The report commented on the CAB's proposl for n independent regultory committee by pointing out tht it would "either divide or destroy, or merely duplicte the present system of ntionl control." "Legisltion to set up seprte regultory body would lter the present ntionl system nd would result in two independent groups of rdio brodcsting sttions, one public nd one privte," the Commission sid. It hd no evidence, the report sid, tht the present CBC Bord hd used its powers hrshly or unjustly. If this seprte regultory body were estblished, the Commission felt tht "the CBC would no longer hve the control over ll cler chnnels considered necessry to insure ntionl coverge. This mtter might be rrnged, but the CBC would still lose the outlets through privte sttions which re eqully necessry for ntionl coverge under existing conditions..." There re those, in the industry nd out of it, who feel tht the CBC's dul role of rbiter nd competitor is undemocrtic. It ws on this premise tht the independent sttions sked the Commission to recommend the estblishment of seprte regultory body, to preside over both the privtely nd publicly owned sttions. When four of its five members opposed this pln, they did so with the nottion tht such move would lter the present ntionl system. This seemed to imply tht the possibility of recommending n mendment to the Act ws not considered, but rther tht delibertions were bsed on the premise tht the Act would stnd in its present form. This might possibly be interpreted s n opening for further efforts to get the Act mended. On this prticulr point, there ws one extenution in the Commission's recommendtion tht provision be mde for ppel by the privte sttions to federl court, when it is felt tht n injustice hs been suffered. While this does not estblish the completely seprte regultory body which the sttions hd hoped would be forthcoming, it is t the sme time step towrds the removl of the complete utocrcy of the CBC, nd, s such, my be counted point in fvor of privte enterprise. Mny of the Commission's hrsh criticisms of some of the privte sttions' progrmming do definitely hold wter, nd left little to the imgintion when it utilized such epithets s "regrettble," "undistinguished," nd "inexpensive nd unimgintive." The fct tht it commended the "Report from Prliment Hill" progrms meets with our pprovl, becuse we too hve frequently expressed our belief tht this is mjor contribution to Cndin citizenship. One should not, however, overlook the point tht public cceptnce of these progrms, in terms of listenership, is extremely low, nd speking for ourselves we believe tht wide udience cceptnce is n bsolute essentil to success in ny expressive endevor. 'And now word bout the socil implictions of the tomic bomb!" It might well be rgued tht ll of the Commission's recommendtions long culturl lines re estimble, provided tht n udience cn be found for wht they feel should be herd. Sttistics prove, however, tht Cndin people re, regrettbly, not generlly educted to n pprecition of the finer kinds of music nd drm. And it is our sincere belief tht the best wy to implement the Mssey Commission's recommendtions would be to set to work in the primry grdes of the schools to plnt the seeds of this love of better things nd Cndin things when minds re supple enough to be molded. It is esy to disprge critic. ccomplishes nothing. But it In the reserch field, it is common prctice to ccept wht shows us up fvorbly, nd to toss the things we don't wnt to her into the wste bsket s inccurte, rther thn exmining them crefully to see if we might not turn them to our dvntge by improving our product. By the sme token, if the rdio industry exmines the report in the sme light s it should exmine survey, it could scrcely fil to come up with the sme observtion s ws mde in the report, nd tht is tht while there is good progrmming ll over the country, there is lso other progrmming which leves gret del of room for improvement. Pursuing this thought still further, it might then proceed to exmine its progrm deprtments; it might ssess the bility of its key men to produce worth while shows; it might consider the question of whether the stndrds it demnds of its progrm directors might not be elevted, even t the risk of hving to demote or displce those who do not mesure up, replcing them with more competent people t better slries; it might even consider its progrm budgets s to their dequcy to do the best possible job, even though n increse in those budgets might entil n increse in the rtes for which they re selling their time; it might even consider dopting policy comprble to tht of newspper or other publiction, which prepres its own informing or entertining fetures without interference from dvertisers, nd still hs dvertisers flocking into its dvertising colun.ns. This lst point will rise the obvious objection tht the dvertisers would never go for it. And the nswer to this is tht if the most unmbitious kind of rdio - hodge-podge of recordings sprinkled with rndom collection of commercil nnouncements-cn do the fntstic job of selling, which is done every dy, how much more effective would progrms be if they were prepred for the sole purpose of ttrcting listeners, both to themselves nd to the commercil nnouncements which went long with them. Summing it ll up, there is enough in the report tht is fvorble to the cuse of privte rdio, to enble the brodcsters to gloss lightly over the slurs if they will. There is the provision for ppels; the fiveyer tenure cf license; the suggestion tht CBC reduce the number of their commercils; there re other points. On the other hnd there is hrsh criticism, which, however unjustified it my seem, my provide brodcsters with sound bsis for the improvement of their lredy high qulity product, if they will look t it constructively. Knowing the brodcsters s we do, we believe they will. One finl point is this: The dy will one dy dwn-it hs to dwn - when the government will be stripped of its monopolistic hold on the business of brodcsting. When tht dy comes, it will be mrked by the fct tht privte rdio, by its progrms nd performnces, hs won over the long -hirs nd intellectuls, s well s the generl public, which it hs lredy won to such mrked degree. And it will hve ccomplished this by plowing bck enough money into its progrms to give the other five per cent wht they wnt to her too.

