1 2004 Specifications CSJ SPECIAL SPECIFICATION 6735 Video Optical Transceiver 1. Description. This Item governs the furnishing and installation of Video optical transceiver (VOTR) in field location(s) as shown on the plans and as detailed in the Special Specifications. 2. Materials. Provide new, corrosion resistance materials for all items furnished, assembled, fabricated or installed under this Item, in strict accordance with the details shown on the plans and in the specifications. Furnish a VOTR that is capable of operating as either a fiber optic color video transmitter and data transceiver, or a fiber optic color video receiver and data transceiver. Utilize the latest available techniques with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. 3. Equipment. A. Functional Requirements. Provide VOTRs that are compatible to all other equipment used for this project. Furnish VOTRs that are able to communicate simplex video signals, and full duplex digital camera control data signals simultaneously over a single optical fiber between specified locations as shown in the plans, as detailed in the specifications, and as directed by the Engineer. Transmit NTSC video in real time with a camera-to-monitor video bandwidth of at least 8 MHz. Provide data input/output circuits that support two-way RS Support up to two video/data links (2 single mode fibers) for each camera in the field, meeting EIA/TIA Standard 250C medium haul video requirements. Provide video optical transmitters and receivers from the same manufacturer. Furnish an optical interface for the VOTR that accommodates single mode fiber and operates at optical wavelengths of 1310 nm and 1550 nm thereby allowing full duplex operation of the data channel and simplex video transmission. B. Electrical/Optical Requirements. 1. Transmitter Video Input. Furnish transmitter video input at 75 Ohms nominal, 1.0 Volt peak-to-peak between sync tip, and 100% white level in accordance with EIA/TIA Standard 250C. 2. Transmitting Device. Provide a transmitting device that is capable of transmitting over a single mode fiber strand

2 3. Transmitter Optical Output. Provide output power to 8/125 single mode (step index) dual window glass fiber, as indicated on the plans, at wavelengths of 1300 nm/1550 nm able to accommodate a link loss budget of 16 db at 1550 nm. Once design is tested and approved, the optical couple s power value and tolerance will become incorporated as part of this specification for the purpose of acceptance tests. 4. Optical Detector. Provide a pin diode optical detector for the receiver. 5. Receiver Optical Input. Provide VOTR equipment with a minimum receiver input sensitivity of 16 db at 1550 nm below the transmitter output level and operate within the parameters of this specification. Once the design is tested and approved, the receiver sensitivity value and tolerance will be incorporated as a part of this specification for the purpose of acceptance tests. 6. Receiver Automatic Gain Control. Provide automatic gain control (AGC) circuitry to provide the receiver with the required dynamic range from transmitterreceiver spacing of 0 to 16 db at 1550 nm. If approval is obtained from the Engineer, the dynamic range requirements may be accomplished with external optical attenuators. 7. Receiver Video Output. Provide receiver video output at 75 Ohms nominal, 1.0 Volt peak-to-peak between sync tip and 100% white level in accordance with EIA/TIA Standard 250C. 8. Transmitting/Receiving Devices. Furnish transmitting/ receiving devices with a minimum mean time between failure (MTBF) of 100,000 hours at 158 F ambient. Incorporate diagnostic bicolor video input LEDs in the transmitter and bicolor level/loss indicators in the receiver for quick visual indication of link operation. 9. Modulation. Use pulse frequency modulation. 10. Signal to Noise Ratio. Provide better than 60 db system signal to noise ratio (SNR), measured as peak-to- peak white to blanking, to rms noise (ppwb/rms) in a 10 khz to 5 MHz bandwidth. 11. Linearity. Provide linearity that is better than 1%. 12. Tilt. Provide tilt of less than 2%. 13. Differential Phase. Provide differential Phase of less than 1.4 degrees for a 10% to 90% average picture level (APL). 14. Differential Gain. Provide differential Gain of less than 5 IRE for a 10% to 90% average picture level (APL). 15. Frequency Response. Provide frequency Response that is plus or minus: a. 0.2 db, 10 Hz to 0.5 MHz; b. ± 0.5 db, 0.5 MHz to 4.2 MHz

3 16. Optical Fiber Compatibility. Furnish optical Fiber Compatibility with 8/125 micron, dual window single mode glass fiber, as indicated on the plans. 17. FC Connector. Utilize FC connectors with these devices. 18. Data Performance Requirements. Digital data transmitted and received by the VOTR must conform to all the requirements of EIA Standard RS Data Rate. Furnish VOTR equipment that supports data transmission rates from 0 bits/sec up to and including 9600 bits/sec. 20. Bit Error Rate (BER). Do not exceed a bit error rate for each data channel of 10 to the -9 power. 21. Power Requirements. Supply Transmitters and Receivers that operate at 12 to 16 VAC from a separate power supply to be provided as part of this bid item and do not draw more than 10 Watts of power each. Furnish separate power supplies that operate at 115 VAC ± 10%, 60 Hz ± 3 Hz. Provide equipment that is not affected by the transient voltages, surges and sags normally experienced on commercial power lines. It is the Contractor's responsibility to check the local power service to determine if any special design is needed for the equipment. Any extra cost, if required, is subsidiary to this Item. 22. Surge Protection. Install appropriate Surge protectors in the cabinet for the coaxial cable connection to the video camera. 23. Power Service Transients. Provide equipment that meets the requirements of Sec , Transients, Power Service of the NEMA Standard TS2-1992, and/or the latest revision. 24. Wiring. Provide all wiring to the requirements of the National Electric Code. Cut all wires to proper length. Provide cable slacks to facilitate removal and replacement of assemblies, panels, and modules. Do not double back any wires to take up slack. Neatly lace wires into cable with nylon lacing or plastic straps. Secure cables with clamps. 25. Transient Suppression. Provide diodes or other protective devices across the coils of all DC relays, solenoids, and holding coils for transient suppression. 26. Power Service Protection. Furnish equipment with contain readily accessible, manually re-settable or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. 27. Fail Safe Provision. Design the equipment such that the failures of the equipment shall not cause the failure of any other unit of equipment. 4. Mechanical Requirements. A. Modular Design. Furnish equipment that is modular in design to allow major portions to be readily replaced in the field

