Public Radio International FY14 Affiliation Fees The annual affiliation fee is the combination of three factors: 1. An affiliate's primary, secondary, or tertiary status; 2. The metro-market size the affiliate serves, based on Arbitron's Fall Radio Market Survey Schedule and Population Rankings, when applicable; and 3. The affiliate station s total station revenue (TSR), using the FY12 NFFS and the FY14 CPB grant information provided by CPB. The metro-market size fees are based on the following tier-level structure: Population Base Tier Minimum Maximum Fee Tier A 5,000,001 & beyond $19,100 Tier B 2,500,001 5,000,000 $16,000 Tier C,001 2,500,000 $13,250 Tier D 600,001,000 $11,250 Tier E 300, ,000 $9,750 Tier F 25, ,000 $8,250 Tier G 1 25,000 $4,750 If you have repeater stations under the same licensee, the total metro-market populations of all your stations are combined to determine your billing tier level for affiliation and carriage fees. Affiliation fees are calculated as follows: 1. To determine a station's FY14 Total Station Revenue (TSR) portion of the fee, the FY12 NFFS and the FY14 CPB grant information (provided by CPB) are added together. 2. The FY14 TSR is multiplied by.45% (TSR multiplier). 3. To that sub-total, the metro-market size base fee is added. 4. Finally, depending on the affiliate's status, the total is multiplied by: 100% Primary Affiliate 95% Secondary Affiliate (100% - 5% discount) 85% Tertiary Affiliate (100% - 15% discount) Page 1 of 6

3 Public Radio International FY14 Program Carriage Fees The following carriage fee rates are for the period beginning July 1, 2013, and ending June 30, PRI s carriage fees which are billed quarterly (July, October, January, April) cover terrestrial broadcast and simulcast Internet streams. The tier (metro-market) sizes are based on the same population structure as PRI s affiliation fees. The broadcast rights and exclusivity policies for each program still apply; please consult each program for details. Stations that move a program with a carriage fee exclusively to HD must still pay the carriage fee for that program. Any carriage of PRI programming on HD channels, Web streaming or other multi-platform must be reported to your PRI Client Relations Manager. PRI offers three programming options for SACs: 1. Classical hour Classical Music Service (annual fee: $4,000) Stations may carry any part of service, live as fed. In markets where more than one station exists, service dayparts will be offered according to PRI's policy of exclusivity. Simulcast streaming rights are available for this service. 2. A La Carte (annual fee: $4,000) Create a program schedule for any daypart or platform that includes individual programs distributed by PRI. Page 5 of 6

6 FY14 Affiliation and Carriage Invoicing Procedures The affiliation and carriage invoicing procedure for FY14 will remain the same as last year. Affiliation The base fee portion of affiliation will be invoiced on June 1, The TSR fee portion of affiliation will be invoiced after the FY14 TSR numbers are received from CPB, probably in late August or September. Carriage (PRI's The World ) Invoices for carriage fees are issued quarterly; invoices for the first quarter of FY14 will be issued on July 1. The July 1 invoices for PRI's The World will be issued for the base fee plus the TSR fee based on the FY13 TSR numbers. These invoices will not be adjusted for the FY14 TSR numbers. The October 1 and thereafter invoices for PRI's The World will be issued for the base fee plus the TSR fee based on the FY14 TSR numbers. Hear a different voice. Page 6 of 6
