4 INTRODUCTION: Broadcasting can be defined as: the distribution of Audio and/or Video Content or other messages to a dispersed audience via any electronic mass communication medium but typically one using the Electromagnetic Spectrum (radio waves), in a One to Many or Point to Multi-point model. Broadcasting began with AM radio, which came into popular use around 1920 Television came along in 1927 but did not really blossom until after the 2 nd World War. Satellite Broadcasting started in the 1960s and moved into general industry usage in the 1970s, with Direct Broadcast Satellites (DBS) emerging in the 1980s.
5 INTRODUCTION: A major difference between Broadcasting and other forms of Communication is the fact that Broadcasting is One to Many and it is intended for reception by the General Public. It is immune to the number of recipients. For the purpose of our discussion we will be focusing on Over The Air (OTA) Broadcasting and in the light of the recent developments in the Broadcasting Industry we will be zeroing in on Television Broadcasting.
6 BROADCASTING YESTERDAY Television Broadcast in Region 1 in the past was based on 2 main Agreements: The Stockholm 1961 (ST-61) Agreement for Television Broadcasting in Europe The Geneva 1989 (GE-89) Agreement for Television Broadcasting in Africa. These Agreements defined the Parameters and Frequencies Plans for Analogue Television in Region 1 of the ITU.

12 BROADCASTING TODAY We can say that Broadcasting today is in the Digital Era. Up until 2006, the ST-61 and GE-89 guided the operation of the Broadcast industry. The GE-06 Agreement ushered in a new era of Broadcasting the Digital Era. The RRC-06 Digital Plan covered the following Frequency Bands: MHZ. (VHF) AND MHZ. (UHF). THE AGREED TRANSITION PERIOD: FROM 17 JUNE 2006 TO 17 JUNE 2015, ALLOWING SOME COUNTRIES AN ADDITIONAL FIVE-YEAR EXTENSION FOR THE VHF BAND TILL JUNE 17, 2020
13 WORLD RADIO CONGRESS 2007 (WRC-07) & MODIFICATION TO 2006 DIGITAL PLAN AT THE WRC-07, THE RRC-06 PLAN WAS RATIFIED WITH THE MODIFICATION THAT: THE UPPER UHF BAND MHZ. BE AVAILABLE FOR ALLOCATION ON CO-PRIMARY BASIS, AFTER THE DIGITAL SWITCHOVER FOR USE POSSIBLY FOR MOBILE BROADBAND AND OTHER SERVICES. THIS BAND ACCOMMODATED 9 ANALOGUE TELEVISION CHANNELS, CHANNELS UHF. AS SHOWN BELOW:

15 WRC-12 RESOLUTION 232 & IT S IMPLICATION FOR THE 2006 DIGITAL PLAN. AT WRC-12, (23 RD JANUARY TO 17 TH FEBRUARY 2012 ) IN A BID TO FURTHER MAXIMIZE THE DIGITAL DIVIDEND, SOME COUNTRIES INTRODUCED AN AGENDA ITEM WHICH SORT TO LOWER THE AVAILABLE BROADCAST FREQUENCY TO AN UPPER LIMIT OF 694 MHZ THIS RESULTED IN WRC-12 RESOLUTION 232, WHICH STATES THAT: MHZ BAND IN REGION 1 WILL BE ALLOCATED TO THE MOBILE, EXCEPT AERONAUTICAL MOBILE SERVICE ON A CO-PRIMARY BASIS WITH OTHER SERVICES TO WHICH THIS BAND HAS BEEN ALLOCATED ON A PRIMARY BASIS AND TO IDENTIFY IT FOR INTERNATIONAL MOBILE TELECOMMUNICATION (IMT). HOWEVER, THIS ALLOCATION ONLY BECOMES EFFECTIVE AFTER WRC-15. IN OTHER WORDS, IT IS A FROZEN ALLOCATION UNTIL THE ANALOGUE TELEVISION TRANSMITTERS OPERATING WITHIN THESE BAND OF FREQUENCIES ARE SWITCHED OFF.

