SHRA oversees residential and commercial revitalization activities in redevelopment areas throughout the city. The Agency offers a variety of financial assistance programs for first-time homebuyers, and provides several loan programs and other assistance to the business community. The Sacramento Festival of Cinema Collection contains in-depth information from the City of Sacramento and the Sacramento Housing & Redevelopment Agency to establish a film festival called Sacramento Festival of Cinema. The intention of this event was to spotlight Sacramento as a filmmaking destination and to generate revenue. The festival committee worked hard to emulate other popular festivals such as the Sundance Film Festival. The collection includes planning and development records and concludes with the financial analysis of the 1996 Sacramento film festival. 2

4 Administrative History of the 1996 Sacramento Festival of Cinema The Sacramento Festival of Cinema was developed to spotlight Sacramento as a filmmaking destination and to generate revenue for the City of Sacramento. Its model was based on several other film festivals including Sundance, Vancouver, and New York, among others. The program started off Friday evening with an opening reception, followed by a gala film premier. Options during the day included Lunch at the Movies, After Work at the Movies The weekends the event offered a Children s Movie Series, workshops, Homegrown Film & Video and on Fridays a Midnight Movie. The event also included the K Street Shoot using the K Street Mall area for shooting impromptu short movie clips during the 10-day event and on the last Saturday there was a New Technologies Expo for film and television. The event ended with an awards ceremony on Saturday evening of the second weekend. Venues used for viewing films were the Crest Theatre, the Tower Theatre, and the Convention Center. Sponsors included the Sacramento Bee, KFBK/Y92 radio, and AT&T wireless. The initial contributions came from the City of Sacramento, Sacramento Housing and Redevelopment Agency, and private sources. The Bee ran a large advertising campaign including spotlights on the festival and included articles explaining the different programs and what was happening on specific days during the 10-day event. The program appeared to be well planned, but not well attended. The final financial ledgers came in with a loss. The program continued for the following September as initially planned, but was not successful as was hoped. Presently, Sacramento is home to a variety of movie festivals, but none are related to the Sacramento Festival of Cinema. 4

5 Scope and Content: The Sacramento Festival of Cinema Collection is arranged in two series. The first series focuses on public relations information and the second consists of administrative information, with the bulk of the information ranging from 1995 to These items are arranged in chronological order and are in original order within the file folder, but not in chronological order by series or folder within the series. The first series consists of four file folders with emphasis on public relations and marketing. The first folder contains news clips and a marketing services proposal. The second file holds information regarding fact sheets, plan development, and sponsorship proposals. Correspondence regarding tax information, sponsorship choices, planning, funding requests, schedules, goals, objectives, and revision of work scope are the contents of folder three with dates ranging from June to October of Folder four includes technical information gathered between May June 1996 and includes news clips, fact sheets, press releases, program highlights, examples from other film festivals, a business plan, sponsorship agreements with AT&T and the Sacramento Bee, and the mission statement of the festival. The second series contains administration records of Sacramento Festival of Cinema Collection and consists of five file folders. Folder five of the collection includes goals, objectives, and job descriptions for the festival. The sixth folder contains correspondence regarding the festival committee s response to the Sacramento Bee proposal (sponsorship), and a license agreement with the City of Sacramento and the Sacramento Convention Center. The festival program plan, timeline, and weekly status reports are housed in folder seven. The topic of folder eight is a conclusive set of agendas and meeting minutes between January and June This file also includes flow charts, and the festival schedule. The final folder has program projections and concludes with the financial analysis of the festival, including balance sheets and financial ledgers. 5
