3 Unit II Lesson 10 Latin Bases sed, sid, sess = sit, settle Part C: Read and Reason Reading for Meaning Directions: Read the passage, paying special attention to all the words with the bases sed, sid, ses. Then, answer the questions that follow. When Rivers Flood The most common natural disaster is flooding. Floods can be caused by ocean waves coming ashore, by snow melting too quickly, by dams breaking, or by rivers overflowing their banks during heavy rains. When rivers overflow, they can devastate the flooded area. Homes where local people reside can be damaged or destroyed. Many residents, seeing their properties washed away, require sedatives to settle their nerves! Other people, in shock because of the destruction, may become sedentary, unable to act, staring at the damage to their homes. In severe cases, the location may be declared a disaster area. Such a declaration supersedes all local ordinances and laws, as federal offi cials arrive to help. Residents of these areas may qualify for government subsidies fi nancial aid that helps people rebuild their damaged residences. Lower-level subsidiary government agencies may also provide support. Once the flood waters subside, several benefi ts may appear. The biological residue and sediments left by the flood often fertilize the soil that farmers will use for the next year s crop. New homes and businesses built with government subsidies replace damaged structures and may induce an extended period of rebuilding and reconstruction that invigorates the local economy. 1. What are some subsidiary agencies of a government that might be involved in the aftermath of a flood? 2. Residual refers to what is left or settles after a particular event. What are some residual effects of a flood? 56
