1 AV Cell, DAVP Soochna Bhavan, New Delhi Dated: 19/10/2011 Sub: Consultation Paper on Revised DAVP Rate Card; feedback requested by November 15 th, 2011 Consequent to the approval given by the Ministry of Information and Broadcasting for revised guidelines for empanelment of Producers for Audio-Visual Productions, DAVP is currently in the process of empanelling producers freshly, on the basis of the new guidelines. Simultaneously, it is also proposed to revise the rate card for both TV and Radio productions from 2012 onwards. 2. The Draft Rate Card given below has been posted on the website of DAVP as a Consultation Paper, to invite feedback from all stake-holders, whether producers or institutions, or individuals. 3 * The consolidated rates include charges for script, production with good voices & music/audio and following software, master DVD, one broadcast copy of DVD, one DAVP copy (DVD) and client copy (DVD) ** Re-recording charges would be admissible if script is changed after production is done as per the approved script and artists have to be called again for recording. No charges would be admissible if changes in spot/jingle can be made only through editing, within six months of the approval of the spot, even if spot was made as per approved script. However, if changes are made in previously approved (old) spot/jingle through editing only, Rs.1000 would be admissible as editing charges. This would include one broadcast CD copy, one DAVP CD copy and one client CD copy charge of broadcast copy would be extra. SPONSORED RADIO PROGRAMMES 3) Sponsored Radio Programmes: The consolidated rates* for Radio programmes, which are being sponsored by any Client Department/Ministry is given below: Duration Rates** Re-recording**** Re-editing *** Upto 15 15,000 2,500 1,000 Upto 30 25,000 3,000 1,500 Upto 60 35,000 4,000 2,000 * The consolidated rates include charges for script, production with good voices, master (DVD), one broadcast copy (DVD) and one DAVP copy (DVD) & one client copy (DVD). Production includes signature tune, opening/closing/change over music/jingle, drama, stock voices/music/songs, news, studio recorded interviews/expert comments, receiving questions through phone/ /letters, reply of questions by anchor/experts in the programme, production of promos including one broadcast DVD copy, one DAVP DVD copy and one client DVD copy. ** If field interviews are specifically desired by the client, the producer shall carry them out with no extra cost to the Client/DAVP ***Re-editing of old episodes is defined as deleting or re-arranging some portion.. **** Re-recording & re-editing of old episodes (re-recording some portion to replace some old portion) including charges for voices, editing, one broadcast DVD, one DAVP DVD and one client DVD.

4 4) Sofware for SRPs: If the software is dispatched by the producer, actual postage would be reimbursed and packaging. Charges will also be Rs. 100 per DVD if DVDs are sent in bulk to CSU, Mumbai/Kolkata or to individual Radio/TV Stations. The DVD should include designed cover, inlay card, sticker, print on DVD etc. as per requirement of client/davp. VIDEO SPOT/JINGLE/DOCUMENTARIES/ SPONSORED PROG/TELEFILMS ETC. 5) Video Spot./Jingle/Documentaries/Telefilms : The consolidated rates* of Video Spot./Jingle/Documentaries/Telefilms are as given below, shot on Digi Beta or DV Cam: Duration Master Dubbing Language Version** Upto 60 seconds HD Format 3,00,000 30,000 1,50, Upto 5 3,50,000 35,000 1,75, Upto 15 Upto 30 Pro-Rata after 30 4,50,000 45,000 2,25, ,00,000 50,000 2,50, Revoiceover Reshooting charges Re-editing charges *The consolidated rate includes charges for script, detailed shot-by-shot storyboard, location, travel outside Delhi., models, anchors, shooting, editing, jingle, 2-D/3D animation/ 2D & 3D Character animation/all kinds of Graphics as required by Client, titling/sub-titling/text, music, voiceover, background effects, special effects,).two Master Copies ( both mixed and unmixed) in Digi Beta or DVC, for Client and DAVP. ** The language version would include, besides dubbing, regional content, characters, property, artists, outdoor shooting in regional locations, language graphicanimations etc. to ensure regional look to the programme 5.a) If endorsement is made by top personality (artist/singer/celebrity etc.) free of charge, we may pay an honorarium of Rs.40,000 to the producer for arranging free endorsement and meeting additional contingent expenses which would take place in such cases. Decision of DAVP would be final and binding regarding the admissibility of such an honorarium.

5 5.b) Payment of royalty to any public/private organization or person for using any input `in a production would be the responsibility of the producer 5. c) Each Beta/DVD/DVC Pro and its cover should be properly laballed mentioning title of spot/programme, subject, duration, language, name of client, name of DAVP/production agency and year of production. MISCELLANEOUS VIDEO COMPILATION 6) Video compilation in Digi Beta /DVC Pro : The rates given below are for consolidation of various video spots into one compilation : Upto 5 min. 4,000 Upto 30 min. 7,000 Upto 60 min. 10,000 (charges include cost of title/graphic plate, one Digi Beta/DVC Pro and two DVD/VCD copies) 7) Additional Beta T cast/dvc Pro copy : The rates given below is for duplication of creatives into Betas/DVC Pro Upto 5 min. 2,000 Upto 30 min. 2,500 Upto 60 min. 3,000 NOTE : 1) This rate card would be applicable for three years and if need is felt for amendment during this period, the same would be carried out by the Rate Structure Committee with the approval of DG, DAVP. 2) If after the submission of the final copy of the creative by the Producer to the Client, no approval is forthcoming, DAVP will make payment to the Producer with the approval of DG, DAVP, before the end of the financial year, or within six months of the submission, whichever is earlier. >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>
