PRINCIPLE Uncontrolled When Printed 1.1 Single Line Working by Pilotman must be introduced when engineering work or an obstruction results in one line of a double line becoming blocked and it is necessary that ALL trains travelling in EITHER direction pass over the one remaining line. (Single Line Working is not necessary if the one remaining line is bi-directional). 1.2 A Pilotman must be appointed to take charge of the Single Line Working. 1.3 The Pilotman must:- be present to authorise ALL movements which require to enter or foul any portion of the single line, unless the Rules in this Section N permit the Signaller to authorise the movement instead ask the Signaller for permission before authorising the movement 2. METHOD 2.1 Appointment of a Pilotman A competent person must be appointed by the local Railtrack Production Manager to act as Pilotman The local Railtrack Production Manager must make sure that a Pilotman's armlet and Single Line Working forms and tickets are available for use at signal boxes and other appropriate locations. 2.2 Identification of the Pilotman The Pilotman must:- wear on the left arm, an armlet with "Pilotman" on it in white letters on a red background Master Rule Book Page N.7
8 if an armlet Uncontrolled is not immediately When available, Printedwear in the same position a red flag until an armlet is provided 2.3 Single Line Working forms The Pilotman must complete a Pilotman's Single Line Working form (RT3191/1 - see example on pages N.36 and N.37) which will detail the Single Line Working arrangements The Signaller must complete a Signaller's Single Line Working form (RT3192/1 - see example on pages N.38 and N.39) which must be dictated by the Pilotman. 2.4 Securing points which become facing (See details in clause X.1.3(c)) 2.5 Control of movements in the right direction over the single line Signals on the unobstructed line must as far as is practicable be worked normally for right direction movements. (See also Diagrams 1N and 2N on pages N.14 and N.15) Right direction movements over any AHB level crossing which is under local control must be controlled by handsignals. 2.6 Control of movements in the wrong direction over the single line Signals on the obstructed line must be disregarded. Instead, all movements in the wrong direction must be controlled by handsignals as follows:- (See also Diagrams 1N and 2N on pages N.14 and N.15) Page N.8 Master Rule Book

10 2.6.2 Shunting signals Uncontrolled and position When light Printed signals must be worked normally, where practicable, to control wrong direction movements. 2.7 Single Line Working tickets The Pilotman must give the Driver of each train requiring to enter or foul the single line a completed Driver's Single Line Working ticket (RT3193/1 - see example on pages N.40 and N.41) unless the train is to enter an obstructed section to:- assist a failed train, or remove a portion of a divided train 2.8 Protection of engineering work affecting the single line When it is necessary to protect engineering work which is affecting the single line, the Protection Controller (PC) or Controller of Site Safety (COSS) must:- carry out the appropriate instructions in Section T (Part ii) arrange for the attendance of any Handsignallers who are required 2.9 Withdrawal of Single Line Working The Pilotman is the only person who can authorise Single Line Working to be withdrawn The Pilotman can authorise Single Line Working to be withdrawn before the obstructed line is clear in the following circumstances:- the arrangements to do so have been published, or the Pilotman is given permission to do so by the local Railtrack Production Manager Page N.10 Master Rule Book

DUTIES Uncontrolled OF SIGNALLERS, When PrintedTHE PILOTMAN, DRIVERS AND GUARDS X.1 SETTING UP SINGLE LINE WORKING X.1.1 X X Arrangements between the Signaller and the Pilotman The Pilotman and each Signaller concerned must before Single Line Working starts:- reach a clear understanding with each other about the arrangements that are to apply agree a time at which the Pilotman must complete the Pilotman's Single Line Working form The Signaller must remind the Pilotman of the presence of any of the following if they will be affected by the Single Line Working:- (a) (b) (c) (d) (e) (f) manned level crossings which are protected by signals automatic level crossings barrow or foot crossings with white light indications unworked points intermediate signal boxes which are closed any temporary or emergency restrictions of speed that apply on the single line or will effect any train returning to the proper line The Signaller must also tell the Pilotman if the obstructed line is protected in accordance with Section T (Part ii) or is under possession in accordance with Section T (Part iii). 12 X.1.2 X X X X Withdrawn Document Completing the Uncontrolled Single Line When Working Printed forms The Pilotman must complete and sign the Pilotman's Single Line Working form:- at the time that was agreed with the Signaller, and provided the line over which the Single Line Working is to apply is clear When the Single Line Working form has been completed, the Pilotman must dictate it to:- the Signaller controlling each crossover between which Single Line Working is to apply the Signaller at any intermediate signal box which is open Each Signaller must then complete a Signaller's Single Line Working form at the Pilotman's dictation. When the form has been completed, each Signaller concerned must:- enter the Pilotman's name on the form read back the completed form to the Pilotman. This enables the Pilotman to be sure that the correct details have been entered on the form by the Signaller record the details in the Train Register The Pilotman must then record the name of each Signaller on the Pilotman's form. X.1.3 Arrangements to be made by the Pilotman After the Single Line Working forms have been dictated, the Pilotman must undertake the following:- (a) Protection arrangements The Pilotman must make sure there is room for trains to draw forward/set back at each end of the single line, clear of any necessary protection on the obstructed line. Where necessary, additional protection must be provided as shown in the table below:- Page N.12 Master Rule Book 12/2002

