3 BY-LAWS Information pertaining to all the performing groups rehearsals, concerts and instrumentation may be obtained from the CJMEA website download, the CJMEA website, or the division chairperson. Section 1. The rules contained in Roberts Rules of Order shall govern this association in all cases to which they are applicable and in which they are not inconsistent with the constitution, by-laws, and procedures handbook of the association. Section 2. The fiscal year for this organization shall be from July I to June 30. The books of the treasurer are to be audited by a committee appointed by the president annually. Section 3. These by-laws may be amended at any meeting of the organization by a two-thirds vote of the members present. Section 4. - Conductors A. Candidates - All candidates for conductor shall submit a completed conductor s contract to be approved by the board of directors and signed by the treasurer to the division chairperson prior to the May meeting. B. Notifications - The division chairperson shall notify the conductor of his/her selection and the treasurer will return a copy of the signed contract as soon as possible after the May meeting. C. Duties - The conductor shall conduct all rehearsals (when possible) and the concert. The conductor shall be eligible for consideration to conduct the same organization after a period of four (4) years only if there is no other acceptable applicant. Section 5. - Changes in Instrumentation Any change in the minimum instrumentation of any performing group as presently constituted must come as a recommendation to the board of directors from the individual committee. Section 6. - Performing Groups Selected Through Audition CJMEA offers the following performing groups and events. Their memberships shall be determined on the basis of competitive auditions. A. High School High School Mixed Chorus High School Women s Chorus High School Orchestra High School Concerto Competition High School Symphonic Band High School Wind Ensemble High School Percussion Ensemble B. Middle/Intermediate/Jr. High School Intermediate Band Intermediate Chorus Intermediate Orchestra Intermediate String Orchestra Intermediate Percussion Ensemble Section 7. - Performing Groups Selected Through Recommendation of a Member. CJMEA offers the following performing groups. Their memberships shall be determined from the recommendation by members. A. Elementary Elementary Honors Band Elementary Honors Orchestra Elementary Honors Chorus Elementary/Intermediate Band & Orchestra Festival B. Recommendation information and procedures may be obtained from the CJMEA website or the division chairperson. Section 8. - Auditions A. CJMEA members may sponsor students for membership in any region-sponsored activity. B. Membership for region-sponsored activities is obtained through the following: CJMEA By-Laws Page

Blind auditions a. blind auditions are employed to ensure that each auditioning student is afforded the same audition environment. b. blind auditions are used for the following performing groups: High School Symphonic Band High School Wind Ensemble High School Percussion Ensemble High School Orchestra High School Mixed Chorus High School Women s Chorus Intermediate SSA Chorus Intermediate Band Intermediate Percussion Ensemble Intermediate Orchestra 2. Recommendation of member a. recommendation of member is employed to afford more advanced young students an opportunity to perform. b. recommendation of member is used for the following performing groups: Elementary Honors Band Elementary Honors Orchestra Elementary Honors Chorus C. Auditions will consist of: 1. Instrumental (H.S. & Intermediate) a. prepared solo b. scales c. sight reading 2. High School Vocal a. chromatic and diatonic scales b. solo c. quintet 3. Intermediate Vocal a. solo b. scales c. America Audition information and procedures shall be obtained from the CJMEA website or the division chairperson. Section 11. Student Eligibility (Note: Students who audition for more than one high school performing group may be accepted into only one organization. Students who fail to state their preference on the application will be placed by the audition committee. The same is true for students who audition for more than one intermediate instrumental performing group.) The following rules shall govern the eligibility of students to audition for membership to the All-State/Region II Performing Organizations sponsored by this association: A. A student must be a faithful member of the corresponding school musical performing organization, and must receive the endorsement of the director of that group. The student must remain an active member in good standing of the school performing group throughout the All-State/Region experience. B. If the school does not have a corresponding organization, the student may qualify for the All- State/Region