4 About e. l. marsden wireless, inc. e. l. marsden wireless, inc., (elmwi) a 100% veteran owned small business, is dedicated to the development, manufacture, sales, installation and support of high-quality, state of the art television transmitters and translators. Our product line: Analog and digital transmitters from 2 Watts to 30KW power levels. Solid State or IOT, UHF, VHF and FM transmitters Mobile Series for special applications, including airborne. Industrial RF Systems and Turn Key installations We have been in business since 1995 and operate from a 12,000 square foot facility in Terrell, Texas. Employee experience includes over 225 years in high power RF technology, encompassing broadcasting, commercial communications, HF/military communications and electronic warfare, and particle physics. Several staff members have roots in the particle physics industry, and are graduates of Los Alamos National Lab, Argonne National Lab, and the Super Conducting Super Collider Laboratory formerly located in Waxahachie, Texas. ELMWI has earned a reputation for manufacturing a product with strong performance and high reliability. We maintain machine shop and sheet metal fabrication, board prototype and fabrication, and environmental testing capability in house, and over the years we have formed alliances with skilled manufacturing partners to enhance our production capabilities as demand increases. 5 UHF and VHF Television Translators e.l. marsden wireless, inc. translators are designed for NTSC, PAL, SECAM, 8VSB, and DVB-T formats currently. A demodulator is included to provide MPEG stream to the modulator. e. l. marsden wireless, inc. digital translators provide a digital receiver to provide error correction and a transport stream to the digital modulator. 11 e. l. marsden wireless, inc Digital or Analog IOT Transmitter The 12KIT8U transmitter is a high quality, high reliability, air cooled transmitter capable of 30KW visual plus 3KW aural in combined mode, or 12kW of 8VSB Digital power. The 30KIT8U is a water cooled 30kW Digital transmitter. All e. l. marsden wireless, inc. Transmitters utilize state of the art Exciters and Up-converters to provide you with the best performance possible. Differential gain and phase correction is provided to give your the clearest signal around, and with our newest Up-converter, optional frequency locks with 3 Hz stability can be obtained allowing you to operate with the least chance of interference to other broadcasters. 42 Digital Conversion of Transmitters ORIGINALLY MANUFACTURED BY e. l. marsden wireless, inc. Digital conversion involves several steps: 1. Conversion of the analog video / audio to digital (i.e. ATSC compatible MPEG encoder). Section A provides several suggestions 2. The location of the MPEG encoder(s) determines the need, or lack of a digital studio to transmitter link (STL). If it is desired to place the encoder at the studio, then the STL must be capable of handling the digital data stream. Most STL s that can do this require SMPTE310M data format. If the encoder chosen has ASI output only, then an ASI to SMPTE310M conversion box is necessary. This conversion is covered in Section B. 3. Conversion of the 1 kw tube type (tube is TH347) to digital. This conversion is covered in Section C. 4. Conversion of the older bipolar solid state transmitters. These are over 6 years old and can be identified by the fact that the output PA modules are mounted vertically (i.e. side by side). These units can also be identified by their transmitter serial numbers. This conversion is covered in Section D. 5. Conversion of the newer LDMOS solid state transmitters. These are generally 6 years old or newer and the PA amplifiers are mounted horizontally. Also, these PA amplifiers all have a digital meter on each PA. This conversion is covered in Section E. We recommend reviewing the following documentation: 1. The FCC documents which define the digital conversion include: (h) DTV full service emission mask Digital LPTV & TV translator emission mask both the Simple and the Stringent Digital LPTV & TV translator transmission system facilities Modification of LPTV & TV translator systems for digital use FCC Public Notice DA A Emission Mask Clarification 2. IEEE Document IEEE P1631tm/D2 Draft Digital Draft of Recommended Practice for Measurement of 8-VSB Television Mask Compliance 3. IEEE P1631tm/D2 indicates that Class A station must adhere to either the Simple or Stringent Mask, as appropriate. 4. FCC (h) indicates that a tighter mask than normal may be required in instances of interference. 5. The conversion data shown in Sections C through E are for transmitters requiring only the Simple Mask. If the LPTV, Class A or TV Translator in question is required to have a more stringent mask (as specified on the Construction Permit) or if the station is a Full Service station then a separate estimate of work. 55