4 Mechanically key modules of unlike functions to prevent insertion into the wrong socket or connector. Clearly identify all modules and assemblies with name, model number, serial number, and any other pertinent information required to facilitate equipment maintenance. B. Connectors and Harnesses. Make all external connections by means of connectors. Key the connectors to preclude improper hookups. Color code and/or appropriately mark all wires to and from the connectors. Use BNC type video input and output connectors. Pleat every conductive contact surface or pin with no less than 20 microns of gold. Connect digital data inputs and outputs to and from the transmitter and receiver via a screw terminal type or DB type connector configured in a format compatible with the interface requirements of the data communications equipment attached. Provide a connecting harness of appropriate length and terminated with matching connectors for interconnection with the video cameras, camera control equipment, and the terminal equipment shown on the plans, or as directed by the Engineer. Use FC fiber connector. C. Housing. Use standard compact serviceable modules for the transmitter and receiver, with dimensions of the transmitter or receiver module not more than 4 in. D x 7 in. W x 2 in. H. D. Environmental Design Requirements. Provide equipment that meets all its specified requirements during and after being subjected to any combination of the following requirements: 1. Ambient temperature range of -40 C to +80 C. 2. Relative humidity from 0% to 95%. 5. Construction. A. General. Utilize the latest available techniques with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality for equipment construction. Design the equipment for ease of maintenance, with all component parts readily accessible for inspection and maintenance. Provide test points for checking essential voltages and waveforms. B. Electronic Components. Furnish all electronic components in compliance with Special Specification, Electronic Components. C. Mechanical Components. Use stainless steel for all external screws, nuts, and locking washers; do not use any self-tapping screws unless approved by the Engineer

5 Fabricate all parts of corrosion resistant material, such as plastic, stainless steel, anodized aluminum, or brass. Protect all materials used in construction from fungus growth and moisture deterioration. Separate all dissimilar metals with an inert dielectric material. 6. Documentation Requirements. Provide documentation in accordance with the Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty, Article Testing. Conduct testing in accordance with the Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty, Sections (F). In addition, include the following testing: A. Subsystem Test. Conduct a video transmission subsystem test. As a minimum, demonstrate all video signal receptions in the control center location(s). Conduct a signal to noise ratio (SNR) test on all video links. Prove that the SNR meets the requirements in Section 3.B.10. of this specification. If subsystem tests fail because of any component(s) in the subsystem, fix the particular component(s) or substitute with other component(s) and repeat the tests. If a component has been modified as a result of the subsystem test failure, prepare a report and deliver it to the Engineer for approval prior to re-testing. B. Data Performance Tests. Conduct all digital data performance testing necessary to ensure compliance with all of the requirements of EIA Standard 232. As a minimum, test and demonstrate data communications between each of the data channel units in the control center and the corresponding data channel unit in the field. Using a loopback plug at each EIA-232 channel terminating at a field location, conduct a 24-hour bit error rate test (BERT) for each channel using a data communications test set in the control center. This BERT is used to determine the bit error rate (BER) through the system and terminating equipment at each end, and to certify that the EIA-232 channels can operate at a sustained rate of 9600 bits/sec (bps) for a 24-hour period. Use the 511-bit CCITT standard pseudorandom pattern for testing. With the BER measured at 9600 bps, do not exceed the requirements of Section 3.B.20 of this specification, with the error free seconds (EFS) being better than 99.98%. If this BER is exceeded on any channel, correct the problem and completely restart the entire BERT from the beginning, as if no previous BERT had been conducted. If a component has been modified as a result of the subsystem test failure, prepare a report and deliver it to the Engineer for approval prior to re- testing. 8. References. Submit at least three separate references for the VOTR supplier that have been successfully operating a video and data transmission system from this supplier, for a period of no less than one year. Include name and address of organization, and the name and telephone number of an individual from the organization who can be contacted to verify system

6 9. Training. Provide training in accordance with Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty, Article Warranty. Provide a warranty accordance with the Special Specification, Testing, Training, Documentation, Final Acceptance and Warranty, Article Measurement. This Item will be measured as each unit furnished, installed, made fully operational and tested in accordance with these Special Specifications or as directed by the Engineer. 12. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under Measurement will be paid for at the unit price bid for Video Optical Transceiver This price will include all equipment described under this Item with all cables and connectors, all documentation and testing; and includes the cost of furnishing all labor, materials, training, warranty and equipment necessary to complete the work