organization providing he/she receives the endorsement of a music teacher who is a member of MENCNAfME. C. The student must secure the endorsement of his/her parent/guardian and school principal. An instrumental student also must receive the endorsement of the Region President (All-State auditions only). All students must pay the required fee prior to the audition. The student s eligibility is further dependent upon the fulfillment of the following requirements by his/her music teacher: A. The teacher is a member of MENCNAfME. B. The teacher will attend auditions and serve as assigned by the audition chairperson. The only acceptable substitute in this category shall be a teacher of music, who is an MENC NAfME member, with the prior consent of the audition chairperson. C. All members of the Board of Directors are exempt from sub-section B above. Section 9. Other performing groups and activities shall be scheduled as requested by the division chairperson. Section 10. The procedures for all region-sponsored performing groups may be changed by majority vote of the members present at a Board of Directors meeting. CJMEA By-Laws Page

5 Section 12. Attendance Requirements A. Students shall attend all rehearsals unless an excuse is necessitated by a corresponding performance with a school group, illness, accident, or death in the family. Prior contact with the manager is needed to seek approval for these and any other extenuating circumstances. In the case of an emergency where no contact with the manager is made, proof of the submitted reason will be required. B. Only one absence in the above category will be permitted. A doctor s note or other proof of reason for the absence above will be required. (An absence is defined as missing any part or all of a scheduled rehearsal) C. This excuse cannot be used on rehearsals of the concert weekend. D. Any unexcused absence (an absence not approved by A above) or more than one absence from A above will result in the student being removed from the ensemble. E. Any student who is removed from or does not fulfill the obligation to the ensemble for an unexcused reason shall be ineligible to audition for Region II activities the following year. F. Students must understand that rehearsal times are approximate and that no student may arrive late without prior permission or to leave a rehearsal until dismissed by the director. Failure to comply constitutes an unexcused absence. PROCEDURES Section 1. Performing Groups (Note: Students who audition for more than one high school performing group may be accepted into only one organization. Students who fail to state their preference on the application will be placed by the audition committee. The same is true for students who audition for more than one intermediate instrumental performing group.) A. High School Band Division 1. The Central Jersey Region II Bands (9-12) shall be selected on the basis of competitive auditions which shall be held on the second Saturday in December at a site to be determined by the division chairperson. (This site shall be the same for orchestra and choral auditions.) 2. Audition information may be obtained from the CJMEA website or the division chairperson. 3. Auditions will consist of: a. proposed solo - the list is the same as the All-State list published in the May Tempo and the NJMEA website. b. scales and percussion/traps rudiments - same requirements as All-State. All scales and chromatic scales are to be played in even octaves within the given range of the instrument. 6 s.html Piano Audition Requirements (1) Scales Students auditioning for piano are required to prepare all major scales from memory, both hands together, four octaves, up and down. (2) Solo Please see the All State Band/Orchestra solo list on the NJMEA website. The address is: njmea.org/allstateband/bandsolos.html (3) Sight Reading: Sight reading will be required. Harp Audition Requirements (1) Technique (2) Diatonic scales and chromatic scale will not be required. Arpeggios- A7, G7, C7; 3 octaves up and down, root position Glissando- starting on C with B# and Fb pedals (3) Solo Please see the All State Band/Orchestra solo list on the NJMEA website. Percussion Ensemble - Students will be selected from those who audition for the HS Bands/Orchestra respectively. Personnel will be selected to the bands/orchestra first. The next highest remaining scores will be used to place students in the percussion ensemble based on their preferences as indicated on the audition form. **Minimum instrumentation for the ensembles will be: HS 1 timpani, 3 mallet, 4 battery percussion Any additional instrumentation shall be determined by the division chairperson and the audition committee. 7 B. High School Choral Division 1. Competitive auditions shall be held on the second Saturday in December at a site to be determined by the division chairperson. (This site shall be the same for orchestra and band auditions.) 