1 1993 Specifications CSJ , etc. SPECIAL SPECIFICATION ITEM 8549 CCTV Central Equipment 1. Description. This Item shall govern for the furnishing and installation of closed circuit television (CCTV) central equipment in the locations as shown on the plans and as detailed in this special specification. 2. Materials. (1) General Requirements. All materials furnished, assembled, fabricated, or installed under this Item shall be new, corrosion resistant, and in strict accordance with the details shown on the plans and in this special specification. (2) Functional Requirements. The Contractor shall furnish and install, at the locations shown on the plans, CCTV central equipment to control the video cameras in the field and the video signals in the control center. The CCTV central equipment shall include, but not be limited to, the following: 1. Camera Controller. 2. Video Switch/Titler. 3. Data Broadcast Unit. 4. EIA-232 Port Combiner. 5. Video Patch Panel. 6. Power Supplies, Connectors, Harness and Accessories. The Contractor shall submit a layout of individual rack mount components for approval by the Engineer. (A) Camera Controller. The camera controller shall provide all junctions for controlling the field cameras. These functions are described in the camera receiver section of the Special Specification, "CCTV Field Equipment". The camera controller shall be a Microsoft Windows NT based computer software application with appropriate hardware to provide compatibility with Javelin Systems Omni Quest command protocol. The following controls shall be available via the camera controller software application: 1. Pan up/down/left/right. 2. Camera Selection. 3. Manual/Automatic Iris. 4. Camera Power Control. 5. Zoom. 6. Focus. 7. Programmable Camera Position Presets (minimum 10). The camera selection software shall provide camera selection in an address range Initiation of any camera control function shall cause a EIA-232 control message to be issued
2 from the camera controller. The EIA-232 output interface shall be an integral part of the camera controller, and no external converters shall be used. This control message shall be compatible with the camera receiver. No external protocol translation units are permitted. An external EIA- 232 compatible input port shall be provided for host control of the camera controller. All front panel functions shall be alternately available by transmitting external asynchronous serial messages transmitted to the EIA-232 input port. The EIA-232 input port shall allow control by an external personal computer or a communication link from the Traffic Management center at selectable data rates from 2,400 baud to 9,600 baud. The EIA-232 output port shall be connected to the code broadcast unit, via the EIA-232 port combiner, as shown on the plans. The Contractor shall supply operating manuals for the camera controller, as well as a detailed technical manual describing the communication protocol for both the EIA-232 input and output ports. (B) Video Switch/Titler. The video switcher/titler shall be a Crosspoint Matrix type having 40 NTSC inputs and 20 NTSC outputs accessible thru 75 ohm coaxial type BNC connectors. Each output shall be capable of being switched to any input without affecting the state of any other output. The video switcher/titler shall be rack mounted in the control center in a standard 19 inch rack. The video switcher/titler shall be controlled via EIA-232 passed from the Camera Controller software application incorporating Javelin Systems Omni Quest compatible commands. The video switcher/titler shall be capable of expansion to 400 inputs by 60 outputs in the video switcher/titler shall have the following requirements: Video Signal: EIA 525 lines, 60 fields. Color System: NTSC. Video Input: Composite 1 V P-P. Differential Phase: Plus or minus 1 degree. Gain: Unity plus or minus 1% Signal to Noise ratio: Greater than 60 db. Frequency Response: Plus or minus 8 Mhz. Video Annotation: Time/date, 3 digit ID, and 2 lines of 20 characters. Operating Temperature: 50 F to 104 F. (C) Data Broadcast Unit. The Contractor shall provide data broadcast units to provide an EIA-232 signal from the camera controller to 16 outputs as shown on the plans. The data broadcast unit shall be rack mounted and shall be capable of being expanded up to 96 ports. (D) EIA-232 Port Combiner. The Contractor shall furnish and install a EIA-232 port combiner in the locations shown on the plans. The EIA-232 port combiner shall permit two (2) slave serial ports to share a host port. When one (1) of the devices on either of the slave ports transmits data, it shall capture the data path to the master port and lock out the data path of the other slave port. When data transmission is finished either slave port shall get access to the host port by being the first to start sending data. Also, any data transmitted from the host port is broadcast to both slave ports
