1 On 1 May 2018 the Chief Executive officer of the Czech Radio issues the following Statute/2012/015/GŘ//2 Concertino Praga Statute Version effective from 1 May 2018 Article 1: Subject Matter 1. This Statute provides for the name, registered office, place of activity, underlying purpose, mission, organisational structure and manner of funding of Concertino Praga, the International Radio Competition for Young Musicians. 2. This Statute is binding on all organisational components of Czech Radio (in Czech: Český rozhlas, hereinafter Czech Radio ). 3. This Statue is binding on all participants in the competition Article 2: Mission of Concertino Praga 1. The international multidisciplinary radio competition for young musicians was founded in 1966 on the initiative of the music broadcasting section for children and youth of the Czechoslovak Radio. 2. The mission of the competition is to search for young talents from national music schools, present the best of them to professionals and the public, and bring their skills to the attention of the audience of the radio, television and online broadcasting. 3. Through compulsory compositions, as well as concert and radio programme supervisions, the competition promotes Czech music worldwide. Article 3: Place of Activity of Concertino Praga 1. The place of activity of Concertino Praga is Český rozhlas, Vinohradská 12, Praha 2 Vinohrady. 2. From the organisational point of view, it pertains to the Czech Radio Production. Article 4: The organisation of Concertino Praga 1. The competition is hosted every year by Czech Radio (hereafter simply referred to as the Host ). The actual organisation is assigned to Czech Radio Production (hereafter simply referred to as the Organiser ). The supreme body of the Concertino Praga competition is the Standing Committee which is appointed by the CEO of Czech Radio on the basis of a proposal made by the Director of the Production. The members of the Standing Committee are significant personalities from cultural and social life. This Committee also carries out the function of the Artistic Council. 1 / 6

2 2. The membership in the Concertino Praga Standing Committee is an honorary function. The members of the Concertino Praga Standing Committee are entitled to the recompense of any necessary costs which they have incurred in association with their membership in the Concertino Praga Standing Committee (especially any accommodation costs, travel costs from their place of residence to the Committee meeting and back, postage costs and so on). Each member of the Standing Committee claims these expenses by submitting the appropriate receipts to the organiser s representative. Czech Radio will refund any correctly claimed expenses to the member of the Concertino Praga Standing Committee once they have been approved by the Production Manager and will do so by means of a direct credit to the member s bank account within 15 days of the date of the submission of the settlement at the latest. The member of the Concertino Praga Standing Committee will regularly submit any receipts for payment, but they must be submitted at the latest by 15 th January of the following year. 3. An individual who has basic employment relations with Czech Radio cannot be appointed a member of the committee. 4. The function of a member of the Concertino Praga Standing Committee is established on the basis of a written letter of appointment and ends upon the expiry of the term of office of the Managing Director of Czech Radio, upon the basis of a written letter of dismissal, with a written letter of resignation from the function submitted to the Managing Director of Czech Radio or upon the death of the individual. 5. The promoter will always announce the competition by the end of March of the given calendar and will subsequently dispatch the specific conditions to its partners abroad and in the Czech Republic. 6. The Concertino Praga competition is a member of the European Union of Music Competitions or Youth (EMCY) based in Munich. 7. The competition s name in foreign languages: a) International Radio Competition for Young Musicians b) Internationaler Rundfunkwettbewerb junger Musiker c) Concours radiophonique international des jeunes musiciens d) Meždunarodnyj radiokonkurs junych muzykantov. 8. The international radio competition includes the Concertino Praga nomination round for domestic candidates which precedes the date of the international competition. 9. The international radio competition includes the South Bohemian Concertino Praga Festival, which follows on from the competition date. Article 5: The competition rules 1. The following competition categories alter in a regular three-year cycle: a) piano violin violoncello harp; b) flute oboe clarinet bassoon trumpet c) chamber ensembles from duo to quintet consisting of any instruments. The ensemble cannot contain more than one keyboard instrument. 2 / 6

Maximum age in the year of the submission of the application in the categories violin, piano, violoncello and harp is 16 years of age in the year of the recording and submission of the competition recording. 3. Maximum age in the year of the submission of the application in the categories flute, oboe, clarinet, bassoon and trumpet categories is 17 years of age in the year of the recording and submission of the competition recording. 4. The categories chamber ensembles (duo up to quintet) may be entered by musicians whose average age does not exceed 21 in the year of the recording and submission of the competition recording. 5. The Concertino Praga Standing Committee reserves the right to change the instrument and ensemble categories. 6. Young artists enter the competition by means of professional audio recordings of their competition pieces, which are sent to the competition via the radio organisations associated in the European Broadcast Union (EBU). In those countries which do not belong to the EBU, the competitors for the Concertino Praga are selected by the appropriate state or public radio broadcaster and the EMCY. 7. The competition recordings must include the compulsory piece set by the competition s organiser and a piece chosen by the competitor at an extent of at least 20 and at most 30 minutes. No compulsory piece is set in the chamber ensemble category. The competition organiser designates the technical conditions for making the audio recording on the basis of a resolution of the Concertino Praga Standing Committee. 8. The submission of a radio organisation s entry for participation in the Concertino Praga competition simultaneously constitutes a declaration as to the fact that the applicant and the competitors, whose performances will be evaluated, will abide by the conditions of the competition and the provisions of this Statute. 9. The radio organisation which entered a performer into the completion will send the competition organiser an audio recording of the performances in the entered competition categories by 15 th December at the latest. The costs associated with making the audio recordings sent to the competition will be borne by the radio organisation which made them. 10. Each organisation may enter a total of five candidates in the international competition regardless of the number of instrumental categories. A jury will select the participants in the international competition representing the Czech Republic in the nomination round. 11. The submitting radio organisation will attach an accompanying sheet to each competition audio recording, which will contain the information designated by the competition organiser. 12. The performances of the competitors will be rated by the International Jury. The Production Director of Czech Radio will appoint its chairperson and members on the basis of a proposal from the Concertino Praga Standing Committee. The jury members may not in any way be associated with the creation of the competition recordings. The competitors performances in the nomination round of the Concertino Praga competition will be rated by the nomination jury, whose appointment process is the same. 13. Prior to rating the competition recordings, the jury will specify the rating criteria and the procedure for the jury s work. The jury will rate the recordings anonymously according to serial 3 / 6

