4 1.0 Tape Delivery Standard Definition This section describes the video and audio practices and technical standards for the production and delivery of Standard Definition program material to the Viacom Network Operations Center. Aspect Ratio Aspect Ratio should be 4:3 (full screen), if not, it should be noted other wise as Letter Box on the Tape Labeling and Slate Information (note sections 1.2 and 1.6). NOTE: Comedy Central & Spike TV only - All SD material delivered should maintain a 4:3 (full screen) aspect ratio. Comedy Central & Spike TV will not accept materials in letterbox format. Productions which originate or are produced in 16:9 but delivered in 4:3 should shoot and produce graphics using 4:3 action safety, keeping the 4:3 down conversion process (note section 1.11) in mind throughout all phases of the production and post production cycles. If program material has already been produced and is not in 4:3 action safety, we require a 4:3 Pan and Scan version (anamorphic or cropped is not acceptable). 1.1 Video Tape Specifications All material must be delivered on Digital Betacam. o Beta SP and D2 are no longer accepted. The size or length of tape is not relevant. All video tape programs to be supplied on new tape stock. Tapes shall be free of dropouts, flash frames, and glitches. Tapes shall be recorded on VTRs which have been maintained and calibrated in compliance with the manufacture s specifications. Viacom Delivery Specs 2008_06.doc Page 4

5 1.2 Video Tape Labeling The label on the tape reel or cassette and the storage box shall contain the same typed information as the slate (note section 1.6). Labels on tapes or cassettes should be placed as to not impede the operation or cover the tape spools. Storage box labels should be on the face and spine. Tapes should be labeled with the following information: o Network o Program Title o Episode number and title o Version number o Record date o Server ID, where applicable o Total running time duration o Part 1 of Sequence (1 of 2, 2 of 2) o Audio Format (Stereo or Mono) o Presence of SAP (Yes/No, if yes indicate channel) o Presence of Video Description (Yes/No, if yes indicate channel) o Presence of Closed Captioning (Yes/No) o Vertical Blanking Interval (VBI) information and/or XDS Data o Aspect Ratio (4:3) - Indicate if content is full-screen or letterbox format o Production House name or MTV edit room / location 1.3 Safe Title Area All titles and credits must be contained within the Safe Title Area as specified in SMPTE RP Formatting Time code must be continuous DROP FRAME-LTC from beginning of tape to at least 1:00 post program. Start of program should be at 1:00:00:00. Episodes should not be separated onto more than 1 tape unless content is longer than 120 minutes. The following is the required footprint sequence: 00:59:00 00:59:30 Bars and tone with 1000 Hertz tone, -20dBfs 00:59:30 00:59:40 Black with silence 00:59:40 00:59:50 Title slate (see below for content requirements) 00:59:50 01:00:00 Black with silence 01:00:00 Start of program There must be :30 of black between segments (see section 1.5). 6 1.5 Commercial Slugs Programs including formatted commercial breaks should have a :30 second black slug built into the tape at each commercial position. The format of the :30 second slug shall be as follows: seconds black seconds slate (title, episode #, segment #, record date, server ID) seconds black 1.6 Slate Information The visual program slate shall be present for at least 10 seconds and contain the following information: Network Program Title Episode number and title Version number Record date Server ID, where applicable Each segment s length Total run time Part 1 of Sequence (1 of 2, 2 of 2) Audio Format (Stereo, Dolby Matrix Pro-Logic I or II, Mono) Audio Channel Assignment Presence of SAP (Yes/No, if yes indicate channel) Presence of Video Description (Yes/No, if yes indicate channel) Presence of Closed Captioning (Yes/No) Vertical Blanking Interval (VBI) information and/or XDS Data Aspect Ratio (4:3) o Indicate if content is full-screen or letter-box formatted. Production House name or MTV edit room / location The slate shall end at least 10 seconds before the start of program. Time code shall be continuously ascending from color bars through the trailer. 7 1.7 Video Specifications NTSC component digital video blanking and synchronization signals shall comply with SMPTE 259M. NTSC analog video blanking and synchronization signals shall comply with SMPTE 170M Tapes will only be accepted in NTSC 525 (59.94Hz) standard. Luminance level should not exceed 100 IRE units. Chrominance level should not exceed 100 IRE units in bars and 110 IRE units in program Set up level should not exceed zero IRE units (digital), 7.5ire (analog). 