1 2004 Specifications CSJ SPECIAL SPECIFICATION 8494 CCTV Central Equipment 1. Description. Furnish and install closed circuit television (CCTV) central equipment in the City of Missouri City Traffic Management Center (TMC) location as shown on the plans, and as detailed in this special specification. 2. Materials. A. General Requirements. Furnish new, corrosion resistant materials. Furnish, assemble, fabricate, and install materials in strict accordance with the details shown on the plans and in this special specification. B. Functional Requirements. Furnish and install, at the location shown on the plans, CCTV central equipment to control the video cameras in the field and the video signals in the Traffic Management Center. Provide CCTV central equipment including, but not be limited to, the following: Video monitors (color). Video patch panels. Waveform monitor. Video color quad unit. Power supplies, connectors, harness, and accessories. Submit a layout of individual rack mount components for approval. 1. Video Monitor. Provide 32 in. minimum, measured diagonally, color video monitors at each location as indicated on the plans. Provide monitors with the following requirements: - Video Signal: EIA 525 lines, 60 fields - Color System: NTSC - Video Input: Composite 1 V P-P - Operating Temperature: 32ºF to 104ºF 2. Video Patch Panels. Install in the computer room, patch bays to access video signals for monitoring and bypassing purposes. Ensure jacks, patch cord plugs, accessories, and adapters are gold plated and produced by the same manufacturer. Ensure they conform to the Western Electric 75 ohm (0.09 in. center pin) standard. Mount the jacks in double rows on 3.5 in. panels with 0.63 in. vertical spacing and 0.83 in. horizontal spacing
2 If metal panels are used, make provisions to insulate the cable shield from the panel. In general, provide signal sources on the top row, and corresponding signal destinations, if any, are below them on the bottom row. Supply the following accessories for use with jacks in the patch bay: - 24 in. patch cords; - 48 in. patch cords; - 10 ft. coax cables with male BNC each end; - Patch plugs to female BNC adapter; - 75 ohm patch plug terminators; - Looping plugs with pinch type handle, in addition to the number required for normal operation; and - Unused patch bay jacks, installed in unlabeled positions. Furnish and install a patch bay to access video signals for monitoring and bypass purposes. Provide a patch bay between each of the following component pairs; the video decoders and the analog video switch, and the analog video switch and monitors. 3. Smart Boards. For the Smart Board, supply a 5 ft. x 4 ft. whiteboard that uses touch technology for detecting user input that is equivalent to normal PC input devices, such as mice or keyboards. Use a projector to display a computer's video output onto the whiteboard, this must act as a huge touch screen. Provide the Smart Board with a 4 digital writing utensils that use digital ink. The digital ink must function by using an active digitizer that controls the PC input information for writing capabilities such as drawing or handwriting. Provide the Smart Board with buttons that launch a popup keyboard and a rightmouse-click menu for more input options. Mount the interactive whiteboard on a wall. The Smart Board interactive whiteboard must operate as part of a system that comprises the interactive whiteboard, a computer, and a projector. Connect the components wirelessly, or via USB or serial cables. Use a projector connected to the computer to project the computer desktop image onto the Smart Board. The Smart Board must accept touch input from a finger, pen, and solid objects. Each contact with the board is to be interpreted by the Smart Board as a left-click from the mouse. a. Smart Board Projector. Install a Smart Board Screen Projector at the Traffic Management Center as shown in the plans and as directed. Provide a Smart Board screen projector that meets the following minimum requirements: Physical design requirements. Mount the Smart Board Projector on the ceiling inside the TMC room. Power Requirements. Ensure the Smart Board Projector furnished, assembled, fabricated, or installed under this Item meets its specified requirements when the input power is 115 VAC 10%, 60 3 Hz
3 Environmental Design Requirements. Provide equipment that meets its specified requirements during and after subjecting to any combination of the following requirements: o Ambient temperature range of minus 62F to 122F. o Relative humidity from 0% to 95% (non condensing). Fail Safe Provision. Design the equipment such that lamp failures do not cause the failure of any part of equipment. C. User Interface Requirements. Provide the projector with a Direct Access intuitive user interface, for complete projector control. Provide it with enough memory to store the settings entered by the user. D. Smart Board Projector Requirements. Panel resolution: 1280x1024 (minimum) Brightness: 3000 ANSI lumens Image size: 76 in. diagonal Throw Distance: 15 ft. Contrast Ratio: 400:1 Vertical Scan rate: 50 to 100 Hz Displayable Colors: 16.7 million (24 bit) Aspect ratio: 4:3 Projection image size: 3 in. to 300 in. Controls: IR wireless remote Video Compatibility: NTSC, SVGA Brightness Uniformity: 90% brightness uniformity across the entire screen Inputs (minimum) o One Standard NTSC video input with 1 BNC connector o One Standard VGA connector Include with each Smart Board the Smart Board interactive whiteboard, Smart board projector, and the required hardware to securely mount the smart board projector, including but not limited to mounting hardware, cables, and connectors to connect to an operator console. 