pac smade the
6 following recommendations to the Board on at the November 12, 2009 Board meeting. The following suggestions were made: : The new practical welder examination be rescheduled for implementation in September New motions were made to reflect the September 2010 implementation date. The PAC asked when will the new curriculum and exam be implemented. Catherine said instructor has been using the new curriculum for the last three years. She advised that the old exams are still in use, until the new exams are ready for implementation. MOTION 2: The Industrial Welder PAC recommends to the Apprenticeship and Certification Board that the new Welder Certification Practical Exam be implemented in September M: Ted Stark S: Norman Cetkovski 12.7 New Business: There was no new business.
