1 1993 Specifications CSJ SPECIAL SPECIFICATION :1 Video (De) Mux with Data Channel 1. Description. This Item shall govern for furnishing and installing an 8 channel digital multiplexed video transmission system with two full duplex data channels designed to operate on single mode fiber optic cable. 2. General. A. Requirements. The 8 channel digital multiplexed video transmission system shall be designed to pass NTSC baseband video for up to 8 channels to a remote receiver over 1 single mode fiber. The baseband signal shall comply with RS250C medium haul standards. The output baseband signal must closely match the signal input to the system at the transmitter side. The data channels shall support simplex and full duplex operation in RS-232 or RS-422 format from DC to 230 kbps. B. Compatibility. In order to insure maximum similarity and compatibility, all components shall be a standard product line of the same manufacturer. C. Single Mode Fiber and Optical Budgets. The video transmission system shall operate on one single mode fiber. The equipment may operate at 1310 and/or 1550 nm wavelength(s). The transmission equipment must have an optical budget of at least 16 db, without the use of repeaters. The equipment shall monitor the rated performance over the entire dynamic range of the optical budget. D. Environment. All video transmission equipment shall operate in the temperature range of -40 F to F and a relative humidity of 0 to 95% non-condensing. The equipment shall be placed in a 19 in. rack shelf in the location indicated on the plans. The manufacturer must supply certification by an independent technical laboratory confirming that the equipment complies with these environmental specifications. E. Mechanical Dimensions. The stand alone multiplexer/demultiplexer unit shall not exceed 5 in. x 8 in. x 10 in. The rack mount multiplexer/demultiplexer units shall mount in a standard 19 in. equipment rack configuration where the total unit configuration does not exceed 12 rack units in height at maximum equipment buildout. The units shall be composed of a chassis or card cage designed to house individual modules including the power supply, video encoder cards, video decoder cards, singlemode optical transmitter, and singlemode optical receiver. With exception of the video encoder and decoder cards, all assemblies for the multiplexer/demultiplexer including but not limited to the chassis, power supply, optical receiver, and optical transmitter shall be sized to allow maximum system buildout. Filler plates shall be used for unoccupied slots in front and rear of the chassis

2 F. Electrical Power. All transmission equipment must operate on standard 120 VAC electrical service. The equipment shall operate over a voltage range of 105 to 125 volts AC at 60 HZ. The transmitter or receiver shall not exceed 10 watts in power consumption. G. Mounting. All components shall be configured for mounting as a stand alone or rack mount unit. All necessary hardware for each component shall be supplied with each assembly. H. Components. The 8 channel video transmission system consists of the following components: 1) NTSC 8 channel video multiplexer 2) NTSC 8 channel video demultiplexer The plans shall specify the exact quantities of each component required. All necessary interconnection cables and other components necessary to provide a fully operational system shall be provided. I. Signal to Noise Ratio. The video end to end signal to noise ratio of the 8-channel multiplexer shall not exceed 60 db at the maximum optical loss budget. J. Bandwidth. The bandwidth shall be DC to 6.5 MHZ per channel ± 3 db. K. Signal Characteristics. The video signal characteristics per E1A 170 are as follows: input/output impedance 75 ohms input/output voltage 1 v p-p NTSC video differential gain* less than 7.5% differential phase* less than 5 degrees crosstalk more or equal to 48 db The gain and phase specifications are at 10 to 90% average picture level. NTSC Video 8 Channel Video Multiplexer. This component (transmitter) translates up to 8 NTSC baseband video signals into a multiplexed video signal suitable for input into the video demultiplexer (receiver)

3 A. Input Ports. Sufficient input ports shall exist on the multiplexer to support the number of units required to satisfy the 8 channel requirement. The unit shall be supplied with the necessary interconnect cables to fully interface with the video sources. B. Fiber Optic, BNC and Data Connectors. The multiplexer (transmitter) shall include one FC connector for the primary transmission fiber. An FC patch cord shall be provided to link the transmitter to a fiber-optic patch panel. Eight BNC coaxial cables shall be supplied to connect between the multiplexer and the video sources. Terminal blocks with screw connections shall be provided for the data transmit and receive. C. Mechanical Requirements. The stand alone multiplexer unit shall not exceed 5 in. x 8 in. x 10 in. as discussed in Article 2.E of this Specification. The rack mount multiplexer units shall mount in a standard 19 in. equipment rack configuration where the total unit configuration does not exceed 12 rack units in height at maximum equipment buildout. The units shall be composed of a chassis or card cage designed to house individual modules including the power supply, video encoder cards, video decoder cards, singlemode optical transmitter, and singlemode optical receiver. With exception of the video encoder and decoder cards, all assemblies for the multiplexer including but not limited to the chassis, power supply, optical receiver, and optical transmitter shall be sized to allow maximum system buildout. Filler plates shall be used for unoccupied slots in front and rear of the chassis. 4. Channel Video Demultiplexer. The video demultiplexer is the counterpart to the video multiplexer defined in Section 3. The unit receives a multiplexed optical signal and converts it into an RS-170 electrical signal for the end equipment. A. Output Ports. Sufficient output ports shall exist on the demultiplexer to support the number of channels required to satisfy the 8 channel requirement. The unit shall be supplied with the necessary interconnect cables to fully connect to the video switcher unit and patch panels. B. Mechanical Requirements. The stand alone demultiplexer unit shall not exceed 5 in. x 8 in. x 10 in. as discussed in Article 2.E of this Specification. The rack mount demultiplexer units shall mount in a standard 19 in. equipment rack configuration where the total unit configuration does not exceed 12 rack units in height at maximum equipment buildout. The units shall be composed of a chassis or card cage designed to house individual modules including the power supply, video encoder cards, video decoder cards, singlemode optical transmitter, and singlemode optical receiver. With exception of the video encoder and decoder cards, all assemblies for the demultiplexer including but not limited to the chassis, power supply, optical receiver, and optical transmitter shall be sized to allow maximum system buildout. Filler plates shall be used for unoccupied slots in front and rear of the chassis. C. Power Requirements. The receiver shall include a separate AC power supply and line cord. Total power requirements shall not exceed 10 Watts at 115 VAC. D. Fiber Optic and BNC Connectors. The demultiplexer (receiver) shall include one FC connector for the primary reception fiber and 8 BNC connectors for the video output. An FC patch cord shall be provided to link the receiver to a fiber optic patch panel

