3 WA Security Licensing Requirements RedFish Technologies Within each State and Territory there are relevant regulatory legislations that must be adhered in order to sell or install a CCTV system. Private security activities within Western Australia are governed by the Security and Related Activities (Control) Act 1996 and the Security and Related Activities (Control) Regulations Licensing Services (Security) regulates and manages the security industry and is responsible for: issuing security licences and registrations renewal of security licences and registrations monitoring of security licences and registration holders The first area is in relation to the Security installers License. Security industry licensing is usually controlled and applied by either state or territory police or by Departments of Fair Trading and Consumer Affairs Within Western Australia, companies carrying out security related activities are required to hold the relevant licences in order to sell, install and invoice for services provided. These licences are issued and controlled by the License Enforcement Division of the W.A. Police. Link to Website: 812/Default.aspx Agent Licences Holders of Agent licences are not permitted to perform the duties of the other licence classes. They are only permitted to supply the services of the holders of other licences. Additionally, Agents have particular obligations placed on them by the Act to maintain particular records and communicate information to the Commissioner of Police. An agent licence CANNOT be transferred and is only valid for the company it was originally applied for on behalf of. This licence authorises the agent (acting for the company) to advertise and supply the services of Security Officers, Security Bodyguards, Security Consultants or Security Installers. It does not authorise the company to work as a Security Officer, Security Bodyguard, Security Consultant or Security Installer. Security Consultant Licence This licence authorises a person to investigate and advise on matters relating to the watching, guarding and protection of property as well as going from place to place seeking out persons who may be prepared to enter into contracts for the supply of security equipment or services. 4 Under Regulations 26, Security Consultants are divided into 4 classes: RedFish Technologies Class 1: Consult in safes, vaults and locks of a kind prescribed in Regulation 6. Class 2: Consult in security alarms, closed circuit television for security purposes, equipment and devices prescribed in Regulation 8. Class 3: Consult in security doors as prescribed in Regulation 7. Class 4: Consult in matters relating to watching, guarding or protecting of property. Security Installer Licence This licence authorises a person to install, maintain and repair security equipment controlled by the Act. This licence does not apply to installers of security equipment in vehicles, vessels or aircraft. Under Regulations 27, Security Installers are divided into 4 classes: Class 1: Install, maintain and repair safes, vaults and locks of a kind prescribed in Regulation 6. Class 2: Install, maintain and repair security alarms, closed circuit television for security purposes, equipment and devices prescribed in Regulation 8. Class 3: Install, maintain and repair security doors as prescribed in Regulation 7. Class 4: Install locks of a kind referred to in Regulation 6. Licensing Services (Security) aim to provide the community of Western Australia with confidence in a professional security industry where competency (training), integrity and accountability are provided and maintained at a high standard. 5 ACMA - Cabling Regulatory environment RedFish Technologies Since the third of October 2003 a security / cable installer must conform to the Cabling Provider Rules contained within the Telecommunications Act 1997, which states that a Cabler must hold as a minimum a Restricted Registration before they can carry out cabling behind a compliant panel in a domestic or commercial installation. Any cabling work carried out that is considered ELV and is connected to a device that has the potential to be connected to the telecommunications network i.e. security or fire alarm panel with provision for a remote dialler or a group of Cameras / Computers connected together as a Local Area Network that may or may not be connected to the internet must be carried out by a registered Cabler. Effective July 1, 2014 it is mandatory for all persons carrying out cabling to have endorsements on their cabling license as required by the ACMA (Australian Communication and Media Authority). These endorsements will allow the technician to install; 1. Coaxial cable (e.g. Analogue cameras including HD over Analogue), 2. Structured cabling (e.g. data cabling, IP Cameras, Networking) and 3. Fibre-optic infrastructure. Operators who do not have the relevant endorsements attached to their open registration are no longer able to carry out the function of a registered cabling provider. Additional in relation to CCTV, the Cable Requirements depend on usage - Fibre and UTP (Cat X Cable) come in under two categories 1. Where Analogue CCTV signals are converted via Baluns for transmission on UTP Cable or via Media converters for transmission onto Fibre cable they are still considered specialist application cables and therefore exempt from the Water penetration clause. 2. Where CCTV signals are converted to an IP stream for transmission on either UTP or Fibre the cable now falls into the telecommunications category and therefore must comply with the water penetration clause, meaning loose tube for fibre cable and gel filled for UTP cable. 6 PART Picture Quality & System (Please read this section to understand basic requirements for CCTV design) Identifying Expectations Recording Quality and Expected Outcomes To enable us to define the outcomes or your system we need to have a clear understanding of what you expect out of each camera and the way the system is expected to perform together with the outcomes the organisation requires. The different colours relate to the levels of resolution that can be achieved given the lens and camera combination. In this case we have used a 1080p camera mounted at 6.5Meters. The camera has been fitted with an 8mm lens As you will notice from the following sample images the higher the pixel density, the better the chance of gaining identification. The wider the Field of View (horizontal area covered in the target area), the lower the resolution achieved from the camera. Page 6 Copyright RedFish Technologies Pty Ltd 2015

At each level this image is the approximate outcome you can expect at further-most point in the picture. e.g. at the furthermost point of each levels colour. The more you try to cover the lower the quality of the picture at distance. It is important to understand that what the camera is putting out has little or no bearing on the outcome as the resolutions need to be matched throughout the whole system. 9 Viewing Disparity Australian Standards Vs Operational viewing. Australian Standards are based on Standard Definition displayed on a 400 TV Line monitor. As modern monitors display in 1080 line resolution, if we work on resolutions as indicated in the standard the actual viewed images are 1/3 the size when viewing on minimum resolutions. 10 As Viewing resolution on modern 1080 screen showing minimum requirements (1080 screen has almost 3 times the vetical resolution. From a user point of view objects become very small, this is important to understand as image from older systems will not be as easy to see on new screen. 14 Interoperability Between Systems - ONVIF Conformance The ONVIF specification defines a common protocol for the exchange of information between network video devices including automatic device discovery, video streaming and intelligence metadata. 15 System Design Relationships It is important to understand the inter-dependencies and relationships within any solution design of CCTV. The diagram below outline how all the items within CCTV relate to each other. It should be taken into account when defining the solutions required.
