1 2015 DONOR IMPACT REPORT Advocacy in Action: Five Toxic Programs Removed from Television In 2015, the Parents Television Council (PTC) and tens of thousands of concerned Americans from like-minded grassroots organizations held numerous corporations accountable for the harmful television shows they sponsor with their advertisements. From contacting corporate leaders to organizing public campaigns that demanded sponsors stop supporting explicit TV programs, the PTC helped redirect millions of advertising dollars from five prime-time basic cable and broadcast television shows, ultimately leading to their cancellation: Sex Box (WE tv): featured couples having sex in a soundproof, camera-free box on stage, and then discussing their encounter with a panel of so-called experts before a live audience. Neighbors With Benefits (A&E Network): depicted several married couples engaged in extramarital relationships while leading their everyday lives as parents. Seven Year Switch (FYI Network): profiled troubled married couples swapping spouses with one another in an attempt to help repair their relationships. Sex In Public (TLC): featured an undercover psychologist using a hidden camera at shopping malls and parks across America to interview complete strangers about their sexual appetites and relationship issues. Hannibal (NBC): a graphic and horrifically violent series that glorified a psychotic serial murderer based on Hannibal The Cannibal Lecter in the 1991 movie The Silence of the Lambs. Despite the explicit sexual content and graphic violence, each of these shows was rated TV-14 (suitable for a 14-year-old child) and aired during a time when children were likely to be watching. Once again, the PTC has demonstrated that television networks will often cancel shows when advertisers withdraw their support and sponsorship revenue decreases. We continue to track every sponsor of prime-time broadcast and basic cable programs, and will vigilantly confront the advertisers who underwrite graphic sex, violence and explicit dialogue. Securing Enforcement of the Broadcast Indecency Law In 2013, the former Chairman of the Federal Communications Commission (FCC) proposed that the broadcast indecency law be changed to only penalize egregious content. But he refused to define the guidelines for such material, and the FCC dismissed more than one million indecency complaints. The PTC led a coalition of like-minded organizations to demand the FCC uphold the existing law. Over 100,000 people filed public comments with the FCC to show their support, and the FCC pledged to enforce the indecency law.

2 Last March, our unrelenting pressure on Washington, D.C., came to fruition when the FCC imposed the legal maximum $325,000 fine on a CBS affiliate TV station for airing indecent material at a time when children were in the audience. This sanction was the FCC s first response to an indecency complaint in eight years, and the largest penalty the Commission has imposed for a single indecent broadcast by a TV station. This victory is a powerful reminder that broadcasters who use the public airwaves must abide the law. We will continue to push the FCC to adjudicate the backlog of pending indecency complaints as well as those which will be filed in the future. Unmasking Jokes About Sexual Violence Against Children In May, the Parents Television Council published the report At Whose Expense Are We Laughing? Sexual Violence against Children as a Joke on Family Guy. This study analyzed the content of every first-run episode aired between February 2012 and February 2015 of FOX Network s animated sitcom Family Guy one of the most-watched shows on television by children ages Although every episode in the study was rated TV-14 by FOX, this study revealed that Family Guy contains explicit jokes about sexual exploitation of children, molestation and rape every week. Notably, 79 percent of all the scenes depicting sexual violence were carried out on children and teens. Every instance of sexual violence was delivered as a joke or a humorous depiction of rape, molestation or pedophilia. In the 21 episodes that aired in , there were 23 scenes containing a form of sexual violence and 21 of those scenes were jokes and depictions of the sexual violation of children. This report generated considerable national attention and scrutiny of Family Guy. PTC President Tim Winter met with the creator and executive producers of the show in April, and it appears they are reconsidering jokes about sexually exploiting children in the show. After several weeks of new episodes this season, there has not been a single joke about sexually assaulting children. Opposing the Merger of Comcast and Time Warner Cable Many parents subscribe to basic cable to provide their children a wider variety of family-friendly and educational programming such as Nickelodeon, Disney Channel and History channel. But in order to receive these channels, the cable TV industry unfairly forces subscribers to purchase packages of channels called bundles which include programs they do not want or find offensive. The PTC, in partnership with national consumer and pro-family organizations, is leading the Cable Choice campaign to advocate for an a la carte model that would enable