There re those, in the industry nd out of it, who feel tht the CBC's dul role of rbiter nd competitor is undemocrtic. It ws on this premise tht the independent sttions sked the Commission to recommend the estblishment of seprte regultory body, to preside over both the privtely nd publicly owned sttions. When four of its five members opposed this pln, they did so with the nottion tht such move would lter the present ntionl system. This seemed to imply tht the possibility of recommending n mendment to the Act ws not considered, but rther tht delibertions were bsed on the premise tht the Act would stnd in its present form. This might possibly be interpreted s n opening for further efforts to get the Act mended. On this prticulr point, there ws one extenution in the Commission's recommendtion tht provision be mde for ppel by the privte sttions to federl court, when it is felt tht n injustice hs been suffered. While this does not estblish the completely seprte regultory body which the sttions hd hoped would be forthcoming, it is t the sme time step towrds the removl of the complete utocrcy of the CBC, nd, s such, my be counted point in fvor of privte enterprise. Mny of the Commission's hrsh criticisms of some of the privte sttions' progrmming do definitely hold wter, nd left little to the imgintion when it utilized such epithets s "regrettble," "undistinguished," nd "inexpensive nd unimgintive." The fct tht it commended the "Report from Prliment Hill" progrms meets with our pprovl, becuse we too hve frequently expressed our belief tht this is mjor contribution to Cndin citizenship. One should not, however, overlook the point tht public cceptnce of these progrms, in terms of listenership, is extremely low, nd speking for ourselves we believe tht wide udience cceptnce is n bsolute essentil to success in ny expressive endevor. It might well be rgued tht ll of the Commission's recommendtions long culturl lines re estimble, provided tht n udience cn be found for wht they feel should be herd. Sttistics prove, however, tht Cndin people re, regrettbly, not generlly educted to n pprecition of the finer kinds of music nd drm. And it is our sincere belief tht the best wy to implement the Mssey Commission's recommendtions would be to set to work in the primry grdes of the schools to plnt the seeds of this love of better things nd Cndin things when minds re supple enough to be molded. It is esy to disprge critic. ccomplishes nothing. But it In the reserch field, it is common prctice to ccept wht shows us up fvorbly, nd to toss the things we don't wnt to her into the wste bsket s inccurte, rther thn exmining them crefully to see if we might not turn them to our dvntge by improving our product. By the sme token, if the rdio industry exmines the report in the sme light s it should exmine survey, it could scrcely fil to come up with the sme observtion s ws mde in the report, nd tht is tht while there is good progrmming ll over the country, there is lso other progrmming which leves gret del of room for improvement. Pursuing this thought still further, it might then proceed to exmine its progrm deprtments; it might ssess the bility of its key men to produce worth while shows; it might consider the question of whether the stndrds it demnds of its progrm directors might not be elevted, even t the risk of hving to demote or displce those who do not mesure up, replcing them with more competent people t better slries; it might even consider its progrm budgets s to their dequcy to do the best possible job, even though n increse in those budgets might entil n increse in the rtes for which they re selling their time; it might even consider dopting policy comprble to tht of newspper or other publiction, which prepres its own informing or entertining fetures without interference from dvertisers, nd still hs dvertisers flocking into its dvertising columns. This lst point will rise the obvious objection tht the dvertisers would never go for it. And the nswer to this is tht if the most unmbitious kind of rdio - hodge-podge of recordings sprinkled with rndom collection of commercil nnouncements-cn do the fntstic job of selling, which is done every dy, how much more effective would progrms be if they were prepred for the sole purpose of ttrcting listeners, both to themselves nd to the commercil nnouncements which went long with them. Summing it ll up, there is enough in the report tht is fvorble to the cuse of privte rdio, to enble the brodcsters to gloss lightly over the slurs if they will. There is the provision for ppels; the fiveyer tenure of license; the suggestion tht CBC reduce the number of their commercils; there re other points. On the other hnd there is hrsh criticism, which, however unjustified it my seem, my provide brodcsters with sound bsis for the improvement of their lredy high qulity product, if they will look t it constructively. Knowing the brodcsters s we do, we believe they will. is One finl point is this: The dy will one dy dwn-it hs to dwn - when the government will be stripped of its monopolistic hold on the business of brodcsting. When tht dy. comes, it will be mrked by the fct tht privte rdio, by its progrms nd performnces, hs won over the long -hirs nd intellectuls, s well s the generl public, which it hs lredy won to such mrked d gree. And it will hve ccomplished this by plowing bck enough money into its progrms to give the other five per cent wht they wnt to her too.

According to mny reports just beginning to filter in, millions of viewers just loved every minute of it. At one time or nother ll of the networks got in on the big show, sending telecsts from the mny cities where the herings were held to lmost every sttion in the ntion. And the people flocked to the hotels, the brs, the resturnts, the privte homes, or nywhere set could be found, throughout the dys nd evenings. In Chicgo, it ws reported tht crowd of viewers huddled round rdio shop window in drizzling wether to wtch the TV ctivity, while in New York n extr genertor hd to be switched on in the dytime to meet the incresed electricl lod demnded by the thousnds of receivers which were on.