8 1.8 Audio Specifications Program audio shall be delivered without static, dropouts, distortion, heavy dynamic compression or heavy limiting. NOC house reference Test Tone is 20Dbfs 1 KHZ. In bars, Test Tone audio levels should be 20Dbfs or 0Vu. In bars, Test Tone should be on all audio channels which program audio is present. Digital Audio shall comply with AES standard. Digital Audio shall comply SMPTE for reference level and headroom. Headroom should achieve 20dB above nominal. Sampling Frequency should be 48kHz. Quantization should be 20 bit/sample. In program, audio should average 15dBfs and not exceed 10dBfs There should be no discernible aberration in the lip sync o Audio sync relative to video frame shall not deviate more than +/- 15ms All multiple track recordings must be properly phased and separation shall correspond properly with visual separation For Air Masters o Audio configuration should be as follows: Channel 1: Program Left Channel 2: Program Right Channel 3: (SAP) Secondary Audio Program* Channel 4: (DVS) Descriptive Video Service* For Source Reels o * In the event that SAP and/or DVS audio are not present, the following should be supplied to channel 3 and channel 4; Mono mix of channels 1 and 2. o If a mono mix is not available; channel 1 should be placed on channel 3 channel 2 should be placed on channel 4 Audio configuration should be as follows: Channel 1: Program Left Channel 2: Program Right Channel 3: Music & Effects Left ** Channel 4: Music & Effects Right ** ** In the event that Music & Effects audio are not available, the following should be supplied to channel 3 and channel 4; Mono mix of channels 1 and 2. o If a mono mix is not available; channel 1 should be placed on channel 3 channel 2 should be placed on channel 4 Note: Music & Effects may be supplied on channels 3 & channel 4 for SD material only. 9 1.9 Captioning Closed caption data shall be inserted onto the SDI video in accordance with Electronic Industries EIA-608 recommendations as outlined below; o Primary Language (e.g. English) into on Line 21 Field 1. - Only the primary language shall be placed on Line 21 Field 1. - no other text or extended data should be included on Line 21 Field 1. - The primary language captioning data must be in sync with sound. o Secondary Language (e.g. Spanish) into on Line 21 Field 2. - The secondary language captioning data must be in sync with sound. The program supplier should be prepared to provide the captioning data as a file. The file should be ed to; Chris.Heaton@mtvstaff.com and Samantha.Foerster@mtvstaff.com. The file is to be delivered in the DVD Caption (.scc) format. The file name should include the show name and episode number Time Code Continuous SMPTE drop frame time code (DFTC) as specified in SMPTE 12M shall be recorded as longitudinal time code (LTC) on all delivered videotape. The time code shall be synchronous to the recorded video. Multiple videotape copies furnished to MTVN with the same program content must contain identical time code. If the videotape contains vertical interval time code (VITC) it shall contain the same time and be synchronous to the longitudinal time code (LTC). SMPTE time code should be continuous from SOT (Start of Tape) at 00:58:00:00 to 60 seconds post-program. SOP (Start of Program) should be at 01:00:00:00 for reel one. The time code address at the first frame of program for each subsequent reel should be the next hour after the out-cue of the previous reel (i.e. if Tape 1 out-cue is 2:30:45 then Part 2 in-cue is 03:00:00). 10 1.11 Up / Down Conversion Content delivered with the intent of being up-converted or down-converted will be done so in the following ways. Programmers should make every attempt to deliver material in its intended format and aspect ratios SD to HD up-conversion SD 4:3 full screen content will be up-converted to HD 16:9 pillar-box format. Note section SD Letterbox material can not be up-converted to HD 16:9 without creating a look known as postage stamping. Note section HD to SD down-conversion HD 16:9 full screen content will be down-converted to SD 4:3 center-cut format. Note section HD to SD down-conversion (for Spike TV only) HD 16:9 full screen content will be down-converted to SD 4:3 letterbox format. 13 2.0 Tape Delivery High Definition This section describes the video and audio practices and technical standards for the production and delivery of High Definition program material to the Viacom Network Operations Center. Productions which originate or are produced in 16:9 should shoot and produce graphics using 4:3 action safety, keeping the 4:3 down conversion process (note section 2.12) in mind throughout all phases of the production and post production cycles. 2.1 Video Tape Specifications All material must be delivered on Sony s HD CAM SR or HD Cam tape format tapes. HD CAM SR is the preferred tape delivery format. o o HD CAM SR is the preferred tape delivery format and can be used to deliver; - For Surround Sound (5.1) programming. - For Stereo (2.0) programming. HD CAM tape format can be used under certain conditions; - For Stereo (2.0) programming only. The size or length of tape is not relevant. All video tape programs are to be supplied on new tape stock. Tapes shall be free of dropouts, flash frames, and glitches. Tapes shall be recorded on VTRs which have been maintained and calibrated in compliance with the manufacture s specifications. 17 2.7 Video Specifications MTVN requires delivery of 1080i (16 x 9) aspect ratio program material, at frames per second (59.94 fields/sec) for broadcast. Pre-compressed audio formats (e.g. Dolby E, AC3, etc.) will not be accepted. o Discrete audio stems will only be accepted. The video information must conform to: o o SMPTE 292M SMPTE 274M at 1125 total lines with active video being 1920 samples horizontally and 1080 lines vertically. The following criteria apply: Luminance level should not exceed 100 IRE units. Chrominance level should not exceed 100 IRE units in bars and 110 IRE units in program. Set up level should not exceed zero IRE units Ratings Measuring data, Interactive data, water-marking inserted in the VANC or embedded into the Active Video and/or embedded in the Audio must be noted on the Video Tape Labeling. 