17 MODIFICATIONS TO THE GE-06 DIGITAL PLAN UHF SPECTRUM SHOWING THE BANDS AFFECTED BY THE DECISSIONS OF WRC-07 & WRC-12
18 MODIFICATIONS TO THE GE-06 DIGITAL PLAN Effectively therefore, what is available to Terrestrial Television Broadcasting as an Exclusive Primary Allocation is therefore 470 to 694 MHz. There was therefore the need to review the GE-06 Digital Plan to relocate all Assignments above 694 Mhz. to within 470 to 694 MHz.
19 THE FUTURE OF BROADCASTING & SPECTRUM NEEDS Tremendous progress has been achieved in Signal Compression and Delivery. This enables us to put 16 or more programmes into the space occupied by one programme in the Analogue Regime Significant progress has also been made in the Television Signal Acquisition, Production and Reception Facilities that requires the use of additional spectrum by Broadcasters. Notably: HIGH DEFINITION (HD.) ULTRA-HIGH DEFINITION (UHD.) 3-DIMENTIONAL (3-D) TELEVISION. BROADCAST MOBILE TELEVISION AND FOR THE FUTURE HOLOGRAPHIC PROJECTION

22 The UHD Equipment are now available in the market at affordable prices Quite a number of these Equipment were on sale at the last International Broadcasting Convention (IBC) in Amsterdam (14-19 September 2016). NHK of Japan is already developed 12K Resolution Devices. There is an UHD Forum facilitating further development in Television Technology OUR MISSION The Ultra HD Forum is bringing together market leaders from every part of the industry; broadcasters, service providers, consumer electronics, and technology vendors to collaborate on solving the real-world hurdles, and accelerating Ultra HD deployment.
23 On the Consumer front there is also The UHD Alliance with the following: VISION Provide consumers a new differentiated entertainment experience that delivers a premium expression of creative intent using next generation audio visual technologies GOALS define a next generation premium audio visual entertainment experience Promote broad industry adoption Promote consumer awareness Reach consensus on quality criteria & a quality regime, assured by the UHD Alliance, across the ecosystem of premium content, devices and services Enable new business opportunities in premium UHD leveraging cooperative efforts across the end to end ecosystem
24 There is also the German TV Platform that has also been working on the Development and Deployment of UHDTV. There is also the UK UHD Forum under DTG The UK UHD Forum has brought together Broadcasters, TV platforms, TV Manufacturers and other Stakeholders since 2013 as part of the DTG.
25 From the foregoing, you can see that Broadcasting is not resting on it s oars. Just as the Telecomm Industry is developing and moving from 3G to 4 G and subsequently to 5G, the Broadcast Industry is moving from Standard Definition to High Definition to Ultra High Definition Ultra- Ultra High Definition and eventually Holographic Projection. All of these will require adequate Spectrum Allocation for their transmission to the homes. The higher the Resolution the greater the Spectrum Bandwidth for transmission. Therefore there is a limit to which further encroachment on the Broadcast Spectrum can go.
26 CONCLUSION SPECTRUM MANAGEMENT FORUM 2016 The final goal of Television is to bring the Real World as the eye sees it into the homes. Television Broadcast Technology is therefore constantly seeking ways to capture and transmit the Real World Scenes to the homes faithfully, without any distortion. When the Cameras can do this and the Display Devices in the homes can replicate same then more Spectrum will be needed to transmit. I see the current Transition from Analogue to Digital Terrestrial Television Broadcasting as just the beginning of a series of Transitions to come. After this First phase there will be more Transitions from Digital to Digital. For a start; when all the Analogue Television Transmitters are Switched Off, there will be Frequency Re-farming. Then, for optimal utilization of the available Broadcast Spectrum, there will be a Frequency re-planning utilizing Single Frequency Networks (SFN) Thereafter Broadcasters may need to now begin to identify Candidate Bands for Future Deployment.
