Dear Chairman and Board Members: In response to the requests from members of the Planning Board raised at the meeting on October 27, 2015, Verizon Wireless is submitting the following supplemental report regarding their proposed wireless telecommunications facility located at 152 Road in. This supplemental report addresses both the need for the height of the proposed 100 tower and a comprehensive analysis of alternative site locations requested by the Board and/or other parties interested in Verizon Wireless proposal. The enclosed report contains a summation of our findings along with plots and additional data. This report is being provided for the Board s review and submission into the record, and will be discussed in detail at the next available Planning Board meeting. To the extent there are any questions related to the supplemental report, we welcome any inquiries in the interim and will attempt to address them at the next meeting. 4 Verizon Wireless 1. Overview This supplemental RF Report has been prepared on behalf of Verizon Wireless to address certain requests made by members of the Planning Board (referred to herein as the Board ) at the October 27, 2015 Planning Board meeting. Specifically, this report responds to requests for additional information related to the minimum tower height requirements at the proposed location, and a comprehensive analysis of alternative properties with respect to the Verizon Wireless specific network needs in the area. Included in this supplemental report is an analysis and associated radio frequency coverage plots showing the impact of a lower tower height at the proposed location, and further analyses and coverage plots for the alternative locations analyzed. Please note that the analysis of each alternate location is based solely on the radio frequency characteristics of the site, and location on the property utilized in the coverage analysis; leasing/property availability, construction/access requirements, and/or zoning aspects have not been considered as part of this report. The initial RF Report dated July 20, 2015 contains Attachments A-E. For continuity, the attachments enclosed herewith are sequentially labeled as an extension to the initial set of attachments. 2. Height Analysis As part of the overall review of the Verizon Wireless application at 152 Road, the Town has engaged IDK Communications to assist with reviewing the technical information submitted by Verizon Wireless, and to provide an independent analysis and summary report. IDK s findings were summarized in their report dated October 12, 2015 that was submitted to the Town (referred to herein as the IDK Report ). In addition to summarizing that coverage gaps exist along Route and adjoining roads in northern areas of, and that the proposed site at 100 feet would provide coverage to this gap, the Coverage Summary section of the IDK Report suggests that lowering the tower height to 90 feet would also provide coverage to the gap, and notes that this would reduce collocation availability by one carrier. The Board has requested further information from Verizon Wireless with respect to their minimum height requirements. Specifically, the Board has requested information showing Verizon Wireless analysis of lower tower heights, similar to that presented in the IDK Report. Due to the limitations of macro-network modeling tools and the underlying data used to prepare the propagation maps, comparative height analyses are generally conducted in 20 increments. That notwithstanding, the following is a synopsis of the height analysis requested and supplemental plots related to this particular topic: o Attachment F titled MHz LTE Coverage with 90 Tower shows the coverage provided from the proposed site with a 10-foot decrease in overall tower height. This map can be compared with Attachment B of the RF Report. The proposed site is located near the center of a somewhat broad plateau, on top of a prominent hill relative to the surroundings. Around the base of this hill, particularly to the north of the site, are residential neighborhoods around Hunt St., James St., Hoyt St., Coburn St., Edwards St., etc. The height of the proposed facility is critical in order to see over the edge of this plateau and cover down into these neighborhoods, which are located ~100 ± in ground elevation below the plateau. 5 Verizon Wireless tower height substantially increases the shadow cast into these areas due to the topography and tree cover of the land. This effect can be observed in this plot by noting the increased areas of orange and white space shown immediately north of the site in these residential areas. Additional notable areas of coverage loss include, but are not limited to, further north along Route and North Main Street between Emer Road and Haverhill Road. o Attachment G titled MHz LTE Coverage with 80 Tower shows the coverage provided from the proposed site with a 20-foot decrease in overall tower height. This map can be also compared with Attachment B of the RF Report. As shown in this map, there would be a significant loss of coverage to Route, North Main Street, Shore Drive, East Broadway, and the surrounding areas. o Attachment H titled 700 MHz LTE Height Analysis (-90 dbm) Zoom In provides a coverage layering of the proposed and lower antenna heights (96, 86, and 76 antenna centerlines) in a more focused view of the area north of the proposed site. This map is based upon the minimum desired level of coverage for this area (-90 dbm). The existing coverage is layered on top, with coverage provided by 76, 86, and 96 layered sequentially below. The red regions can be interpreted as the areas in which the proposed height (96 centerline) meets the desired level of coverage that the 86 centerline height would not. The yellow and red areas can similarly be interpreted as the coverage difference between 96 and 76. o Attachment I titled 700 MHz LTE Height Analysis (-95 dbm) Zoom In provides a coverage layering similar to that of Attachment H, except it is based on the slightly lower signal strength presented in previous maps (-95 dbm). The coverage layering at both thresholds has been presented in separate attachments (H and I) simply because showing multiple heights at multiple thresholds is visually convoluted and difficult to interpret. This map reinforces the concept described above regarding the shadowing effect the hilltop plateau has on the surrounding neighborhoods located around the base of the hill. Table 1 below quantifies the effects of the lower tower heights discussed above with calculated values related to population and area coverage. Alternate Candidate Analysis The Board has also requested information regarding alternate properties in the area and whether or not they would satisfy Verizon