7 ASO Plan Population coverage: at least 95% in the first multiplex at least 90% in second and the third ones. Roll-out plan is drafted by MTTT and ETV, ASO will be done on the allotment basis.

9 Chronology of the digitalization process? Strategy for switchover from Analogue to Digital Broadcasting, after two rounds of public hearings, has been adopted in July Ministry responsible for telecommunications prepared and submitted a project fish for the IPA funds in So, the project Assistance to the digital switchover in Serbia has been adopted and financed by EU, with the RS contribution. Emission technique has been separated from the Public Service RTS, establishing a new Public Enterprise ETV company in Initial network, as an experimental one, was introduced in Q

10 Serbia: IPA Project Frequency Allotment Plan, was adopted in November 2012, defining the 800MHz band as digital dividend. Besides the Strategy for digital transition (defining the MPEG-4 p.10, DVB-T2, SFN type of the network), the architecture of the distribution network based on the IP/MPLS technology, has been adopted by the Group responsible for the coordination of the technical issues transition established by the MTTT. EU Commission adopted the project devoting 10.5MoE (8MoE for equipment only) as IPA funds. RS devoted more than 4MoE as its contribution for the IPA Project.

11 Serbia DVB-T2 status DVB-T2 trials: First 3-day trial on TELFOR Conference, Pilot network since March 21th Multiplexes: three nationwide multiplexes DVB-T2 commercial launch is expected in Q Planned content: 6 public programmes, 5 commercial nationwide programmes, more than 100 region and local programmes... Electronic Program Guide is mandatory, Planned target market: outdoor reception (coverage plan enables indoor reception in the biggest cities)

12 Initial network Initial distribution network has been developed by the Public Enterprise ETV, It includes renewed/reconstructed locations owned by the ETV, Initial network enables simulcasting of programmes mainly with nationwide coverage, Government of the RS is supporting costs of the simulcasting, In the mean time, in the period of simulcasting, ETV will prepare the final network with three multiplexes.

14 Current and Future Activities in the DSO process Public Enterprise ETV is finishing: Renewing of different transmitter locations; Negotiations with the EBRD on the loan that will enable procurement of the equipment for the second and third multiplex; Documentation for the public procurement of necessary equipment. MTTT has initiated a working group including all main stakeholders mentioned above, that will prepare: decision on the type of subsidizing of the STBs for household with low incomes, media plan, coordination of different activities important for the DSO.

17 How to Plan Digital Dividend? Efficient Broadcasting Standard DVB-T2 enables high bit rates in TV channel 8MHz (UHF). Efficient compression allows small bit rates for satisfactory video/audio quality (MPEG-4, part 10, тј. ITU-T Recommendation H.264 AVC), Single Frequency Networks over the allotments enables efficient spectrum usage. 23 Standardisation should: be primarily market driven process; Encourage the harmonised provision of electronic communications networks, services and associated facilities; Ensure interoperability in the single market to improve freedom of choice for users; Interoperability of TV services and equipment should be encouraged, in order to ensure the free flow information, media pluralism and cultural diversity.

24 Standardisation Framework Directive, Article 17 List of non-compulsory standards for the harmonised provision of electronic communication networks, services and associated facilities and services, should be encouraged by the Administration; Commission may request that standards be drawn up by the European standards organisations (CEN, Cenelec, ETSI); If listed standards have not been adequately implemented (i.e. no interoperability achieved) implementation can be made compulsory; Standards and/or specifications that no longer meet consumers needs or are hampering technological development, will be removed from the list.

25 Decisions 2007/176/EC and 2008/286/EC do not include any compulsory standards, such as: Operators of public telecommunications networks standards for Local Loop unbundling; Application Program Interfaces; Interconnection and Access; Caller Location and Directory Enquiry Services; Quality of Service and Grade of Services (you can find some of these standards in our Rulebook on quality parameters for publicly available electronic communication services and monitoring of electronic communication activity (Official Gazette of RS no. 73/11 and 3/14)); It covers also broadcasting services standards for interactive TV, digital audio, video and mobile TV; It creates no barrier for operators to use other standards in the EU, but there may be national provisions;
