1 Program Review Title: Program Code: Review Type: Type: Chaffey College Program Review Report Broadcasting BROADCASTING Instructional SLO's Overview of Chaffey College Program: Describe the program mission as it relates to the college mission: The mission of the Broadcasting Program is to provide well-educated and technically prepared students in the fields of television, radio, and other areas related to broadcasting and electronic communications media. We accomplish this mission by teaching a wide variety of classes in radio and television history and theory; radio, television, Hi-Definition television, and electronic filmmaking production; and other courses designed to provide students with field experiences and on-the-job training. Broadcasting is an academic program with a vocational component. It is designed to produce creative and technically trained students who are well prepared to transfer and pursue higher degrees within the UC and CSU systems, as well as other film schools and media programs. Our students can also prepare for several career paths in television, radio, film and related corporate and entertainment industries. We also utilize our technical facilities and expertise to serve the college, the community, and expand access through a variety of interdepartmental productions, outreach activities and community projects. New Activities and Outcomes 1. Radio Production Program is one of the two major components of the Broadcasting department. Students learn occupational skills that are marketable within the industry while producing radio programs, announcing, and scriptwriting for commercials, drama, public service announcements, news, and sports. Students also learn to operate the soundboard, microphone techniques, audio editing, and multi-track recording and editing for live and pre-recorded broadcasts. Radio internet broadcasting is the latest innovation students will learn in this program. 1. Identify 3-5 learning outcome for each program in this discipline(add one at a time): 1. The student will complete a short program introduction. 2. The student will complete a radio commercial. 3. The student will conceptualize and format the genre to be aired. 4. The student will complete a self-evaluation of their own announcing voice. 5. The student will be able to produce an on-air radio show.

The instructor will supply the criteria for the assessement based on industry standards. What were the results of the assessment for the outcome. If no data has yet been collected, please describe the plans for assessment: We are in the data-collection phase, and will begin assessment at the end of Fall 07. 3 Quantity: 1 Total Cost: 5000 This is a one year fee charged by a streaming media company in order to pull our IP address so that Chaffey College will have a radio internet site. Digidesign 003 Factory FireWire Hard Disc Recording System Price: 2, Quantity: 3 Total: $8400 This system is required for radio broadcast production and editing. Digidesign Protools HD Hard Disc Recording System for radio and television. Price: 10, Quantity: 2 Total: $20000 This protools system is a multi-track audio and video editing standard used in the broadcasting and cinema industries and will be used by all broadcasting and cinema production courses. Flash Mic Condenser Microphone and Flash Memory Field Recorder Price: 1, Quantity: 4 Total: $5000 The Flash Mic is an ingenious solution for the television and radio programmer. It is essentially a microphone with a built-in 1GB flash memory and recorder without the need for cables, tapes and other cumbersome equipment. M-Audio MicroTrack professional digital recorder Price: Quantity: 10

4 Total: $3700 The M-Audio MicroTrack digital recorder can be used in all broadcasting and cinema production courses and is ideal for use for location sound recording, radio broadcasting, and cinema productions General Supplies Category: Augmentation to Supply Budget for Student Assistant funding Price: 5000 Quantity: Total Cost: 5000 Approve For If we are to run a fully functioning "live" radio station for Chaffey College we are in need more student assistant funding. With our current funding we will only be able to have one day of live on air programming with all other days needing to be "previously recorded" due to lack of personnel to help run the station & equipment needed for live broadcasting. 2. The Television Production Program is comprised of three major areas: single camera production, multicamera studio production, and High Definition T.V. production. Post-production and editing are another significant aspect of this program where students learn occupational skills commensurate with industry standards. 1. The student will be able to conceptualize and arrange subject matter. 3. The student will be able to able to operate industry-standard audio and video equipment. 4. The student will be able to assemble a professional portfolio or "demo reel" of their work. The projects will demonstrate the ability to tell a story; plan, produce, and edit each project, and meet industry-standard criteria to be supplied by the instructor. The projects are completed at intervals during the semester, and constitute the beginning, intermediate, and culminating skill levels of the course. Apple iworks cinema-quality presentations Price: Quantity: 25 Total Cost: 1975 This will be purchased with a 3 year update agreement. Apple ilife with GarageBand and idvd software. Price: Quantity: 25 Total Cost: 2000 This will be ordered with a 3 year upgrade agreement. Producer editing software updgrade Price: Quantity: 5 Total Cost: 1750

6 This updgrade needed so that it will work with our new G5 computers. It currently will not work as it needs to be upgraded. Interfaces with Media 100 HD editing systems. Media 100 Platinum Pro Service Price: Quantity: 6 Total Cost: 4200 This will maintain upgrades for existing Media 100 systems. Rank Cintel Telecine/Da Vinci color correction processor. Price: 86,000 Quantity: 1 Total: $86000 Previous Recommended: YES - Number of times: 1 This equipment request is a joint request with Cinema. This processor is a necessary component for post-production editing, and is being offered to us at one fifth of the price of a new unit. Attachment to this PSR further defines and explains this request. Sony high defintion cameras with carrying case, filter and 4 year warranty Price: Quantity: 10 Total: $30000 Cameras are needed in order to comply with the Federal Communication Commission mandate for digital television Digial video tape player/recorders for high definition Price: 1, Quantity: 6

