1 Date Submitted:3/4/2014 8:07 PM Submitted by:josh Carper Annual Allocation Form (STFC) Introduction The Student Technology Fee Committee (STFC) formally invites entities to submit requests for Annual Allocation funding. STFC is a funding committee that is comprised of solely UW Tacoma students. STFC operates as a branch committee of the Associated Students of the University of Washington Tacoma (ASUWT), and is the only budgeting committee within ASUWT. As a budgeting committee, STFC is charged with allocating several hundred thousands of dollars per year for the sole purpose of catering student needs through technology related programs, equipment and employment. According to the STFC Policies and Procedures, Annual Allocation requests are to be technology related and "designed to review and determine expenditures on improving existing technology and acquiring new technology programs, licences or employment to be utilized and available for the students of UW Tacoma". 3 General Request Information Introduction STFC Allocates money for technology purposes only. Within those purposes are different types of requests in which STFC considers. These different types of requests include Licensing, Items and Employment. For each type of request, STFC may require additional and more in clarifying information or the committee to consider in order to make reasonable decisions on proposals. The following is an explanation of each type of request to help aid you in your proposal writing process. What are the type(s) of requests available and what constitutes each request? Licensing: Licensing is generally requested to implement technology based program(s) or software in which students may be able to utilize for academic and non-academic purposes. For academic purposes, all proposals requesting licenses should include detailed explanations of what specific students (if not all) would benefit from this license. If for non-academic purposes, all proposals requesting licenses should include detailed explanations of what specific purpose this license would serve and how it would benefit students as a whole. Items: Item(s) or equipment requested from STFC are to implement new or improved technology that students may be able to utilize physically to better campus life or to aid in academic purposes. All item(s) that are requested from STFC must serve a purpose to UWT students in some capacity. All proposals requesting item(s) must include an explanation of the benefit the item(s) provides to students. Employment: Requested funding for employment from STFC primarily serve to provide more availability of service within departments that require student workers. Employment funding should be equitable to students (if for student employment) and should serve as an improvement to campus resource accessibility in whole. 4 Licensing Background: Review and discuss the context of the proposed technology in detail. Explain how this proposal will be used in conjunction with an original proposal or existing technology. Media Services works with students to help ensure their events are a success across campus. Media relies heavily on the proper A/V equipment to accommodate the requests from student groups. Media s current STF funded PA system is best suited towards small coffee shop style gigs that are acoustic instrument based. The campus growth has brought forth demand for a higher quality PA setup that can meet the needs of diverse events across campus. To meet the growing need, Media has put together a quote for an improved PA system that can accommodate the majority of events on campus, while also adding the benefit of recording the audio from student events. This request consists of a digital mixing (mixer) board, rolling case, laptop, software and accessories to connect everything together. We chose to focus our attention on these items first as they are the weakest link in our current setup. The heart of the request is the mixing board and laptop. This mixing board offers the campus a professional solution that has state of the art features that in the past would have been prohibitively expensive for the campus. The laptop directly interfaces with the mixer for tweaking and recording. I will discuss more in detail below. The features of the mixer are impressive. First, the mixer comes equipped with enough inputs to mic a full band, including a drummer with a large set of drums. Our current mixer lacks the amount of mic inputs to be able to mic a full band. As a result, the band and the audience suffer, as the sound quality is lacking. Modern music, ranging from Rock to Hip Hop benefits greatly from each instrument, singer and drum to be mic d to ensure all instruments are heard clearly through the speakers. The mixer is easy to use. With all of its built-in features it offers a quick and simple solution for mobile events. Currently we have to bring a setup that is three times as big to provide only some of the features of the new mixer. Simplicity is especially important since we train student Media techs that sometimes have little experience in sound. Having the external features built-in to mixer such as EQ and processing effects such as Reverb, Delay, Compression, Limiting, etc. provides us with a smaller footprint (less gear to transport and setup) and also more user-friendly for training students to operate. Also, the mixer offers a digital firewire output that can connect to a laptop or computer. Since we will be mobile with this setup we chose a laptop. The firewire output enables us to record the full audio of student s events/concerts to a digital realm (MP3, CDs, etc). We can then adjust each and every microphone and instrument to ensure an even and clear mix of the event. Students, as a result, will have always have a recording to remember their event by. We choose a Dell M4800 due to its superior build quality. Since we will be mobile with the setup we wanted a laptop that was rugged and also had the specs to keep up with recording audio which is intensive on a computer s resources. The mixing board in conjunction with a laptop and mic comes equipped with technology that can analyze each room it s placed in to adjust equalization of sound frequencies. To further explain, each room has its own unique acoustic characteristics. Some rooms, especially ones with hard surfaces like cement or wood floors are bright and harsh to the ears, while other rooms, typically ones that are smaller and have lower ceilings have an unpleasant amount of bass and mid-range sound that makes understanding singing and spoken word a challenge. Most recording studios invest heavily in acoustical dampening to make the room sound as flat as possible so it does not interfere with natural sound of instruments and singing. Unfortunately, we do have the luxury of having properly acoustically treated room on campus. We also do not have the proper equalizers to help filter out these troublesome sounds. The Presonus mixing board uses a technology built-in called Smaart software that in conjunction with a laptop and analyzer mic can combat this problem. The software works by playing pink noise through speakers in room and displays a visual graph of what frequencies to adjust to make the room even sounding in all frequencies. Years ago this software would have cost thousands of dollars, however, due to advances in technology; this feature is built in to the mixer/software infrastructure. An additional feature of the Presonus mixer is the ability to control most features wired or wirelessly through a Mac, Windows or ios software. For instance, you can adjust the sound of the mixer via an ipad on stage with the band. Or, a musician can adjust their sound coming through the stage monitor with their phone, all in real time. This is a new technology that most sound engineers and musicians could only have dreamed of. The flexibility of this mixer, laptop and accessories is we can take it anywhere on campus. We can plug into the existing speaker systems in rooms like Dawghouse or WPH, or stand-alone speakers that we already own. We already have microphones, stands and other sound accessories purchased by STF in years past to integrate with the system. The only extra microphone would be the Presonus PRM1 Anaylzer microphone to make sound adjustments to the room in which we are in.