1. Video Switcher. Furnish a video switcher that has 60 inputs and 60 outputs and that is compatible with the control panel(s) described above. Provide the video switcher with an RS-232D or Ethernet port to enable future control by an external computer or communications link. This interface port may be the same as the interface port on the camera controller. Provide the interface and protocol information to the Engineer with the required system documentation
4 2. Waveform Monitor. Provide a calibrated waveform monitor permanently mounted in the equipment rack, near the patch bay, and in easy viewing distance of the video signal level adjustments. Ensure the waveform monitor obtains its "A" input signal from an output of the routing switcher/titler. Ensure the signal is looped through the patch bay and looped through the waveform monitor, where it is terminated with a 1% tolerance, 75 ohm, terminator. Provide a waveform monitor that has the following characteristics: A minimum of a 5 in. diagonal viewing area. Frequency response from 25 hertz to 10 mhz flat ± 1% Full scale vertical deflection of 140 ire units ± 1% Internal one volt, ± 1%, calibration signal. Provide view of signals at either the horizontal or vertical rate and a means provided for expanding any part of the signal display either vertically or horizontally. Provide 2 signal inputs. Ensure the viewed signal and the scope synchronization are each be capable of being derived from either input. Provide an input response that is selectable between: Flat, ire, chroma only, and differential gain. Ensure a switchable DC restorer is proved to maintain display stability with varying APL. Supply mounting hardware to fit a 19 in. rack, with any space not used filled in with blank out panels. 3. Video Color Quad Unit. Provide the video color quad unit that allows up to 4 video camera signals to be displayed simultaneously on a single monitor screen divided into 4 blocks. Ensure each of 4 images in the quad display mode are refreshed and appear in real time with no motion loss due to multiplexed display images. Provide a quad unit that is able to use virtually any 2:1 interlace type camera. Provide a quad unit that allows sequential display of quad page and each camera at full screen on a live display monitor port. Provide a unit that supports remote control of functions through an RS-232 serial port or an Ethernet port. Provide a Color Quad Video Generator that meets the following minimum requirements: - Operating power may be 120 V AC or 12 V DC with adapter - Operating temperature range from F - Video input four 1.0 V p-p composite video - Monitor output 1.0 V p-p composite video - On screen time, date, and camera title display option - VCR output 1.0 V p-p composite video 4. Wiring and Connectors. Use coaxial cable for making video connections between devices in the computer room. Use cables that are the RG-59 type with a nominal impedance of 75 ohms
5 Ensure the cables have a polyethylene dielectric with copper braid shield having a minimum of 95% shield coverage and not greater than 3.4 db attenuation per 100 ft. at 100 MHz. Provide video connectors of the BNC die crimp type. Neatly trim the coax braid before crimping the connector to insure no possibility of contact between the braid and the inner connector. Ensure there are no nicks in the center conductor. Make crimps that are mechanically secure in such a way that no braid is left exposed or protrudes from the connector. Ensure the center pin is gold plated and installed with the tip of the center pin flush with the front edge of the connector. Neatly dress and bundle the cables with nylon cable ties. Mark each cable with a unique identification number at a point 6 in. from each end of the cable. Attach numbering by applying adhesive plastic tape with machine printed black figures on white background. Thermal, or inked ribbon, computer printed labels are not satisfactory. Ensure identification is read upright when holding the cable horizontally with the connector to the left. Protect the finished identification number with a piece of clear shrinkable tubing shrunk tightly over the label and extending at least 1/4 in. either side of the label. Provide each cabinet or rack with a typed list showing the cabinet identification and the numbers, description, source, and destinations of the cable in that cabinet. Heat laminate the cable list to protect it from moisture and dirt. Provide a system schematic that clearly identify the cables by number. 5. Interconnect Harness and Accessories. Provide the interconnect harnesses and accessories needed for a completely integrated system. Label these cables/harnesses on either end of the cable assemble. Provide cables which consist of but are not be limited to the following: - RS232 cables - RS232 Null modem cables - Video coaxial cables - Twisted pair - CAT 5 cables E. Electrical Requirements. 1. Video Monitor. Provide color video monitors with solid state design, with the exception of the picture tube. Provide color video monitors meeting the following requirements: Video Input. EIA-170 standard, black negative polarity, composite signal, BNC connector, termination selectable between high impedance loop through or 75 ohms. Resolution. 350 lines vertical, 450 lines horizontal, measured per EIA-170 standard. Geometric Distortion. 2% maximum. Gray Scale. Capable of displaying 10 discernible shades of gray. Scanning. 2:1 interlaced, 525 lines/frame, frames per second per EIA-70 standard, scanning rate 60 hz vertical, and 15,750 hz horizontal