43 A) MPEG Encoder The first requirement for digital is the conversion of the analog audio and video into the MPEG format required by the ATSC Standard for 8VSB transmission. The MPEG Encoder can be part of the transmitter package or customer provided. B) MPEG Encoder at Studio Contact our service department and provide details to receive a proposal with your project specifics. C) Conversion of the 1 kw tube type (tube is TH347) to digital. These transmitters generally carry a serial number prefaced by 1KT. They use a 25W driver which feeds a cavity containing a TH347 type tube. In analog, they are capable of more than 1kW Visual peak sync with 10% Aural. After modification to digital, they are quite capable of output powers up to 250W in 8VSB operation or more (see comments below). The recommended materials to effect the conversion are: 1a) 8VSB IF modulator with linear and non-linear precorrection and Low Phase Noise Upconverter OR 1b) 8VSB IF modulator with no precorrection capability and Low Phase Noise Upconverter with linear / non-linear correction module 2) Mask filter w/ mtg brackets, tuned to channel 3) Output Isolator Module 4) Exchange Control & Timing with Digital RF Level Detector Depending upon the age of the transmitter it may have a class AB bipolar 25W driver without an Automatic Level Control. If so then it is necessary to exchange the driver for an upgraded model. 5) Driver exchange (driver provided will be a refurbished unit) Factory personnel can do the conversion on a time and expenses basis. Estimated time is five days (two for travel and three for conversion). Additional comments: The above successful conversion assumes that the transmitter and the tube are in good operating condition. FCC allows the manufacturer to create a field modification kit and get the kit certificated. Currently e. l. marsden wireless, inc. is working on this option. Use of the manufacturer s certificated kit, will simplify conversion & the required testing whether installed by the manufacturer or by the customer s qualified personnel. FCC also indicates that modified analog equipment can only be operated at 25% of its original analog power unless the amplifier has been specifically refitted or replaced to operate at a higher power. During the certification process e. l. marsden wireless, inc. intends to show that the original PA is capable of 2kW peak visual and, as such, the above tube type transmitter is capable of 500W in 8VSB operation. Until this is done, 250W should be the assumed capability of the above transmitter. 56

44 D) Conversion of the older bipolar solid state transmitters. These transmitters generally carry a serial number prefaced by 1KS, 2KS, etc. They use a 25W driver, which feeds one to four bipolar PA modules. In analog, the four amplifier model is capable 2kW Visual peak sync with 10% Aural. After modification to digital, they are capable of output powers up to 400 to 500W in 8VSB operation. (see comments below). These transmitters were originally provided in 500, 1000, 1500, 2000 and 2500 Watt models. The example below is for a 2000 Watt model. The recommended materials to effect the conversion are: 1a) 8VSB IF modulator with linear and non-linear precorrection and Low Phase Noise Upconverter OR 1b) 8VSB IF modulator with no precorrection capability and Low Phase Noise Upconverter with linear/non-linear correction module 2) Mask filter w/ mtg brackets, tuned to channel 3) Exchange Interface Board with Digital RF Level Detector The transmitter probably has a class AB bipolar 25W driver without an Automatic Level Control. If so then it is necessary to exchange the driver for an upgraded model. 4) Driver exchange (driver provided will be a refurbished unit) Factory personnel can do the conversion on a time and expenses basis. Estimated time is six days (two for travel and four for conversion). Additional comments: The above successful conversion assumes that the transmitter is in good operating condition. With the older bipolar amplifiers, this may not be true due to some transistor failure. This problem can be field cured for the cost of time and materials. FCC allows the manufacturer to create a field modification kit and get the kit certificated. Currently e. l. marsden wireless, inc. is working on this option. Use of the manufacturer s certificated kit, will simplify conversion & the required testing whether installed by the manufacturer or by the customer s qualified personnel. The actual power range over which these bipolar transmitters are certifiable will be determined in the next several months. The upper limit of power will likely be in the 400W to 500W range. E) Conversion of the newer LDMOS solid state transmitters. Thee transmitters carry a serial number prefaced by A1K, A2K, A3K, etc. They use an LDMOS 25W driver feeding up to six LDMOS PA amplifiers. In analog, a five amplifier model is capable of 3kW Visual peak sync with 10% Aural. After modification to digital, the five amplifier model is capable of output powers of 750W or more in 8VSB operation. (see comments below). These transmitters have been manufactured in a variety of models. The example below is for a 3kW model. 57

