3 Purpose of the frequency coordination meeting The Regional Frequency Coordination Meeting on the use of the VHF band ( MHz) and the UHF band ( MHz) is intended to : facilitate the processes of transition from analog to Digital Television (DTT) and allocation of the Digital Dividend, prevent the occurrence of harmful interference situations, is not intended to: conclude any formal agreement, but to build informal consensus in the Central American and Caribbean regions towards the conclusion of formal agreements between the administrations involved before formal notification of the relevant frequency assignments to the ITU.
4 Technical basis of the compatibility The meeting focuses on ensuring the compatibility of the national frequency plans in support of terrestrial television broadcasting and mobile broadband, taking into account: Existing analog television broadcasting emissions and broadband mobile transmissions, Current and future plans, if any, for DTT and Mobile Broadband, The need, where applicable, for simulcast digital and analog transmissions, The standards adopted at national level for DTT and Mobile Broadband, The timelines and activities for frequency assignment and planning.
5 BR proposed actions In order to provide support to the meeting, the ITU Radio communication Bureau provided the compatibility analysis software based on the GE-06 Planning, and suitably modified to take into account: channeling arrangements Used in the participating countries, standards and sharing criteria Training on the: Assist in the submission of that each of the participating countries may wish to retain for this compatibility exercise, compatibility analysis software and preparation of the electronic notices for the spectrum requirements and existing assignments, the spectrum requirements and existing assignments for the first compatibility iteration, Assessment of the results of the compatibility iteration and identification of issues to be resolved in subsequent iterations.
6 Proposed process Agreed assignments Notify under article 11 (WISFAT) Assistance to participants throughout the process, in the analysis and proposals to reduce potential interference. 11 Proposed schedule for the CAC frequency coordination meeting 1 st meeting Managua 2017: Iterations to assign frequency to Digital requirements in the UHF( MHz): taking into account Only digital broadcasting assignments (MIFR and requirements). Bandwidth 6 and 8 MHz Flexible channels, i.e., the ITU software to scan the frequency band and provide the CA results. 3/4 meeting: Final iteration to assign frequency channels for DTT in the bands VHF and UHF ( MHz) Only fixed channels for the requirements, Analogue/Digital assignments in the MIFR, and FXM assignments in the MIFR. Flexible channels. 2d meeting: Guatemala August 2017: Iterations to assign frequencies to Digital requirements in the VHF and UHF( MHz), taking into account Analogue/Digital assignments in the MIFR, and Flexible channels. Notification to the MIFR
12 CAC agreed coordination process An iteration every other Monday. Deadline of requirements submission: 18:00 GVA time; The notices and results of each iteration are published on the ITU web site. Notification CA_compat in etools and CA Display take into account: 6/8 MHz bandwidth for DTT requirements; Analogue and Digital recorded assignments in the VHF and UHF band ( MHz). Digital television planning technical criteria and assumptions proposed by the BR are considered by ITU-R WP 6A for confirmation and completion. Administrations committed to notify the operating frequencies in the VHF/UHF bands. A temporary deadline was proposed as 2 weeks before the next meeting
13 Conclusions of the 1 st and 2 nd frequency meetings to avoid: WRC complications relating to the last minute addition of country names in the footnotes; assignment of DTT channels in the 600 MHz during the coordination process, if the administration intends to allocate the 600 MHz to the Mobile service. importance to inform about the intention, if any, to allocate the 600 MHz to the Mobile importance to achieve successful coordination/agre ements with the neighboring administrations; The meetings considered as steps forward to set the frequency coordination basis. The meeting recognized the: need to harmonize, to the utmost possible, the use of the 700 MHz by the Mobile; From the previous experiences in the matter of support from the BR and ITU-R Study Groups. efforts made by the BR to provide technical criteria and software in a short time; Questionnaire VHF/UHF use in CAC Deadline extended to 15 December 2017