5 The Lacie external hard drive will be for saving recordings. After an event we can then take the files and convert as needed without the need of the laptop. The laptop also runs smoother when files are saved on external drive versus internal hard drive. The firewire adapter card is for plugging into the Express card slot on the laptop to connect to mixer via firewire cable. This card has been recommended by Presonus to work best with their mixer. The Presonus Studio One software is Presonus' custom software for recording music and editing. The software is custom-tailored to work with the mixer. Please don t hesitate to ask if you have further questions on any of the items. Benefit to Students: Discuss how students will benefit from this proposal. There are multiple benefits to the students. First, the student will gain a mixer and recording solution that is of professional quality for events across campus. The students will get a mixer that has more expandability in terms of how many singers and instrumentalists we can amplify through the room s speakers. Also, using the mixer s Smaart software we can dial in each room on campus to ensure the optimal sound quality. As a result, students will have better sounding events on campus. Better sound will help to draw more students to events across campus. Students will also be able to record the full audio in digital format. Later on these files can be converted to MP3, put online or burned to a CD. This will be great for advertising, archiving and preserving memories of your events. This package also can save the students money in the long run by keeping audio engineering and production on campus. The majority of the time events on campus will not have to be hired out to external companies which can be very expensive and time consuming. Students will work alongside professional Media Technicians to get hands-on experience running sound and recording. These skills will be invaluable to students in their career journey. Students will get to work with professional equipment that would be found out in the job force. Having the proper tools to do the job is so important when first developing a skill. Purchasing these items will upgrade our current student mixer of amateur quality to something that rivals what many professionals use day in and day out. Access: Describe who will be using or will have access to the resources being proposed. This system consists of professional-grade equipment and thus is designed to be operated by full-time Media Techs members and/or trained Media Student Techs for student events on campus. Timeline: Provide a timeline showing how the proposed technology can be completed during the requested period. Describe when you would like to see this proposal initiated and completed, and why. Media would like to order equipment as soon as possible to ensure we are ready for all student events on campus. Once we receive equipment, we can have system put together and ready to go within 1 month after receiving. Contract/Warranty: Please explain whether the license you are requesting will include a contract with the purchase. Also, please provide a detailed explanation of the warranty (if any) that will be included with purchase of the license. Once purchased the software license will always be valid with no renewal needed. Resources/Budget: Discuss available financial, personnel and space resources devoted to the proposed technology and level of support. Proposal must detail all the items/resources requested to be purchased. This includes filling out the Item Detail. Please provide all necessary invoices as a file upload below. Media Services technicians will take full responsibility for managing equipment, running sound at events, and training student techs on operation. The equipment will be stored in WG 116, Media Services office when not in use. Location: Where will this license be located and accessible? Please provide a detailed explanation of the location. 10 "Agreement" and "Next Steps" Page What happens next? After you have checked the agreement box and your proposal is submitted, your proposal will be up for consideration by the Student Technology Fee Committee (STFC). The committee will review your proposal and determine first whether your proposal and the information you have provided is sufficient enough to make a decision upon. If it is NOT, then you will be notified to either provide additional information (per request of the committee), or you will be asked to conduct a presentation in which you will be required to explain your proposal in depth and may be asked question by committee members for further clarification. You are responsible to answer questions whether they be via dawgden messenger or in a timely manner. You will only be contacted via if the STF Committee requires your appearance for a presentation.