3 subscribers to select and pay for only the channels they want. When Comcast and Time Warner Cable, the nation s two largest cable companies, proposed a merger, the PTC resolutely opposed the agreement because it would have led to more pornographic material on cable TV and would have been the death knell for Cable Choice. Working closely with a broad bipartisan coalition, including radio host and political commentator Glenn Beck and TheBlaze TV, the PTC helped organize a petition which was signed by tens of thousands of Americans and submitted to the FCC to protest the deal between the two cable companies. Last April, Comcast relented to tremendous public pressure, as well as criticism from consumer groups and politicians, and withdrew from the merger. In May, Charter Communications, Inc., announced its intention to purchase Time Warner Cable, and the acquisition is pending approval by the FCC. PTC President Tim Winter met with four of the five FCC commissioners in November and stressed that the merger must serve America s children and families by providing more family-friendly cable networks. TV Shows About Families are Not Family Friendly Early in the past year, the PTC issued the research report Remembering Family: Insights and New Research on Family and Media which analyzed shows about families aired by the broadcast networks. Among the findings of this study, while only 33 percent of these shows contained violence, 99 percent contained some form of adult content. Ninety-four percent of these programs contained profanity and 81 percent had sexual content. The report provided empirical data proving the need for more family friendly entertainment. Saving a Beloved Children s Classic In September, ABC debuted its new fall prime-time sitcom, The Muppets, featuring the iconic puppet character Kermit the Frog from the hugely popular original program The Muppet Show which premiered in ABC s The Muppets supposedly was created for families to watch together, and children are naturally attracted to the characters. Nielsen data indicates over one million children ages 2-11 watch The Muppets each week. But the PTC analyzed each scene of the first four episodes and found that the show exposes children to adult content such as characters getting drunk in a bar and talking about illegal drug use, Kermit talking about cross promoting with a female character and Miss Piggy surgically enhancing her breasts and buttocks every three minutes. The Muppets executive producer, Bob Kushell, publicly admitted the show s makeover attempts to reach older viewers, yet he acknowledged the program has developed into

4 a children s product over the years. Kushell also commented that the producers want to push the content further into an adult-themed direction. Two weeks after the PTC publicized the findings, and called for the show s return to it s roots as a family-friendly proram. Kushell was fired, and the second half of the season will reportedly look very different than the first. The Campaign for TV Content Ratings Reform Even with the Parents Television Council s many victories, the entertainment industry produces new shows every year that are harmful to our culture, and they are marketed to children without any regard for the twisted messages these shows contain. After years of research, we have identified a strategic component to help parents more effectively protect their children from toxic material on prime-time entertainment television. The age-based TV content ratings system is deeply flawed and must be reformed. Television program content ratings are inaccurate and unreliable because they are assigned by the same network that produces and airs the shows. This creates a conflict of interest that benefits the entertainment industry and victimizes children and their families. TV networks exploit this situation because major advertisers are unlikely to support shows rated for mature audiences only. Thus, network executives intentionally rate extremely graphic material as TV-14 or even TV-PG (parental guidance suggested) to draw the largest viewing audience and attract key sponsors that will pay the networks high fees to advertise during the show. Unfortunately, parents are misled about the accuracy of the content ratings, and they unknowingly allow their children to watch TV programs filled with harmful material. The PTC has learned that the Television Oversight Monitoring Board (TVOMB), established by the FCC to ensure the consistency of the ratings system, actually preserves the conflict of interest that the entertainment industry is exploiting. The FCC requires the TVOMB to include members of children s advocacy groups, but an industry executive decides which groups to include. Therefore, the oversight board is overwhelmingly comprised of network executives and lobbyists for the entertainment industry. Without input from parents and families, the TVOMB cannot review the content ratings objectively, as the FCC originally specified and a fraudulent ratings system is serving the interests of the entertainment industry instead of parents and their children. The PTC has repeatedly presented suggestions to the TVOMB to improve the ratings system. We compiled and shared excerpts of extremely explicit content that was rated appropriate for children, but the oversight board showed no concern. And the TVOMB continues to delay our request to be named one of its

5 members from the advocacy community. Because of this unresponsive behavior, the PTC must build intense public pressure to create positive changes to the TV content ratings system. In August, the PTC publicly launched the nationwide Campaign for TV Content Ratings Reform, a new, multi-phase movement to show our supporters and the general public examples of some of the most graphic, prime-time entertainment TV content that is consistently rated as suitable for children. We are about to release to the public a study which combines 20 years of research data relative to the ineffectiveness of the content ratings system. During this campaign, we are gathering thousands of signatures for a petition to request Congress to hold a formal hearing into the content ratings system and the TVOMB by July PTC President Tim Winter and National Grassroots Director Melissa Henson personally briefed senior advisors to Senators and Members of Congress in early November, and they are securing bipartisan support early in the process to assure this project s success. The ultimate goal is to reform the content ratings into an accurate and dependable system that benefits every child and family in America.