2. Audition information may be obtained from the CJMEA website or the division chairperson. 3. Auditions will consist of an a cappella performance of the following: a. two major scales (high and low) All scales are sung on the vowel ah as in father. soprano 1: E and Bb soprano 2: C and G alto 1: A and E alto 2: G* and C tenor 1: E and Ab tenor 2: C and F# bass 1: A and E bass 2: E* and C *These scales will descend first and then ascend All voices will sing an ascending and descending eight tone chromatic scale on ah. b. an eight-tone chromatic scale c. a solo of sixteen to twenty measures (used by the previous All-State audition) d. his/her part in a quintet (The Silver Swan by Orlando Gibbons) 4. Rehearsals 5. Concerts 6. The Central Jersey Region II Mixed Chorus (9-12) shall consist of no fewer than 120 voices, providing that satisfactory balance can be achieved among the traditional SATB parts. Any additional personnel shall be determined by the division chairperson and the audition committee. 7. The Central Jersey Region II Women s Chorus (9-12) shall consist of no fewer than 60 voices, providing that a satisfactory balance can be achieved among the traditional SSAA parts. Any additional personnel shall be determined by the division chairperson and the audition committee. C. High School Orchestra Division 1. The Central Jersey Region II Orchestra (9-12) shall be selected on the basis of competitive auditions which shall be held on the second Saturday in December at a site to be determined by the division chairperson. (This site shall be the same for band and choral auditions.) 2. Audition information may be obtained from the CJMEA website or the division chairperson. 3. Auditions for strings (winds and percussion see band auditions) will consist of: a. prepared solo from the required solo list. b. sight reading c. scale requirements All scales are to be memorized. Please no vibrato. Judges/Audition Chair will select which scale(s) is/are to be played. A metronome tempo will be given before each scale. Students will not receive extra points for additional octaves or a faster tempo. D. Intermediate Band Division 1. The Central Jersey Region II Intermediate Band (6-8) shall be selected on the basis of competitive auditions which shall be held at the end of January or the beginning of February at a site to be determined by the division chairperson. (This site shall be the same for orchestra and band auditions.) If minimum instrumentation needs are not met, then open auditions will be held for students in 6th-9th grade following the intermediate audition criteria. 2. Audition information may be obtained from the CJMEA website or the division chairperson. 3. Auditions will consist of: a. prepared solo-the list will be on the CJMEA website. b. Sight Reading c. scales-all scales will be 3 # s through 4 b s including C major. All scales will be two octaves except as noted below. All chromatic scales will be in even octaves. Prepare all scales entirely tongued and entirely slurred. No combinations will be asked. The pattern is of a quarter note followed by all eighths in each octave at a minimum speed of a quarter note equal to 90. d. the above are minimum octave requirements. Place a pitch on the lowest drum Tune a fourth above the pitch on drum #1 Tune a fifth above the pitch on drum #1 Pitch pipes can only be used to tune the first drum Sight Reading on Timpani and Multi-percussion. Complete ranges for the above instruments are as follows. Please be sure to check the required number of octaves for each scale. Start each scale on the lowest possible starting tonic for that scale. The next highest remaining scores will be used to place students in the percussion ensemble based on their preferences as indicated on the audition form. **Minimum instrumentation for the ensembles will be: Intermediate 4 percussion, 4 mallets Any additional instrumentation shall be determined by the division chairperson and the audition committee. E. Intermediate Orchestra Division 1. The Central Jersey Region II Intermediate Orchestra (6-8 for winds and percussion; 6-9 for strings6-8) shall be selected on the basis of competitive auditions which shall be held at the end of January or the beginning of February at a site to be determined by the division chairperson. (This site shall be the same for orchestra and band auditions.) 2. Audition information may be obtained from the CJMEA website or the division chairperson. 3. Auditions will consist of: a. required solo-the list will be on the CJMEA website. b. Sight Reading c. scales-all scales for winds and percussion are the same as those for intermediate band. d. violin/viola/cello scales are to be played in the following manner: (1) separate bows - each note will be played as a quarter note with the quarter note equal to 104 MM minimum. (2) slurred bows - 8 notes slurred to a bow, as 8th notes, with the quarter note equal to 104 MM minimum. e. string bass scales are to be played in the following manner: (1) separate bows - each note will be played as a quarter note with the quarter note equal to 104 MM minimum. (2) slurred bows - 4 notes slurred to a bow as 8th notes, with the quarter note equal to 104 MM minimum. CJMEA By-Laws Page