7 Total: $10800 The digital video tape player/recorders are needed in order to match and play back high definition digital cameras in order to meet the FCC mandate for digital television Studio and Field camera crane and accessories. Price: 7, Quantity: 1 Total: $7500 Previous Recommended: YES - Number of times: 1 The camera crane will be used for studio and field productions so that higher camera angles will augment stationary cameras. Media 100 Broadcast High Definition Editing System Price: Quantity: 4 Total: $20000 This will provide students the experience of editing on an industry standard high defintion editing system. It is fast and of the highest quality General Supplies Category: Pro8mm film stock Price: Quantity: 60 Total Cost: 3300 Approve For Each year Broadcasting requires film stock for students use for working on projects in cinema/television production. We received VATEA funding for but require a permanent annual supply augmentation for this supply. Previous Activities and Outcomes 1. Activity: 1. Student will critically analyze & deconstruct classic television, radio, & cinema productions from the past. 2. Student will synthesize the results of their analysis and emulate successful productions from the past. 3. Student will determine the scope of personnel, equipment, and location necessary for project completion. 4. Student will master the operation of the camera, sound, and editing equipment necessary for the completion of the project. 5. Student will be use industry standard software programs to enter pre-production (planning) phase of project. 6. Student will enter production phase of

8 project in radio/audio, cinema, or HD television project. This phase will be synthetic since it may involve a finished script, screenplay, or audio script for radio. Video and/or audio recording of raw material will be accomplished so as to be suitable for editing into a finished project. This phase may require direction of actors on location, lighting the location, and solving audio recording difficulties. 7. Student will move to the postproduction phase to include film, video, and/or audio editing. Here, the student is required to apply critical and aesthetic judgement in order to select from among the entire range of possibilities supplied by software programs and their sub-routines. Here, too, the student's artistic vision must be reconciled with practical editing possibilities. Outcome: Students will possess a presentable radio, broadcast, or cinematic production of professional standards. (This outcome will serve as a demonstration of competence to prospective employers and higher educational institutions.) Fully 2. Activity: 1. Student will critically analyze a completed, classic television, radio, or motion picture script. 2. Students will employ writing theory and critical analysis of classical literature to formulate original story ideas. 3. Student will develop storytelling techniques to enhance narrative structure 4. Student will be assigned a variety of script formats to work within. 5. Student will utilize specialized scriptwriting software to outline, storyboard, and realize dynamic stories suitable for radio, television, film, and the performing arts. 6. Students will work through the scriptwriting process, continually refining their scripts while utilizing specialized software provided by Broadcasting/Cinema. Outcome: Student will possess a completed, industry-standard script. Fully 3. Activity: 1. Students using Chaffey College Broadcasting and Cinema entertainment industry contacts and resources will identify and/or select a specific production entity and create a proposal for producing a completed program. 2. Once students have selected and identified a production entity they will write a treatment for a production for any one or more of the following: Independent Video Production, Event Video, Educational Uses, Medical Video, Legal Video, Corporate Video, Government Uses, Public Access, Broadcast, Cable, and Satellite Television, and Video on the Internet via Chaffey College Broadcasting Website. 3. For example, students selecting an Independent Video Production will use Broadcasting and Cinema Department computers and software (Final Draft/Final A/V) to write a script for a television documentary that will focus on a community oriented topic of interest or a video that documents a company that introduces a new product or trains employees in sales techniques and methods of product maintenance and product uses. 4. Students will create a production plan and schedule days of production shoots by using Gorilla Pro production planning software in the Broadcasting and Cinema scriptwriting lab (VSS Students will implement their written script and production scheduling by shooting footage in the field or studio (VSS-112) by using the Broadcasting and Cinema Department's high definition video/cinema cameras, microphones, lighting and other production equipment. 6. Once all principal footage has been shot, students will edit and package the project by using Final Cut Pro or Media 100 High Definiton nonlinear editing systems in the postproduction lab in VSS-112. Outcome: Students will have a completed project (created from the knowledge and understanding of combining aesthetic factors and technical factors) for use in their demo reel/portfolio to serve as a calling card for job interviews and inquiries from potential clients in the entertainment industry. Fully 4. Activity: 1. Students will learn to operate radio broadcast mixing board and various audio software and equipment on a computer or electronic device. 2. Students will propose a radio show, such as music, ie. (Jazz, Rock, Classical, Folk, etc.), or talk show, or announce a Chaffey College sporting event, i.e. (Basketball, Football, Baseball, etc.),or

9 news reporting, or public service announcements that relate to Chaffey College courses, enrollment procedures and other related activities that occur on campus grounds or in the local community. 3. Students will produce a weekly scheduled radio show during the Fall and/or Spring semesters. Outcome: Students will have learned to use computer based scripting software for producing radio shows, operate various audio microphones and computer based recording software and electronic audio equipment and will have gained valuable experience and competence in producing a weekly radio program for vocational training in the broadcasting industry. In a report issued to our Dean in Oct 2007 from Accounting & Budget Services, Broadcasting had $ as of 6/30/07. This left over amount was due to an underestimation of shipping costs on one item that arrived in late June. We did not have the opportunity to expend these funds as we did not know about the underestimation until after the purchasing deadline had passed.
