1 27 th October 2016 Media Coverage of the United Nations Climate Change Conference (UNFCCC COP22 and CMP12) Bab Ighli, Marrakech November 7 th 18 th 2016 On behalf of the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) your booking for workspace in the International Media Centre (IBC) located in Marrakech at Bab Ighli is hereby confirmed. Your Cubicle/Workstation/Stand Up/SNG Parking or Flyaway slot numbers are all given in the accompanying . Can you please carefully read the following information about the facilities being made available in the Media Centre so that you are fully aware of what to expect upon arrival at the Bab Ighli COP22 venue. ACCREDITATION Accreditation for Media has closed as the allocated quota has been reached. Anyone entering the Conference Venue from 5 th November 2016 onwards will only be permitted entry with a UNFCCC Accredited Badge. Accreditation Badges can be collected from the Registration Area in the Conference Entrance Hall from 1st November 2016 between 9am-7pm. Thereafter from 7 th November 2016 registration will be open between 8am-8pm. Accreditation Badges must be collected in person. Do not send someone else. This is because a picture has to be taken which will be attached to the badge. INTERNATIONAL BROADCAST CENTRE (IBC) The IBC (Media Centre) will be officially open from 8:30am on Sunday 6 th November Those who require to do set-up prior to this date will only be permitted to do so from Saturday 5 th 2016, and a list of names must be submitted to the IBC Manager, Tim Davis. This list must be received by Wednesday 2 nd November davis.tim52@gmail.com From 8:00am Monday 7 th November 2016, the IBC will be open 24 hours every day and will remain open until approximately 3 hours after the closure of the Conference, which is scheduled for 6pm on 18 th November It should be noted that the availability of services during nighttime hours, and for Sunday 13 th November 2016 (the only designated day of rest) will be less than normal. Access to the Media Centre on the 13 th November 2016 will only be given to those who have indicated their wish to do so by signing up with the IBC Manager by 4pm on Saturday 12 th November This list will be given to Security who will use it as a cross-check for approval to enter.

2 Page 2 The IBC will be easily located upon your arrival at the Conference venue. You will first be required to pass through the mag and bag security check. Then the Registration Area followed by a badge scan. Upon exit from the Registration Area you will be faced with the central pathway of the venue. The Media Centre is approximately 700m along this pathway opposite the entrance to Plenary 1 which you will not be able to miss! The IBC layout is an open-plan layout split between TV and Radio workstations that are separated from the lockable cubicles by an Open Press Area. There is a second Open Press area in the next building along the pathway. All workstations and cubicles have been allocated against applications received. There will a Security Sweep of the Conference venue between 6pm Friday 5 th November and 6am on Saturday 6 th November. After this date all equipment entering the Conference venue will have to pass through UN security screening on arrival. Note: It is recommended to advise the IBC Manager should you be arriving with large volumes of equipment, and the date of your arrival, to give advance warning to the Security Personnel and to arrange assistance in getting the equipment to the Media Centre. TRANSPORT TO & FROM THE CONFERENCE VENUE A free continuous shuttle bus transport system will operate between: The Marrakech Menara Airport (RAK) to hotels and the conference venue Mohammed V Casablanca International Airport (CMN) to hotels and the conference venue (a journey of 3-4 hrs) All major hotels and the conference venue There will be Courtesy Desks at the Airports to assist those who need assistance and at all major hubs. The Shuttle Bus service will operate between 5 th 18 th November 2016 from 6am Midnight each day. Buses are expected to run at 20min intervals. The Conference Accreditation Badge will be your ticket for using the shuttle service. Those using the bus service for the first time will have to show their UNFCCC accreditation confirmation letter. The Shuttle Bus routes is available on Click on My Stay in Marrakech at the bottom of the home page screen. If you take a Taxi from the Airport to the Conference venue I paid Dm 100 (10 Euro s) just to give you an idea of cost. The use of personal vehicles is not recommended although there will be a parking area for private cars which will be approximately a 10min walk from the conference venue.

3 Page 3 Taxis are readily available throughout Marrakech and will be an option for getting to the conference venue. There will be a 'drop off and pick-up' point at the entrance of the conference venue. I also understand that Taxi s will be available from the Conference entrance. The address of the Conference Venue Main Entrance is: Bab Ighli Off Route du Barrage Marrakech WORKSTATIONS Each workstation comprises: 1.4m x 600mm Worktop. 3 Chairs CCTV Monitor Internet Connectivity (see below) Pool Feed (see below) Electrical Sockets (Power Rating 220v). 4x Strip socket - 2pin Schuko connections. Overhead Lighting Metal Lockable cabinet. Allocation by the IBC Manager upon arrival LOCKABLE CUBICLES Each cubicle comprises Working area of 11sqm 20sqm each. Loose desks and chairs to accommodate 4-8 people CCTV Monitor Internet Connectivity (see below) Pool Feed (see below) Electrical Sockets (Power Rating 220v). 4x Strip sockets - 2pin Schuko connections. Overhead Lighting Metal Lockable cabinet. Allocation by the IBC Manager upon arrival POOL FEEDS Connection to the Host Broadcaster s pool feed will be delivered through a BNC SDI connector (for TV Broadcasters) and XLR connections (for Radio Broadcasters) o Audio is embedded into the SDI cable. Audio on all channels will be selectable between Floor, English and Arabic languages. There is new technology this year where your selection of Room & Audio is via a touch screen. The host broadcaster s coverage is unrestricted and available for free use. Format will either be PAL or NTSC 16:9 HD to be selected from the MCR INTERNET ACCESS Each workstation will be equipped with Wired Internet connections with approximately 4mbs uplink and download speed. Free WiFi connectivity will be available throughout the Media Centre.