12 F. Intermediate Chorus 1. The Central Jersey Region II Intermediate Choruses (6-8) shall be selected on the basis of competitive auditions which shall be held in January. One large Treble Chorus shall be selected. 2. Audition information may be obtained from the CJMEA website or the division chairperson. 3. Auditions will consist of: a. proposed solo - the solos will be in the September download from the CJMEA website. b. scales soprano 1: A above middle C to A2 soprano 2: alto: E above middle C to E2 Bb below middle C to Bb above middle C c. America sung from memory soprano 1: start Bb 8va above middle C soprano 2: start F a 4th above middle C alto: start middle C 4. Rehearsals 5. Concert 6. The Central Jersey Region II Intermediate Treble Chorus (6-8) shall consist of no fewer than 60 voices, providing that satisfactory balance can be achieved among the traditional parts. Any additional personnel shall be determined by the division chairperson and the audition committee. G. Elementary/Junior High Band Festival 1. The Central Jersey Region II Elementary/Junior High Band Festival (4-8) shall be selected by application. Each band director may register their band(s) for the festival by completing and forwarding the application and fees before the registration deadline. The performing bands have an opportunity to hear other bands at their level and to be adjudicated for future improvement. 2. Application information may be obtained from the CJMEA website or from the division chairperson. 3. Festival Dates H. Elementary Honors Band Festival 1. The Central Jersey Region II Elementary Honors Band Festival (4-6) shall be selected by teacher recommendation. Each band director may recommend their top students by completing and forwarding the applications and fees before the application deadline. The honors band will be selected by the committee. 2. Application information may be obtained from the CJMEA website or from the division chairperson. 3. Festival Dates I. Elementary Honors Orchestra Festival 1. The Central Jersey Region II Elementary Honors Orchestra Festival (4-8) shall be selected by teacher recommendation. Each orchestra director may recommend their top students by completing and forwarding the applications and fees before the application deadline. The honors orchestra will be selected by the committee. 2. Application information may be obtained from the CJMEA website or from the division chairperson. 3. Festival dates to be determined during years, of the activity. J. Elementary Honors Chorus Festival 1. The Central Jersey Region II Elementary Honors Chorus Festival (4-6) shall be selected by teacher recommendation. Each chorus director may recommend their top students by completing and forwarding the applications and fees before the application deadline. The honors chorus will be selected by the committee. 2. Application information may be obtained from the CJMEA website or from the division chairperson. 3. Festival dates to be determined during years, of the activity. Section 2. Division Chairpersons A. Oversee the total operation of the division as per Article IV of the CJMEA Constitution. B. Collect information for the concert program including a biography of the conductor, correct spellings of CJMEA By-Laws Page

13 names and schools of the participating students, students who have participated for four years (three years intermediate) and other information based on the previous year s program. C. Contact the photographer and recording company with sites, dates, times, etc. for the concert. This must be done before November. D. Secure pins for performing groups or supply the necessary information to the person in charge. E. Secure plaques for conductors. F. Sign all forms for the use of buildings for auditions, rehearsals and concerts. G. Provide the President, by the end of September, with a list of sites to be used for your activities, the number of participants, addresses, times and dates of the events, correct names of the schools: all for insurance purposes. H. Set dates for rehearsals, auditions, concerts, festivals and workshops as needed. 