ADVANCED EMERGENCY ALERTING RICH CHERNOCK MAY 16-17, 2017
What is Advanced Emergency Alerting? AEA is a facility in ATSC 3.0 to send urgent information A new way to present alerts and other critical public info Supplements, enhances, but doesn t necessarily replace EAS Possibility of geo-targeting to narrow areas, or even specific receivers For receivers that know where they are Possibility of targeting (and encrypting) messaging for groups (first responders, gov t, business )
What is Advanced Emergency Alerting? Direct interaction between the TV station and the TV receiver On-screen icons/prompts/summaries Detailed and targeted info Accompanying multimedia and live media User selection of preferences (language, types of alerts to display ) Possibility of TV receiver wake up for the most urgent alerts
Opportunity for Broadcasters Provide a more robust and reliable public warning and safety information communications system..independent of cellular network congestion Leverage broadcaster s major role as public information provider with disaster-resistant facilities Offload data and video traffic during times of emergency to preserve LTE for what it does best point-to-point voice communications
Opportunity for Broadcasters Enhance the station s brand for weather, essential information and public service in times of emergency Provide a pipeline for extensive information beyond simple text, for disaster preparation and recovery in addition to acute warnings Create public policy support for transitioning to ATSC 3.0 and unlocking mobile devices for broadcast TV reception
Advanced Emergency Alerting within ATSC 3.0 Key components supporting Advanced Emergency Alerting are found within the following ATSC 3.0 Standards: A/321 System Discovery and Signaling A/324 Scheduler/Studio to Transmitter Link A/331 Signaling, Delivery, Synchronization and Error Protection A/336 Content Recovery in Redistribution Scenarios A/338 Companion Devices A/342 Audio A/344 Application Runtime Environment
A/321 - Wakeup Function A/321 describes the Bootstrap which is the initial discovery and entry point in the ATSC 3.0 waveform Bootstrap is the most robust part of the transmission signal Bootstrap contains 3 symbols each with 8 bits Wakeup field contains two bits one each in Symbol 1 & Symbol 2 Two bits = 4 wakeup states one negative and 3 positive Change in state is what matters Designed to avoid nuisance factor & extend battery life
A/331 Signaling Wakeup and Alerting Content A/331 defines the service signaling and IP delivery of a variety of services/content Advanced Emergency Alerting is one of those IP services (along with electronic service guides, app-based services, linear audio-video services, and linear audio services). The Advanced Emergency Alerting Table (AEAT) is one instance of LLS info. The AEAT can contain one or more AEA messages. The AEA message format is XML based for ATSC 3.0 urgent messages -emergency alerts, plus restricted messages to closed groups. The AEA was designed to handle the unique content and alert message formats in the United States, Canada, Mexico, Caribbean and other ATSC countries. It supports a wide range of multimedia content, including cached or live media, multiple languages, and features useful for app developers.
Advanced Emergency Alert Table AEAT contains the elements and attributes of the alerting messages AEAT elements and attributes can be further defined by code values Who gets it When Alert Summary Where Alert Narrative Live Media Media Resources
What is Advanced Emergency Alerting? Where does the content come from? Remember its not just EAS! IPAWS CAP converted to AEA Broadcast EAS converted to AEA Other sources converted to AEA Station could create their own AEA bulletins Possibly allow public safety agencies to initiate AEA directly
What is Advanced Emergency Alerting? Where does the multimedia come from? Provided by the alert or message originator Station resources Third party sources