At the exit end, a hand danger signal must be placed on ground in the "four foot" sufficiently clear to enable trains to set back A hand danger signal must be placed on the ground in the "four foot" sufficiently clear to enable trains to draw forward/set back (b) Arrange for Handsignallers The Pilotman must arrange for Handsignallers to be positioned at the following locations to display a handsignal to all trains travelling over the single line in the wrong direction:- opposite the signal which applies to the obstructed line protecting the crossover over which trains will 12/2002 Master Rule Book Page N.13
14 return Uncontrolled to the proper When line, or Printed on an Absolute Block line, opposite the home signal that is worked from the same signal box that controls this crossover. It is, however, not necessary to position a Handsignaller at either of these locations provided the Pilotman travels with every train over the single line in the wrong direction. (d) (e) The Pilotman may do this while accompanying the first train over the single line and must therefore tell the Driver to stop the train at each set of points so that he/ she can check they have been properly secured before the train passes over them. Disconnection of track circuit controls The Pilotman must find out if any track circuits require to be disconnected, and if they do, instruct the Signaller concerned to complete and issue form RT3186 to the Signal Technician. Platform working at stations The Pilotman must tell the person in charge of any station where the platform working will be affected by Single Line Working of the revised arrangements. 17 (f) (g) (h) Withdrawn Document Persons Uncontrolled working When on or Printed near the line The Pilotman must tell everyone who is working on or near the line:- that Single Line Working is to be introduced the line over which it will apply The Pilotman must undertake to do this personally if travelling on the first train over the single line. If not accompanying the first train, the Pilotman must ask the Driver to tell everyone working on or near the line. Advising Crossing Keepers The Pilotman must make sure that any Crossing Keeper who will be affected is told:- of the Single Line Working arrangements that are to apply of the arrangements for the working of block indicators (where they are provided) The Pilotman may do this while accompanying the first train over the single line. Speed restrictions The Pilotman must find out whether there are any temporary or emergency speed restrictions that apply on the single line or will affect any train returning to the proper line. X.1.4 X Arrangements to be made by the Signaller The Signaller must make sure that:- (a) an Attendant takes duty at:- an AHB level crossing which is not provided with wrong direction controls any CCTV or RC level crossing, except where otherwise authorised in Signalbox Special Instructions 12/2002 Master Rule Book Page N.17

The Signaller can ask the Pilotman to arrange to have these points secured if the points are remote from the signal box when train movements require to be made on the obstructed line:- movements to or from a possession are made in accordance with Section T (Part iii) any wrong direction movement of a failed or assisting train is made in accordance with Section D the Pilotman is aware of any temporary or emergency speed restrictions that apply on the single line or will affect any train returning to the proper line X The Signaller must tell the Pilotman when all of the arrangements in clause X have been completed. X.1.5 X X X X When arrangements are complete The Pilotman must make sure all of the requirements contained in clause X.1 are complete before authorising the first train to travel over the single line in the wrong direction. The Pilotman must tell each Signaller:- when all the arrangements to introduce Single Line Working are complete the precise location of each Handsignaller The Signallers must then write the following below the Single Line Working entry made in the Train Register:- "Single Line Working started at...(time)." 