3 (E) Video Patch Panel. The Contractor shall install a video patch panel in the racks to access video signals for monitoring. The patch panel shall be wired as shown on the plans, and shall consist of 32 female BNC connectors. The location of the patch panel shall be approved by the Engineer. Each BNC connector shall be labeled for easy identification by a service technician. (3) Electrical Requirements. (A) Cameral Controller. The camera controller shall be a computer based design and shall generate digital codes compatible with the Javelin Systems Omni Quest Series and the field controllers Transmit data and other hand shake control output shall be compatible with the channel cards of the D/I muldems. All interface and protocol information shall be provided to the Engineer by the Contractor with the required system documentation. (B) Power Requirements. The CCTV central equipment shall meet all of its specified requirements when the input power is 115 plus or minus 20 volts AC, 60 plus or minus three (3) Hz. The maximum power required shall not exceed 600 watts. The equipment operation shall not be affected by transient voltages, surges, and sags normally experienced on commercial power lines. It is the Contractor's responsibility to check the local power service to determine if any special design is needed for the equipment. The extra cost, if required, shall be included in the price bid of this Item. (C) Wiring. All wiring shall meet the requirements of the National Electric Code. All wires shall be cut to proper length before assembly. No wire shall be doubled back to take up slack. Wires shall be neatly laced into clamps. Cable slack shall be provided to facilitate removal and replacement of assemblies, panels and modules. (D) Transient Suppression. All DC relays, solenoids, and holding coils shall be diodes across the coils for transient suppression. (E) Power Service Protection. The equipment shall contain readily accessible, manually resettable or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. (F) Fail Safe Provision. The equipment shall be designed such that the failures of the equipment shall not cause the failure of any other unit or equipment. (4) Mechanical Requirements. (A) Enclosure. The camera controller, control panel and video monitor shall be rack mounted and shall be located as shown on the plans
4 (B) Modular Design. The equipment shall be modular in design such that major portions may be readily replaced in the field. Modules of unlike functions shall be mechanically keyed to prevent insertion into the wrong socket or connector. All modules and assemblies shall be clearly identified with name, model number, serial number, and any other pertinent information required to facilitate equipment maintenance. (C) Connector and Harness. All external connections shall be made by means of connectors. The connectors shall be keyed to preclude improper hookups. All wires to and from the connectors shall be color coded and/or appropriately marked. Pins and mating connectors shall be corrosion resistant. (5) Environmental Design Requirements. The equipment shall meet all its specified requirements during and after subjecting to any combination of the following conditions: 1. Ambient temperature range of 40 F to 122 F. 2. Relative humidity up to 90 percent non-condensing. 3. Construction Methods. (1) General. The equipment design and construction shall utilize the latest available techniques with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. The equipment shall be designed for ease of maintenance. All component parts shall be readily accessible for inspection and maintenance. Test points shall be provided for checking essential voltages and waveforms. (2) Electronic Components. All electronic components shall comply with Special Specification, "Electronic Components". (3) Mechanical Components. All external screws, nuts, and locking washers shall be stainless steel; no self-tapping screws shall be used unless specifically approved by the Engineer. All parts shall be made of corrosion resistant material, such as plastic, stainless steel, anodized aluminum or brass. All materials used in construction shall be protected from fungus growth and moisture deterioration. Dissimilar metals shall be separated by an inert dielectric material. (4) Testing, Documentation, and Warranty. Testing of the CCTV central equipment shall comply with Article 2. of Special Specification, "Testing, Training, Documentation, Final Acceptance and Warranty". Documentation for the CCTV central equipment shall comply with Article 4. of Special Specification, "Testing, Training, Documentation, Final Acceptance and Warranty"
5 Warranty for the CCTV central equipment shall comply with Article 6. of Special Specification, "Testing, Training, Documentation, Final Acceptance and Warranty". 4. Measurement. This Item will be measured by the lump sum, for the complete work performed, and material and equipment furnished, installed, made fully operational, and tested in accordance with these special specifications. 5. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under "Measurement" will be paid for at the unit price bid for "CCTV Central Equipment". This price shall be full compensation for all equipment described under this Item including all cables and connectors, all documentation and testing, and for furnishing all labor, materials, training, and equipment necessary to complete the work