4 numbers. Only after designating the competition winners and awarding the prizes will the jury learn the names, ages and nationalities of the competitors. 14. The promoter will note the results of the rating on point sheets signed by the jury chairperson. 15. The competition organiser will inform the EMCY and all the radio organisations, which took part in the competition, of the results of the competition by 28 th February of the given year at the latest. 16. The International Jury will only award the first and second prize in each competition category. They prizes may not be shared. The winners of the first and second prizes will receive the title Laureate of the Concertino Praga International Radio Competition. They are obliged to defend the title with a performance within the framework of the Concertino Praga Festival, which will, amongst other things, contain at least one piece from their competition repertoire. The jury may give an honourable mention to those participants whose points rating is near to that of the winners of the first and second prizes. 17. The absolute winner will receive a financial prize of 1000 EUR gross from the competition organiser. The financial prize will be given to the absolute winner in the form of a cheque at the gala Concert of the Concertino Praga Laureates in Prague and subsequently direct credited to the winner s bank account after the deduction of the appropriate tax. The absolute winner of the competition is the person with the highest point rating in all the competition categories and this person is awarded the Helena Karásková Prize, which is presented by the Minister of Education of the Czech Republic or his or her delegated representative as an exceptional award. 18. The winner of the Helena Karásková Prize receives the opportunity to perform as a soloist with two Czech orchestras in the year following the year of the competition. The concert promoters will refund the costs associated with any travel and accommodation; the performances will take place without any right to remuneration. 19. The International Jury may also award special prizes for remarkable performances or other awards of musical institutions. 20. All of the laureates will be rewarded for their successful placement in the competition with a stay in the Czech Republic at the expense of the promoter associated with the concerts in Prague and the South Bohemian Concertino Praga Festival. These performances of the laureates constitute an integral part of their competition performances and are therefore not subject to any remuneration. The promoter will offer the concerts for live or delayed broadcast via the EBU or other radio organisations. It will send a copy of the audio recordings of the laureates performances upon request. 21. If the winners of the nomination round of the Concertino Praga competition give any exceptional performances, they may be invited to participate in events within the framework of the EMCY upon the basis of a recommendation from the Concertino Praga Standing Committee. Article 6: The special provisions 1. The promoter will pay for the following within the framework of the holding of the Concertino Praga competition: a) the travel, accommodation and meal costs of the jury members; b) the remuneration to the jury members for their work on the jury; 4 / 6

5 c) the travel, accommodation and meal costs of the invited laureates and their essential escort (in the case of underage laurates) from the appropriate radio organisations; d) the costs associated with the holding of the public concerts in Prague and at the South Bohemian festival; e) the necessary promotional, information and study materials used to popularise this international cultural event. 2. The promoter will pay for the following within the framework of the competition s nomination round: a) the travel and accommodation costs of the jury members; b) the remuneration to the jury members for their work on the jury; 3. The promoter will pay for the following in association with the membership of Concertino Praga in the EMCY: a) the membership fee designated every year by the general assembly of the EMCY; b) a contribution to the travel costs of selected representatives of the Concertino Praga to EMCY events according to the available finances and at the suggestion of the Concertino Praga Standing Committee. 4. The costs associated with making the audio recordings sent to the competition, as well as the costs associated with acquiring all of the EBU radio and television rights for the public performances in Prague and at the South Bohemian Concertino Praga Festival and the mechanical rights for making a promotional CD, will be borne by the owners of the recordings. 5. By submitting an application to the competition, the dispatching organisation confirms that: a) it has settled all copyright and associated rights associated with the creation, recording and subsequent use of the recorded artistic performances of the competition works by the competitors and their co-performers for the purposes of the production and entry of the recordings in the competition at an extent without any territorial, temporal or quantity limitations so that the competition promoter can use them in the manner set out in the competition conditions, especially in the form of terrestrial and digital broadcasts, and that it has done so at its own expense; b) it is the exclusive holder of the rights of the audio recording producer for the competition recordings and in association with their entry into the competition it therefore gives the promoter its consent to use the recordings for the purposes of the competition and according to the competition rules without limitation and that it will promptly and correctly settle any eventual claims of third parties arising from any incorrect information provided by the producer of the recording and the provision of any unauthorised consent to the promoter. 6. The competition organiser is responsible for the organisation and economic basis of the competition. The competition has its own independent clearing centre, through which all the revenues and costs will pass. 7. The competition organiser issues additional instructions on the realisation of the competition and the festival every year. These additional instructions will be published as the Competition Rules for the Concertino Praga Radio Competition. 5 / 6

6 Article 7: Final Provisions 1. This Statue entirely subsitutes the Concertino Praga Statute of 1 March 2003 issued by the Chief Executive Officer of the Czech Radio. 2. This Statute shall enter into effect on 1 August 2012 and was amened by the 1 st amendment effective from 1 August 2016 and 2 nd amendment effective from 1 May Mgr.