19 X.2 DURING Uncontrolled SINGLE LINE When WORKING Printed X.2.1 Pilotman's authority for movements to enter the single line The Pilotman must:- be present to personally authorise all movements which require to enter, or foul the single line ask the Signaller who controls the entrance to the single line for permission before authorising the movement The Driver must ONLY enter the single line if the personal authority of the Pilotman has been obtained. Exception :- The Signaller can authorise a movement to enter or foul the single line without the Pilotman being present if any of the following apply:- (a) (b) (c) a train is to enter the single line in order to assist a failed train. The Signaller must ask the Pilotman for permission before authorising the movement a train is to pass through a trailing crossover which is in rear of the obstruction a train is to pass to or from an unaffected route at a junction at the end of the single line section. For these movements:- signals may be worked normally the Driver does not need to be told that Single Line Working is in operation X.2.2 Worked points not fitted with a facing point lock The Signaller must arrange for worked points that are not fitted with a facing point lock at, or released from, the signal box to be secured before authorising a movement over them in the facing direction. 20 X.2.3 X Withdrawn Document Pilotman's instructions Uncontrolled to Drivers When Printed Before authorising a train to enter the single line in either direction, the Pilotman must:- (a) (b) tell the Driver over which line Single Line Working applies between which crossovers Single Line Working applies If there is more than one crossover at either end of the section, the Pilotman must make sure the Driver clearly understands which crossover is being used for Single Line Working instruct the Driver to pass over any AHB level crossing which is under local control only if authorised by a proceed handsignal displayed at the crossing In addition, before authorising a train to travel over the single line in the wrong direction, the Pilotman must:- (c) tell the Driver:- whether a Handsignaller has been provided to control wrong direction movements back to the proper line. If this Handsignaller has not been provided, the Pilotman must travel with the Driver and remind the Driver of the location of the crossover where trains are being returned to the proper line (d) the precise locations where Handsignallers are positioned to control wrong direction movements to pass a Handsignaller only if a proceed handsignal is being displayed instruct the Driver to approach cautiously a CCTV or RC level crossing at which no Attendant has been appointed and not pass over it until satisfied that it is safe to do so. X.2.4 Completion of Driver's Single Line Working ticket The Pilotman must hand the Driver a completed Driver's Single Line Working ticket after all of the necessary instructions have been given to the Driver, unless the train is to enter an obstructed section to:- assist a failed train, or remove a portion of a divided train 12/2002 Master Rule Book Page N.21
22 X.2.5 X.2.6 X X Withdrawn Document Train worked Uncontrolled by two or more When locomotives Printed If the train is worked by two or more locomotives, the Pilotman must:- give the necessary instructions concerning the Single Line Working arrangements to the Driver of each locomotive show the completed Driver's Single Line Working ticket to each Driver hand the completed ticket to the Driver of the leading locomotive Driver's advice to the Guard The Driver must advise the Guard (where provided) that Single Line Working is in operation when the train requires to travel over the single line in the wrong direction. The Guard must take into consideration:- station working, release of doors and safety of passengers protection arrangements if it is necessary to carry out the requirements of Section M (Part i) X.2.7 X.2.8 X.2.9 Warning everyone on or near the line If the Pilotman is not travelling with the first train over the single line, the Driver must be instructed to stop and tell everyone who is working on or near the line:- that Single Line Working has been introduced the line over which Single Line Working applies Passing a signal at Danger The Pilotman must ask the Signaller for permission before authorising the Driver to pass any signal at Danger. If, however, no Handsignaller has been provided to control wrong direction movements back to the proper line, the Pilotman must accompany every train over the single line in the wrong direction in order to remind the Driver of the location of the crossover being used by trains to return to the proper line if there is more than one locomotive, the Pilotman must ride with the Driver of the leading locomotive X.2.10 X.2.11 X X X Pilotman arriving at the end of the single line The Pilotman must, on arriving at the end of the single line:- collect the cancelled Driver's Single Line Working ticket from the Driver tell the Signaller immediately that he/she has arrived Intermediate signal boxes Before allowing an intermediate signal box to open, the Pilotman must dictate a Single Line Working form to the Signaller. The Signaller at an intermediate signal box must not permit a train to enter or foul the single line unless the Pilotman is present. The Pilotman can give permission for a train to work at an intermediate signal box without having to accompany the train. X.2.12 Checking points which have been secured The Pilotman must, from time to time, check to see that points which have been secured for Single Line Working:- remain secured, and the green flag or green light remains properly displayed at unworked points 12/2002 Master Rule Book Page N.23