6 Control Functions. Front panel controls: Power on/off, contrast, brightness, horizontal hold (if used), vertical hold (if used), color (chroma), and hue (tint or phase). Provide integral means for degaussing, either automatically at power-up, or manually by means of an external pushbutton. Ensure the monitor is not be capable of television broadcast reception. 2. Power Requirements. Provide CCTV central equipment that meets its specified requirements when the input power is 115 ± 20 volts AC, 60 ± 3 Hz. Ensure the maximum power required does not exceed 600 watts. Ensure the equipment operation is not be affected by transient voltages, surges, and sags normally experienced on commercial power lines. 3. Wiring. Provide wiring that meets the requirements of the National Electric Code. Cut wires to proper length before assembly. Do not double back wire to take up slack. Neatly lace wires into clamps. Provide cable slack to facilitate removal and replacement of assemblies, panels, and modules. 4. Transient Suppression. Provide DC relays, solenoids, and holding coils that have diodes across the coils for transient suppression. 5. Power Service Protection. Provide the equipment with readily accessible, manually resettable or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. 6. Fail Safe Provision. Design the equipment such that the failure of the equipment does not cause the failure of any other unit or equipment. F. Mechanical Requirements. 1. Enclosure. Rack mount the video monitor, video switch, video patch panel, and waveform monitor and locate them as shown on the plans. 2. Modular Design. Provide the equipment that is modular in design such that major portions may be readily replaced in the field. Mechanically key modules of unlike functions to prevent insertion into the wrong socket or connector. Clearly identify modules and assemblies with name, model number, serial number, and any other pertinent information required to facilitate equipment maintenance. 3. Connector and Harness. Make external connections by means of connectors. Key the connectors to preclude improper hookups. Color code and appropriately mark the wires to and from the connectors. Provide corrosion resistant pins and mating connectors. G. Environmental Design Requirements. Furnish equipment that meets its specified requirements during and after subjecting it to any combination of the following conditions:
7 Ambient temperature range of 40ºF to 122ºF. Relative humidity up to 90% non-condensing. 3. Construction. A. General. Use the latest available techniques for the equipment design and construction with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. Design the equipment for ease of maintenance. Ensure the component parts are readily accessible for inspection and maintenance. Provide test points for checking essential voltages and waveforms. B. Electronic Components. Furnish electronic components that comply with the Special Specification, "Electronic Components. C. Mechanical Components. Provide stainless steel external screws, nuts, and locking washers. Do not use self-tapping screws unless specifically approved. Use only parts made of corrosion resistant material, such as plastic, stainless steel, anodized aluminum, or brass. Protect the materials used in construction from fungus growth and moisture deterioration. Separate dissimilar metals by an inert dielectric material. D. Testing. Perform testing in accordance with Article 2, Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty. E. Training. Perform training in accordance with Article 3, Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty. F. Documentation. Provide documentation in accordance with Articles 4 and 5, Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty. G. Warranty. Provide a warranty in accordance with Article 6, Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty. 4. Measurement. This Item will be measured by each unit furnished, installed, made fully operational, and tested in accordance with these special specifications or as directed. 5. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under "Measurement" will be paid for at the unit price bid for "Video Monitors, Smart Board System, Video Patch Panels, Video Switcher, Waveform Monitor, and Video Color Quad Unit. This price is full compensation for furnishing the equipment described under this Item with mounting hardware, cables, and connectors; documentation and testing; labor, tools, materials, training, warranty, equipment, and incidentals