Wireless coverage and capacity requirements in the area of north. Table 2 below details the site-specific information for the alternate sites reviewed and is followed with a brief summary of each coverage plot provided as an attachment. As mentioned above, leasing/property availability, construction/access requirements, and/or zoning aspects have not been considered as part of this analysis. This map has been provided as an additional reference for the following analysis summary of each particular alternate property. o Attachment K titled 700 MHz LTE Coverage with Property shows the coverage that would be provided from this alternate property located on East Broadway, approximately 0.7 mi northeast of the proposed site. As shown in this map and in comparison to the proposed facility, a new tower at this alternate location would suffer from a considerable loss of population on the southern end of the Reservoir and along Route, Road, Shore Drive, and North Main Street. Therefore, this location would not meet Verizon Wireless coverage and capacity requirements and is not a viable alternative. o Attachment L titled 700 MHz LTE Coverage with Rockingham Christian Church Property shows the coverage that would be provided from this alternate property located northwest of the East Broadway/Coventry Lane intersection, approximately 0.6 mi west of the proposed site. Similar to the alternate, a new tower at this location would suffer from a considerable loss of population on the southern end of the Reservoir and along Road, Shore Drive, and North Main Street. Therefore, this location would not meet Verizon Wireless coverage and capacity requirements and is not a viable alternative. C Squared Systems, LLC 3 December 22, 2015
7 Verizon Wireless o Attachment M titled 700 MHz LTE Coverage with Property shows the coverage that would be provided from this alternate property located near the East Broadway/Pacheco Drive intersection, approximately 0.8 mi north of the proposed site. A new tower at this location would also suffer from a considerable loss of population on the southern end of the Reservoir and along Route, Road, Shore Drive, and North Main Street. Therefore, this location would not meet Verizon Wireless coverage and capacity requirements and is not a viable alternative. o Attachment N titled 700 MHz LTE Coverage with Industrial Way Property shows the coverage that would be provided from this alternate property located in the industrial park just over the border in, NH, approximately 1.8 mi northeast of the proposed site. Because of its distant location from the targeted objectives and the intervening terrain, this property would be unable to satisfy the specific coverage and capacity requirements in north. Therefore, this location would not be a viable alternative to the proposed site. o Attachment O titled 700 MHz LTE Coverage with Property shows the coverage that would be provided from this alternate property located across from the East Broadway/Castle Road intersection, approximately 1.2 mi southeast of the proposed site. A new tower at this location would be unable to satisfy the targeted coverage and capacity objectives and would not be considered a viable alternative to the proposed site. o Attachment P titled 700 MHz LTE Coverage with Property shows the coverage that would be provided from this alternate property located on the nearby school grounds, approximately 0.2 west of the proposed site. Although this property is in close proximity to the proposed site, its ground elevation is approximately 55 lower than the proposed location. As a result, the hill that the proposed site is located on would prevent a site on the school grounds from adequately covering areas to the east, including but not limited to, North Main Street, Shore Drive, and many of the neighborhoods located around the Reservoir. Therefore, this candidate would not be considered a viable alternative. o Attachment Q titled 700 MHz LTE Coverage with Property shows the coverage that would be provided from this alternate property located on a hilltop within the town forest, approximately 1.0 mi southwest of the proposed site. Because of its distant location from the targeted objectives and the intervening terrain, this property would be unable to satisfy the specific coverage and capacity requirements in north, particularly along Route, East Broadway, North Main Street, and many of the neighborhoods around the Reservoir. Therefore, this location would not be a viable alternative. o Attachment R titled 700 MHz LTE Coverage with Property shows the coverage that would be provided from this alternate property located off of Shannon Road, approximately 1.5 mi east/southeast of the proposed site. Because of its distant location from the targeted objectives and the intervening terrain, this property would be unable to satisfy the specific coverage and capacity requirements in north, and would not be a viable alternative to the proposed site. 8 Verizon Wireless o Attachment S titled 700 MHz LTE Coverage with Property shows the coverage that would be provided from this alternate property located across from the Road/Arcadia Lane intersection, approximately 1.1 mi south of the proposed site. Please note that Road traverses the peak of, with single family dwellings on either side of the road. Therefore, it is assumed that the actual peak of the hill would not be available for a new tower and the location considered for purposes of this analysis is believed to be the closest vacant lot near the peak. Because of its distant location from the targeted objectives and the intervening terrain, this property would be unable to satisfy the specific coverage and capacity requirements in north. Therefore, this location would not be a viable alternative to the proposed site. o Attachment T titled 700 MHz LTE Coverage with C.C. Property shows the coverage that would be provided from this alternate property located just over the town line in, approximately 1.7 mi east/southeast of the proposed site. A resident has submitted a letter with attachments to the Board (Karen Ruffen, December 21, 2015) purporting that a new 150 monopole was approved for construction in July The location considered in this analysis is based upon the contents of the letter, and assumes that the second highest spot on the tower would be available (136 antenna centerline). Similar to the deficiencies identified with the property located nearby, this location on the Country Club property would be unable to satisfy the coverage and capacity requirements in north including but not limited to along Route, East Broadway, North Main Street, Shore Drive, and the neighborhoods around Reservoir. Therefore, this location would not be a viable alternative to the proposed site. 4.