45 The recommended materials to effect the conversion are: 1a) 8VSB IF modulator with linear and non-linear precorrection and Low Phase Noise Upconverter OR 1b) 8VSB IF modulator with no precorrection capability and Low Phase Noise Upconverter with linear / non-linear correction module 2) Mask filter w/ mtg brackets, tuned to channel 3) Exchange Interface Board with Digital RF Level Detector The transmitter has an LDMOS 25W driver which may not have an Automatic Level Control. If so, it will be necessary to exchange the 1/2W module in the driver for an upgraded model. 4) Upgraded 1/2W module for Driver (refurbished module) Factory personnel can do the conversion on a time and expenses basis. Estimated time is five days (two for travel and three for conversion). Additional comments: The above successful conversion assumes that the transmitter is in good operating condition. While the LDMOS amplifiers have an excellent record of reliability, it is always possible that problems exist. Most problems can be field repaired for the cost of time and materials. FCC allows the manufacturer to create a field modification kit and get the kit certificated. Currently e. l. marsden wireless, inc. is working on this option. Use of the manufacturer s certificated kit, will simplify conversion & the required testing whether installed by the manufacturer or by the customer s qualified personnel. FCC also indicates that modified analog equipment can only be operated at 25% of its original analog power unless the amplifier has been specifically refitted or replaces to operate at a higher power. During the certification process e. l. marsden wireless, inc. intends to show that the LDMOS PA has an 8VSB capability of more than 25% of its original visual peak sync power. Until this done, 750W should be the assumed capability of the five amplifier model of the above transmitter. 58

46 1.Warranty Period Warranty and Return Information e.l. marsden wireless, inc. transmitters are warranted for a period of one year from the date of shipment to the customer against defects in materials and workmanship under normal use and service. Modules, sub-modules, tubes and other equipment manufactured by other vendors and used in the construction of the transmitter will be warranted under the terms of the original manufacturer s limited warranty. OUR LIABILITY UNDER THIS WARRANTY DOES NOT INCLUDE LOSSES OF ANTICIPATED PROFITS NOR SPECIAL INCIDENTALOR CONSEQUENTIAL DAMAGES. 2. Warranty Limitations e.l. marsden wireless, inc liability is limited to repairing or replacing equipment modules or parts at its plant if by its sole judgment it finds the modules or parts to be defective. All shipping charges in connection with the repair or replacement are the responsibility of the purchaser. If modules or parts replacement is performed in the field, we may request the return of the defective modules or parts before a warranty adjustment is granted. Our obligation does not include labor charges to repair or replace any product outside our factory unless such repair is authorized by us in writing. 3. Use Limited to Knowledgeable Persons Improper use or abuse of the equipment, attempted repair by unqualified persons, damages causedby lightning, wind, fire, snow, flood or earthquake or other acts of God, and/or application of improper voltages or substitution of non-approved components VOID this warranty. Safety features have been incorporated into the equipment. Hazardous electrical and mechanical conditions require that only knowledgeable and experienced user and maintenance personnel operate and maintain equipment. e.l. marsden wireless, inc does not assume any liability for injury, death, or damages arising from the installation, operation, or service of this equipment. 4. Disclaimers and Exclusions The warranty to repair or replace defective parts is expressly in lieu of and hereby in disclaimer of all other express warranties, and are in lieu of and in disclaimer and exclusion of any implied warranties of merchantability, fitness for a particular purpose, as well as all other implied warranties, in law or in equity, and of all obligations or liability on our part. There are no warranties which extend beyond the description hereof. Your rights may vary from state to state. 5.