4 Terminal blocks with screw connections shall be provided for the data transmit and receive. 5. Field Testing. In addition to requirements outlined in Article 2 of Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty, the Multiplexer/Demultiplexer link shall be installed and tested from the field location to the El Paso City Hall and/or TxDOT TMC. The test shall consist of the following: A. Subsystem Test. The Contractor shall conduct a video transmission subsystem test. The test shall, as a minimum, demonstrate all video signal receptions in the control center location(s). A signal to noise ratio (SNR) test shall be conducted on all video links. Signal to noise ratio shall exceed 60 db for each of the 8 output channels at the City Hall and/or TxDOT TMC with a calibrated input signal at the field locations. If subsystem tests fail because of any component(s) in the subsystem, the particular component(s) shall be corrected or substituted with other component(s) and the tests shall be repeated. If a component has been modified as a result of the subsystem test failure, a report shall be prepared and delivered to the Engineer prior to re-testing. B. Data Performance Tests. Digital data performance testing shall include all tests necessary to ensure compliance with all of the requirements of EIA Standard 232. These tests shall, as a minimum, demonstrate data communications between each of the data channel unit in the control center and the corresponding data channel unit in the field. Using a loopback plug at each EIA-232 channel terminating at a field location, a 24 hour bit error rate test (BERT) for each channel shall be conducted using a data communications test set in the control center. This BERT is used to determine the bit error rate (BER) through the system and terminating equipment at each end, and to certify that the EIA-232 channels can operate at a sustained rate of 9600 bits/sec (bps) for a 24 hour period. The 511-bit CCITT standard pseudo-random pattern shall be used for testing. The bit error rate (BER) measured at 9600 bps shall not exceed 10 to the minus 9 power and the error free seconds (EFS) shall be better than 99.98%. If this BER is exceeded on any channel, the problem shall be corrected and the entire BERT shall be completely restarted from the beginning, as if no previous BERT had been conducted. If a component has been modified as a result of the subsystem test failure, a report shall be prepared and delivered to the Engineer prior to retesting. Procedures for the acceptance test (system integration test) shall be submitted to the Engineer 60 days prior to implementation of the 90 day acceptance test period. 6. Training. Prior to the acceptance of the first unit of each type, training shall be provided for the Department's engineering, maintenance and operations staff, at a facility provided by the Department in accordance with Article 3 of Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty. The training shall include all materials and manuals required for each participant. The training shall be provided for a minimum of 4 hours for at least 10 engineering and operations personnel. The training shall include a complete demonstration of the operation and capabilities of the equipment. This session should include a complete review of any

5 field adjustments or calibration of the transmission equipment which may be necessary for optimum performance and should stress day-to-day operation and isolation of problems down to the unit level. Procedures shall be discussed for identifying a faulty module in the field, as opposed to board level repairs. 7. Instructions and Guarantees. The supplier shall furnish any and all equipment necessary for safe and reliable field operation of the multiplexer/demultiplexers part of the quoted price for the specified equipment. All components furnished under this specification must be current production equipment and of recent manufacturer. Any repairs made by a manufacturer or representative shall be documented and returned with units when warranty repaired. This documentation shall include an explanation of the exact repairs made and identification of parts replaced by part number and circuit number. All warranty repairs must be completed within 10 days of delivery of the equipment to the designated repair depot. 8. Submittal Requirements. Six sets of submittal data, i.e., cut sheets (data sheets) for the equipment and software, shall be submitted to the Engineer for review and approval recommendations. 9. Documentation. In addition to requirements outlined in Article 4 of Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty, 6 sets of complete schematics and operating manuals (theory of operation) and maintenance manuals of each component shall be supplied with system furnished. The maintenance manuals shall include complete sub-component parts listing and diagnostics procedures. 10. Measurement. The 8:1 Video (DE) Mux with data units will be measured by the each unit of the types specified, with interface electronics, installed and tested in accordance with the specifications. The chassis rack unit will be measured by the each unit of the types specified, with interface electronics, installed and tested in accordance with the specifications. 11. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under Measurement will be paid for at unit price bid for 8:1 Video (DE) Mux w/data Transmitter (Stand Alone), 8:1 Video (DE) Mux w/data Receiver (Stand Alone), 8:1 Video (DE) Mux w/data (Transmitter and Receiver) (Stand Alone) 8:1 Video (DE) Mux w/data Transmitter (Rack Mount), 8:1 Video (DE) Mux w/data Receiver (Rack Mount) and 8:1 Video (DE) Mux w/data (Transmitter and Receiver) (Rack Mount), Chassis Rack (8 slot), Chassis Rack (12 slot) and 8:1 Video (De) Mux w/data (Transceiver) (Rack Mount). This price shall be full compensation for all materials and equipment furnished, installed, made fully operational and tested, including all cables and connectors, labor, training, documentation, and tools necessary to complete the work