4 Page 4 CCTV MONITORS Each workstation/cubicle will be equipped with one 32 CCTV monitor with channels directly selectable via HOST BROADCASTER The Host Broadcaster will be SNRT GL Events will be providing the distribution services and there will be a help desk available at all times. A Master Control Room (MCR) will be located in the International Broadcast Centre serviced and managed by the Host Broadcaster. The Host Broadcaster will distribute the pool signals and provide access of these signals within the IBC to all TV and Radio Cubicles. These signals will also be delivered for external distribution including to all CCTV monitors throughout the venue and the live and on demand Webcasting of all COP22 proceedings. The Host Broadcaster will also provide copies of meetings on a USB stick upon request and approval of the IBC Manager. This service has proved extremely popular at previous COP s but it is a drain on resources and must not be considered as an option unless absolutely necessary. It is not an instantly deliverable service and at least 1hr should be allowed for turnaround. In the event there are numerous requests be warned there will be a queue. COMMERCIAL SERVICES For commercial services (hire of cameras, camera crew, equipment etc) these will be available - offered by the Host Broadcaster who will have a help desk in the Media Centre. There will also be a Multi-Camera Studio fully equipped and with operators and technical support staff serviced by the Host Broadcaster which will be available on a commercial basis. 5 Page 5 INTERNATIONAL TELEPHONE LANDLINES, ISDN & DEDICATED INTERNET SERVICE These services are now only available to those who have booked with Meditel PRESS AGENCIES All Press Agencies who have reserved space will be accommodated in Lockable Cubicles located within the IBC. Each room can accommodate up to 9 journalists in a space measuring approximately 16sqm and will be provided with: Worktops designed for Laptop use. Electrical Sockets 32 CCTV Monitor Wired Internet access (RJ45 at each worktop) and Free WiFi (Plug n Play) ACCESS TO PLENARY HALLS A bulletin will be issued and available from 6 th November 2016 explaining the access within the Conference venue for all Media. There will be a limited pool for photographers and film crews (one each per Media) to cover the initial part of the Opening Ceremony on 7th November Thereafter photographers and film crews may only enter the Plenaries under Escort. Your interest in these arrangements must be made through the IBC Manager when you are onsite. No pre booking. As and when other opportunities arise the IBC Manager will advise you through an alert. Please be sure that the IBC Manager has the correct address of those in your team who will be onsite. SNG VEHICLES/FLYAWAY DISHES All SNG bookings MUST be reconfirmed with the IBC Manager. This is to alert the Security Personnel. Needed are the Vehicle Make and Model, Registration. If you have already submitted these details you do not need to do so again except to confirm they have not changed. The Drivers Name, and others on board will be required. If SNG s are arrive or need to move between 5 th 18 th November 2016, the driver will need to have a UNFCCC Accreditation Badge. Arrival and Departure of SNG s/flyaway s: It is recommended that SNG/Flyaway s are parked in position at the venue anytime between 2 nd 4 th November Access on these dates is not restricted but it must be coordinated with the IBC Manager. These dates are for the parking of the SNG or Flyaway only. Actual Set-up can only commence on Saturday 5 th November Those who install their SNG or Flyaway after 5th November 2016 will first have to undergo security screening at the Security Search Park which is located outside the Venue perimeter to the left of the Services Gate. The vehicle will then be 'escorted' to the Conference Venue - and this can only be done between 11pm - 6am! This may be relaxed on the 5 th /6 th November, but will be in force from 7 th November 2016 onwards. The reason for this is that the access to the Satellite Farm crosses in front of the VIP entrance way. In the event an SNG is to be moved out of the venue after 7 th November 2016, this can only be done between 11pm-6am and again must be coordinated with the IBC Manager.

6 Page 6 All personnel on board SNG s must have an accreditation badges. (after 5 th November 2016) The address of the Conference Venue is: Bab Ighli Off Avenue Guemassa Marrakech Entry and Exit is through the Delivery/Service Gate off Avenue Guemassa. In summary the movement of SNG s from arrival to departure must be co-oridinated with the IBC Manager. This is to keep security informed and ultimately to make your lives easier. REMINDER POINTS Marrakech is GMT +1hr There will be a Restaurant immediately adjacent to the IBC on a cash basis. The IBC will be open and operational from Sunday 8:30am 6 th November Accreditation Badges can be collected from 1st November 2016 between 9am-7pm. Hours will be longer from 7 th November Registration/Accreditation is located at the Main Entrance to the Conference Venue Those with UNFCCC accreditation badges will have access to Free Transport on the COP22 Shuttle Bus Service. Broadcast Pool Signal will be HD or SD, PAL or NTSC 16:9. Power Supply in Marrakech is 220volts through 2 pin round (European) Schuko sockets. If you need adaptors to suit your equipment, best to bring them with you. For the Agenda and Programme of the Conference please visit the COP22/CMP12 website A separate mail will be sent to those who have expressed interest in attending the Open Day which will be on Tuesday 9 th November, :30 12:00 noon. All communication with regard to any of the above should be made to Tim Davis (see below). To give you an idea of what you are going to - below is a photograph of the venue taken on my (Tim Davis) arrival at Marrakech Airport on the approach to landing if you are on the right hand side of the aircraft. The downside to this is that there will be Aeroplane noise from the ground. Due to the number of Media attending the COP where possible, please restrict your communications to only essential information especially if queries can wait until you are onsite.
