2 Question number Questions from Vendors Responses to Questions 1. In how many locations does the City anticipate for the uploading of body worn camera video? 2. Can the PD please provide current list of deployed MDC s by Manufacturer, Product Model, and Quantity? Only one location. The only location that bodyworn cameras will be uploaded is at the El Centro Police Department, located at 150 N. 11 th Street, El Centro, CA of the RFP). MDC s used by the El Centro Police Department are L3, Model#: V-One and Getac, Model V110. Currently we have 21 L3 MDC s and 10 Getac computers deployed in the field. Yes, both interview rooms have audio/video 3. Do the interview rooms currently have audio/video systems? systems. 4. What are the Department s video retention policies? How long is nonevidentiary / evidentiary video kept in active storage? How long is video kept archive storage? Every car should have connectivity and we need two wireless locations to upload video after the body-worn camera has been placed into the docking device. All vehicles will need to upload wirelessly at the police station. 1GB Fiber connection 1 of the RFP) 6 to 8 officers. The RFP mentions possible onsite presentations and demos, could you please provide general dates/timelines for this phase so we can anticipate and plan ahead? 16. Does ECPD have a desired deployment phase (i.e. # of cameras/vehicles deployed at each phase)? 17. Does ECPD have an anticipated date to commence deployment? 18. Is the vendor required to submit certificates of insurance with its proposal response, or just in the event vendor is awarded the contract? 19. Does ECPD require unlimited data storage for all the video evidence that will be captured from the BWC, In-Car and Interview Room systems? If yes, do you require the unlimited storage for all resolutions (including HD)? 20. How are vendors being scored on their answers differentiating between "available now" and "future release" for some of the requirements, if we are able to demonstrate a planned release date? 21. In regards to pricing - Can we provide our own quote sheets as supplemental detail to the cost sheet? We typically offer solution packages that are tied together (i.e. when you purchase the software, the hardware is discounted or possibly included); given the way the costs sheets are broken out as individual, stand alone components it is difficult to capture these pricing benefits accurately. 22. Can you please clarify what you mean from the requirement that states, "Body Worn Camera should have automatic triggers, as a standalone system" - Are you implying the need for the body cameras to be able to operate on their own as a standalone system regardless of any other systems implemented? This information was provided in Chapter 2, page 6 of the RFP) Oral Presentations, Product Demonstration, and Field Testing may be required. At this time we do not have any dates for presentations. This should be proposed by each vendor and outlined in their submissions Approximately October 15, 2017 Yes, certificates are required with the submissions. All proposals shall provide sufficient storage to meet the needs of the department. Each vendor is responsible for determining what the individual storage requirements are for their proposed solution. Proposals that provide proof or a showing that scored areas are available now will receive a higher score than those provided in future releases. Vendors who respond with notice of future release should provide a detailed explanation and timeline for release. Vendor quote sheets may be provided to supplement the response required as part of this RFP. Triggers may include the ability to notify dispatch and on-duty officers should an officer be injured or incapacitated, the ability to automatically activate the body-worn camera should a gunshot go off, or activate if a weapon is drawn. These should be in addition to being triggered by the activation of incar systems through triggers such as a rifle or shotgun being removed from the patrol vehicle,

4 23. The body camera operating temperature mentioned isn t considered industry standard, as almost all body camera vendors guarantee (-4 F to 122 F). The required 130 F includes only one vendor, therefore significantly narrowing down the availability of vendors to meet this requirement. Can ECPD please allow vendors to comply with the industry standard of (-4 F to 122 F)? 24. In regards to existing in-car systems, is this order of (27) vehicles in addition to the vehicles already outfitted or is this to remove and replace? If remove/replace, does ECPD need the successful vendor to remove existing equipment before installing new? 25. Within the In-Car Solution requirements, item #1c and #1d seem to imply that El Centro PD would like to migrate off the required color LED monitor; however there is a section of specifications surrounding the "Color LCD Monitor". If vendor can provide a solution that eliminates the color monitor, would it be sufficient to make this type of general statement under those itemized specifications (i.e. Color LCD Monitor not applicable as vendor's solution does not require this component)? This way we are considered compliant in our response? 26. If cellular connectivity is a requirement of the wireless offload, should that cost be included in the proposal? 27. For the offload option of LTE/4G - does ECPD have an unlimited data plan with unlimited bandwidth per device, per month? Also, who is ECPD's cellular carrier/network provider? 28. Do all the vehicles have MDCs? If yes, What operating system in installed on MDC If yes, do the MDCs remain in the vehicle between shifts, or do officers remove the MDCs? If yes, Does the MDC have an available Ethernet port lights and sirens being activated, a K-9 being released from the vehicle, etc. Please provide details in your response. If the industry standard is (-4 F to 122 F), then ECPD will allow vendors to use this standard. However, additional scoring may be provided to those vendors capable of operating at higher temperatures due to the high heat we encounter on a regular basis, in our area. This order is to remove and replace the 27 MDC s we currently have installed in our vehicles. A successful vendor will be requested to remove existing equipment before installing new. The ideal solution would provide for a separate color LCD monitor and the ability operate the solution without the LCD monitor by using an interface within the department s MDC. The ability to utilize a cellphone based application would be greatly beneficial as well. For offloading, we do not use cellular connectivity. For offloading, we do not use cellular connectivity; however, the department s cellular provider is Verizon. All but two of the vehicles have MDC s inside of them. The operating system is Windows 7, 64 bit. Most of the MDC s remain in the vehicles between shifts, with the exception of the Getac computers which can be removed at the end of the shift, if needed, or if the unit is downed for maintenance. Yes, an Ethernet port is available.

5 29. Just to confirm on the Interview Room scope, ECPD would like 2 rooms setup with the camera systems, correct? 30. Where would ECPD like the touch panels mounted (i.e. wall mounted outside of interview room or desk/shelving in viewing room)? 31. Are both interview rooms located in the same building? 32. Does ECPD desire (1) one or (2) two cameras per interview room? 33. Where are the server room locations? Is there a floor plan that can be provided to show locations of rooms from server room? 34. If ECPD opts for cloud storage, is it required that your evidence is always active (i.e. files are available immediately when you need them vs. pulling from cold storage)? If not, how long should your evidence remain active before going to cold storage? 35. If vendors propose an on premise solution, should the costs for maintenance be included in the proposal? 36. Does ECPD require a separate prosecutor-specific platform to externally share your evidence without the needing external storage (i.e. CD or DVD)? 37. Does ECPD require redaction tools to be natively built into the system? 38. Does ECPD require the following security measures: a) multi-factor authentication into the system b) Data to remain encrypted when in transit to be shared externally with people outside the agency c) The system to remain CJIS compliance throughout the entire contract term? d) Ability to define and control access for users based on their roles within the agency? 39. Can ECPD please provide a quantity of users that will need admin rights to the system? Typically, these roles are not camera holders, but are reserved for supervisors, etc. Yes, camera and audio system needs to be installed in both interview rooms. Touch panels should be wall mounted outside the interview room inside a locker, so they are not seen by suspects entering the interview rooms. Yes, both interviews rooms are located in the same building; same room and are next to each other. Currently there are two cameras in each interview room and we would like to stay with two cameras in each interview room. The server room is located inside the police department building. I do not have a floor plan. Cloud storage is not preferred, but evidence does not always have to be active. Currently evidence remains active for 30 days before going into cold storage; however, additional time would be preferred to avoid having to reactive videos.