2.8 Audio Specifications Program audio shall be delivered without static, dropouts, distortion, heavy dynamic compression or heavy limiting. Reference tones shall be set at 1Khz and be present on all tracks which program audio will be present. o When measured using digital metering, 0 reference is defined as -20db down from the maximum full-scale digital level (dbfs) allowed by the AES/EBU digital audio standard of the tape machine. i.e. reference = -20dbfs. Audio shall be digitized at 48 khz, locked to video. Audio shall conform to SMPTE RP-155 for reference level and headroom No noise reduction or pre-emphasis shall be used. Average program level (Absolute level) shall not exceed 0VU / -20dfs except for occasional peaks normally present in soundtracks. Peak program levels shall be determined by using Peak Program Meters (PPM). VU meters are not to be used to determine Peak Program Levels (PPL). Dialog normalization level should maintain an average level of -27dbfs over the duration of each show segment. Dialog loudness shall comply to ITU-R BS.1770 Loudness specification and should be measured using a Dolby LM100 Broadcast Loudness meter set to long term level monitoring. All multiple track recordings must be properly phased and separation shall correspond properly with visual separation. 18 The program supplier has the option of providing one of three audio track configurations on the program master. These options are detailed in the upcoming sections. The options are listed in order of preference: Surround Sound 2. Discrete Two Channel Stereo 3. Dolby Matrix Surround Sound Audio Track Configuration option 1 (Surround Sound) Discrete audio tracks are to be provided. Pre-compressed (e.g. Dolby E, AC3, etc) will not be accepted. Audio Metadata shall be supplied by the program provider. o Note section 2.9 for proper Audio Metadata specifications. Audio Metadata is recommended to be supplied by the program provider. o Note section 2.9 for proper Audio Metadata specifications. 20 2.8.3 Audio Track Configuration option 3 (Dolby Matrix Surround Sound) Dolby Pro-Logic or Pro-Logic II compatible LT and RT encoded signals can be provided. When inserting the metadata SMPTE 334M Data ID (DID) number should be set to 50h (hex) and the Secondary ID (SID) number should be set to 101h (hex). The Dolby audio metadata provided should include the complete set of Professional Metadata (generated by a Dolby digital encoder or equivalent equipment). 21 2.10 Captioning Closed caption data shall be inserted onto the HDSDI video in accordance with SMPTE 334M as outlined below; into VANC space, line 9. Caption distribution packet (CDP) will contain the caption service descriptor, EIA 708- B captions, and EIA 608 caption data, time code sequence counts to detect discontinuities in the stream of caption data packets. For inserting 708 captioning o ID (DID) number should be set to 61h (hex) and the Secondary ID (SID) number should be set to 101h (hex). For inserting 608 captioning o ID (DID) number should be set to 61h (hex) and the Secondary ID (SID) number should be set to 102h (hex). The program supplier should be prepared to provide the captioning data as a file. The file should be ed to; Chris.Heaton@mtvstaff.com and Samantha.Foerster@mtvstaff.com. The file is to be delivered in the DVD Caption (.scc) format. 23 3.0 File Delivery 3.1 Standard Definition This section describes the practices and technical standards for the production and delivery of Standard Definition program material in a file based delivery method to the Viacom Network Operations Center. File delivered material should conform to; - SMPTE 356M-2001 (Type D-10 Stream Specifications MPEG-2 525/60). Compression constraints and bit-stream characteristics of an MPEG-2 video elementary stream operating at a bit rate of 50 Mb/s I-Frame Long GOP 525/60. Bit stream is compatible with a type D-10 format digital recorder (Sony IMX format). The video compression format shall be fully compliant with the MPEG-2 video standard (ISO/IEC ML] ). - SMPTE 386M-2004 (MXF Type D-10 Essence Data). This standard defines the mapping of compressed picture data according to the type D-10 data stream and up to 8 channels of AES3 data into the material exchange format generic container (MXF-GC). - SMPTE 379M (MXF Generic Container) specification shall use frame-based mapping, the order of items in this mapping shall be system, picture, sound and data (if present). - SMPTE RP 204 (SDTI-CP MPEG Decoder Templates) mapping of the type D- 10 stream data and 8-channel AES3 data into the MXF generic container. The MXF file format specification includes operation pattern (OP) specifications which define restrictions to be placed on the way in which this essence container type can be implemented. File based material shall confirm to SMPTE 378M MXF Operational Pattern 1a (Single Item, Single Package). 3.2 High Definition This section describes the practices and technical standards for the production and delivery of High Definition program material in a file based delivery method to the Viacom Network Operations Center.