24 X.2.13 X X X Withdrawn Document If the Pilotman Uncontrolled is relieved When Printed The Pilotman must, if relieved,:- make sure the relief fully understands the Single Line Working arrangements give the relief:- the Pilotman's Single Line Working form the Pilotman's armlet any padlock keys tell each Signaller and give the name of the relief to the Signaller not ride in the driving cab of any train over the single line The Signaller must record the name of the new Pilotman and the time on the Signaller's Single Line Working form. The new Pilotman must sign the Pilotman's Single Line Working form. X.2.14 X X If the Signaller is relieved The Signaller must make sure the relief:- fully understands the Single Line Working arrangements signs the Signaller's Single Line Working form in his/her presence If a Signaller comes on duty when Single Line Working is already in operation, that Signaller must tell the Pilotman as soon as possible. X.2.15 Speed restrictions The Signaller must tell the Pilotman about any temporary and emergency speed restrictions that are introduced during Single Line Working which will apply on the single line or affect any train returning to the proper line. 25 X.3 OBSERVANCE Uncontrolled OF SIGNALS When Printed X.3.1 X X Trains working over the single line in the right direction The Driver must obey each signal when travelling over the single line in the right direction. The Driver must not pass a signal at Danger unless authorised by the:- Signaller, or Pilotman, or Handsignaller, or Crossing Keeper X.3.2 X X X Trains working over the single line in the wrong direction The Driver must understand that all movements over the single line in the wrong direction will be controlled by handsignals in accordance with the Pilotman's instructions. The locations where handsignals must be displayed and the proceed aspect to be given are shown in clause If the Driver is advised by the Pilotman that a Handsignaller has not been provided to control wrong direction movements back to the proper line, the Driver must:- (i) stop the train (except as shown in (ii) below) at the following location:- opposite the signal which applies to the obstructed line protecting the crossover over which trains are returning to the proper line, or on an Absolute Block line, opposite the home signal that is worked from the same signal box that controls this crossover Master Rule Book Page N.25

The Driver must do this, if instructed to do so by the Pilotman stop where necessary to allow the Pilotman to tell any Crossing Keeper of the Single Line Working arrangements All movements over the single line The Driver must stop at each location where train movements are being controlled by handsignals unless a handsignal is displayed authorising the train to proceed. X.4.3 Movements over the single line in the right direction - Passing a signal at Danger The Driver must carry out the instructions contained in Section D when passing a signal at Danger. The Driver must, however, at the first convenient opportunity:- cancel the ticket by writing the word "CANCELLED" across it hand the ticket to his/her Supervisor when booking off duty X.5 FAILURE OF A TRAIN ON THE SINGLE LINE X.5.1 When the Pilotman is on the train The Pilotman must:- make arrangements with the Signaller for assistance to be provided for the failed train ask the Signaller for permission before making the movement if the failed train is to return to the same end of the single line as it entered Master Rule Book Page N.27

The Pilotman must travel with the assisting train if:- the assistance is to come from the rear, and the failed train is to be withdrawn to the rear X.6 WITHDRAWAL OF SINGLE LINE WORKING X.6.1 X X Action the Pilotman must take The Pilotman must tell each Signaller concerned immediately when Single Line Working is to be withdrawn. The Pilotman must:- when the last train is clear, arrange for:- any Handsignallers to be withdrawn any points which have been secured to be released any green flag or light to be removed tell the person in charge at any station where the platform working was affected:- that Single Line Working is withdrawn whether the obstructed line is now open or is to remain blocked tell any Crossing Keeper affected:- that Single Line Working is withdrawn whether the obstructed line is now open or is to remain blocked If the Pilotman cannot verbally tell the Crossing Keeper, Page N.28 Master Rule Book
29 the Driver Uncontrolled of the first When train Printed to travel through the section must be instructed to stop at the Crossing and advise the Crossing Keeper arrange for the Driver of the first train to stop and tell anyone working on or near the line:- that Single Line Working is withdrawn whether the obstructed line is now open or is to remain blocked remove any hand danger signal provided in accordance with clause X.1.3(a) X If work on the obstructed line is to continue under either:- protection provided in accordance with Section T (Part ii), or possession in accordance with Section T (Part iii) the Pilotman must tell the PC, COSS or the PICOP, as appropriate, that Single Line Working is withdrawn. X.6.2 X Resumption of normal working When the Single Line Working arrangements have been withdrawn, the Pilotman must:- tell each Signaller concerned to cancel the Signaller's Single Line Working form obtain an assurance from each Signaller that this has been done The Pilotman must then cancel the Pilotman's Single Line Working form. X When the Signaller's Single Line Working form has been cancelled, each Signaller must make an entry in the Train Register as follows and sign it:- Master Rule Book Page N.29