1. Select a solo list chairperson where applicable. J. Invite a school administrator from the host district to give introductory remarks at the concert. K. Select a committee to review applicants and recommend a nominee for conductor of next year s group. L. Appoint a person to handle ticket sales at the concert. (This is usually handled by the Treasurer. Check with this person first.) M. Secure people to collect tickets at each entrance door to the auditorium. (It is advisable to request the Concert Host to take care of this.) Section 3. Conductor A. Submit a finalized program to the division chairperson as specified in Section IV of the ByLawsBylaws. B. Give biography and picture to the division chairperson for the program and other publicity releases. C. Attend auditions and all scheduled rehearsals and concert. D. In consultation with the division chairperson, select a manager/librarian. E. Give specific needs to the manager, i.e. podium. Section 4. Manager A. Assist the conductor in running the rehearsals and the concert. B. Take accurate attendance at all rehearsals. C. On the audition day, send a cover letter to all accepted students, along with the audition results, including rehearsal dates, times, places, and any other pertinent information. D. Notify students of any changes in schedule. E. Distribute music and folders to the performing group and collect music and folders after the concert. F. Set-up the stage for rehearsals and concert. G. Conduct the National Anthem at the concert where applicable. H. Introduce the conductor at the concert. I. Return any music to the Region library which was purchased by or borrowed from the Region. Return all music borrowed from individual schools. J. Not sign any forms or expend any funds unless approved by the division chairperson. K. Submit all bills to the division chairperson. Section 5. Concert Host A. Secure clearance for the building with the district administration. B. Forward all forms which need a signature to the division chairperson. C. Have the building open at least two hours before the concert to one hour after the conclusion of the concert. D. Have rest rooms open. E. Have a few students available to assist the manager, and serve as ushers and ticket takers. F. Have chairs and stands in rehearsal rooms and on stage for the concert. G. Have a microphone and podium available for announcements. H. Have a warm-up room for each performing group. I. Check with the manager regarding any particular needs. J. Have tables and chairs in the lobby area for ticket sales, picture sales and CD sales. K. Have all expenses approved, in advance, by the division chairperson. Section. 6. Audition Chairperson A. Coordinate all audition procedures. B. Coordinate with the division chairperson the dates for the mailing and return of applications. C. Duplicate all audition forms. D. Secure a set of solos which are being used. E. Select sight reading material for the audition. F. Establish all judging assignments. The appropriate division chairs must be included in this decision. 14 G. Supply envelopes and stamps for the mailing of results. H. Oversee the tabulation of all scores. I. Verify validity of all applications. J. Verify MENC NAfME eligibility of participating directors. K. Have all expenditures approved by the division chairperson. L. Have all forms signed by the division chairperson. M. Coordinate with the division chairperson all judging procedures and explain these procedures to all judges at the morning judges meeting prior to the auditions. These procedures shall include such items as scale requirements, solo requirements, scoring and any other areas specified by the audition chairperson. N. Mail results to all participating directors. O. Give all audition fees to the treasurer for deposit. Section 7. Audition Host A. Secure appropriate school approval. B. Secure appropriate rooms for auditions. C. Secure waiting area for parents. D. Provide warm-up area for students. E. Provide coffee and donuts for the judges meeting. F. Provide lunch for the judges. G. Sell refreshments and lunch to the students and parents. H. Have division chairperson sign all forms. I. Have a tally room with calculators, computers and duplicating machines for tabulation. J. Have building open 1 hours prior to the start of auditions to at least 3 hours after the last scheduled audition. K. Provide dinner for the tabulators who will be staying beyond 6:00 p.m. L. Send all bills for food for the judges to the division chairperson. M. Display appropriate building layouts, directions to rooms and provide student guides and hall monitors. Section 8. Rehearsal Host A. Secure appropriate school approval. B. Secure appropriate rooms for rehearsals. C. Secure waiting area for the parents. D. Provide large percussion equipment such as timpani, bass drum and chimes as needed. E. Have building open one hour prior to the rehearsal to one hour after the conclusion of the rehearsal. F. Have chairs in all rehearsal rooms, and stands where needed. G. Provide an area for eating lunch/dinner where applicable. H. Check with the manager regarding any particular needs. I.