30 "Single Line Uncontrolled Working When the...line Printed between... and...cancelled at...(time)" Normal working can then be resumed. X Cancelled Single Line Working forms and tickets must be forwarded to the local Manager. X.7 SINGLE LINE WORKING ON TRACK CIRCUIT BLOCK LINES WHERE THERE ARE MORE THAN TWO RUNNING LINES AND ALL LINES IN ONE DIRECTION ARE BLOCKED X.7.1 X X Method Where:- there are more than two running lines, and ALL lines in one direction are blocked, but two or more lines in the opposite direction remain open, Single Line Working must be introduced over one of the unobstructed lines Trains must be worked as follows:- trains prevented from running normally in one direction because of the lines being blocked must travel over the single line under Single Line Working conditions in accordance with this Section N trains running in the normal direction must travel over the unobstructed line(s) which is not being used for Single Line Working This method of working is demonstrated in Diagram 3N on page N.32. X.7.2 X.7.3 X X X Authority for wrong direction movements Trains arriving at Location "A" on the Up Fast or Up Slow line must:- set back to the Down Fast line over crossovers Nos 801 and 802 when the Pilotman gives authority, proceed over the Down Fast line under Single Line Working conditions as far as crossover No 805 from where they must return to the Up Fast line Where conflicting movements can be avoided The Signaller must if possible, avoid the situation occurring whereby trains travelling in the right direction conflict with trains being worked in the wrong direction. To avoid conflicting movements, the Signaller must:- divert trains travelling in the right direction to the line(s) which is to be used for such trains before reaching the Single Line Working allow these trains to continue along that line(s) beyond the Single Line Working In the example shown in Diagram 3N on page N.32, a conflict will occur if trains arriving at Location B on the Down Fast line cross to the Down Slow line via crossover No 806 and return to the Down Fast via crossover No 803. The conflict with up trains travelling over the Down Fast under Single Line Working occurs between:- "Z" and "Y" "V" and "W" Master Rule Book Page N.31
32 Uncontrolled When Printed DIAGRAM 3N X To avoid these conflicting movements, the Signaller must:- divert trains from the Down Fast line to the Down Slow line before they reach Location "B" allow trains to continue beyond Location "A" before they cross back to the Down Fast line X.7.4 Where conflicting movements cannot be avoided If the situation occurs whereby conflicting movements cannot be avoided, the following arrangements must apply. This is best explained by referring to the example in Diagram 3N:- (a) the Pilotman must appoint a Handsignaller at Location "B". The Pilotman must tell the Handsignaller to carry Page N.32 Master Rule Book
33 out Uncontrolled the instructions When contained Printedin Section F (Part ii), clause Up trains (b) when the Pilotman authorises up trains to pass over the Down Fast line, the Pilotman must instruct each Driver to proceed only as far as "Y". This instruction must be written on the Driver's Single Line Working ticket (c) all movements of up trains on the Down Fast line between "Y" and "Z" must be authorised by the Handsignaller at Location "B". The Handsignaller must, before authorising the movement, ask the Signaller for:- the necessary instructions permission for the train to proceed Down trains (d) trains arriving on the Down Fast line at Location "B" must only pass over the single line between "Z" and "Y" when authorised by the Handsignaller at Location "B". Before authorising the movement, the Handsignaller must ask the Signaller for:- (e) (f) the necessary instructions permission for the train to proceed the Signaller must before crossing trains back from the Down Slow line to the Down Fast line over crossover No. 803, ask the Pilotman for permission. The Pilotman must remain at Location "A" and authorise all movements between "V" and W" on the Down Fast line there is no need for:- the Pilotman to be present to authorise movements of trains between "Z" and "Y" a Single Line Working ticket to be given to the Drivers of down trains Master Rule Book Page N.33
34 X.7.5 X.7.6 X X Withdrawn Document Single Line Working Uncontrolled forms/tickets When Printed The Single Line Working forms and tickets must be amended as necessary to take account of this method of working. Protection arrangements The Driver and Guard must take into consideration the altered direction of train working that will occur during these Single Line Working arrangements if protection is required to be carried out in accordance with the instructions contained in Section M (Parts (i) or (ii)). If the Single Line Working arrangements have not been published in the Weekly Operating Notice, the Signaller must tell the Driver of EACH train travelling in the normal direction that trains on the adjoining line will be running in the opposite direction. X.7.7 Special working arrangements If the Handsignaller is not positioned at a signal, the Driver must be told by the Pilotman where the Handsignaller is positioned so that the Driver can be prepared to stop the train there. X.8 WORKING OF TRAINS TO AND FROM THE POINT OF OBSTRUCTION X.8.1 X.8.2 X Trains to run over one line only Single Line Working must be introduced over one line only when trains are required to work to and from a point of obstruction as a result of both lines of a double line becoming blocked.
