2 29 September 2011 (Fourth Session, Lots ) British Empire & Foreign Countries 155 Fourth Session, Lots Thursday 29th September at 2 pm New Zealand featuring the fine collection of Captain Peter Lay Educated at Ludlow Grammar School, Captain Lay attended the school of navigation, Southampton University Warsash, from His interest in stamp collecting started when he was a young boy and he later specialised in New Zealand and Pitcairn Island during his sea-going career. He joined the New Zealand Shipping Company which was later was incorporated into P&O and was promoted to Ship Master in 1965, serving in refrigerated trade cargo and passenger ships. On retirement in 1983, along with his late wife, Virgil, a New Zealander, he purchased and ran a residential home in Hertfordshire. His only daughter lives in New Zealand and Peter, having spent all his career sailing between the UK and Australasia, considers himself an adopted Kiwi. He now lives quietly in Devon with his second wife, Alison. Photo (Jan. 24) cover to England, bearing red boxed PAID AT/AUCKLAND, backstamped New Zealand and London despatch and receiving marks. Photo (Apr. 22) envelope from Wellington to Nelson, bearing red boxed PAID AT/WELLINGTON oval NELSON/(crown)/NEW ZEALAND datestamp, manuscript ¼ rate mark, and with oval Wellington datestamp on reverse. Photo (Sept. 13) entire to England, with ms. 8 rate mark (twice), and Beccles receiving mark, and showing oval NEW PLYMOUTH/(crown)/NEW ZEALAND on reverse overstruck by red London transit datestamp. Interesting contents written by a J. Hursthouse, remarking that settlers are expected from Wanganui, As the Settlement is broken up and will be held for the future as a military garrison. Great blame is attached to the officers who have been in command there. 800 regular troops with artillery gun boats have been besieged of blockaded all winter in a stockade by about 400 or 500 natives. The natives now hold the soldiers in contempt. 26 29 September 2011 (Fourth Session, Lots ) British Empire & Foreign Countries 179 The Richard Stroud Collection of the Orange Free State Richard Stroud has had a life-long interest in philately, firstly with the line-engraved issues of Great Britain. It was in the early 1970s that Richard turned his attention to Southern Africa and began to form collections from the Rhodesias and the Orange Free State (OFS), with an increasing awareness of the Anglo-Boer War (ABW). It was about 1975 that he became a member of both the Orange Free State Study Circle (OFSSC) and the Anglo-Boer War Philatelic Society (ABWPS). Initially his interest in the ABW was broad but soon realised that deeper study of the War s impact on the OFS was more rewarding. Thus over 30 years of selecting and researching fine postal history has resulted in his current collection of the Republican period and the ABW period. Within the OFSSC, Richard has been Secretary since 1979 and Editor of the OFS Bulletin since In the ABWPS, Richard was Treasurer and Secretary for some years before becoming Editor of the Anglo-Boer War Philatelist (ABWP) in 1985, a position that he held until The ABWP provided him with a means of publishing his research into many areas of ABW philately and offering help to those with problems in their own areas. The camps for Boer POWs in Ceylon had also interested him in his initial collecting and he published a postal history of those camps in Another publication nearing completion is a postal history of the burgher, refugee and concentration camps in South Africa during the War. His researches and writings, and general contribution to philately, have been well recognised by the Philatelic Federation of South Africa. Firstly he received a Federation Plaque in 1998, then the prestigious Skinner Cup in 2002, and finally the high recognition of the Manfred Weinstein Memorial Medal in Richard is also President of the Somerset & Dorset Philatelic Federation and a Fellow and Past-President of the Society of Postal Historians. 39 September 2011 (Fourth Session, Lots ) British Empire & Foreign Countries The Orange Free State Study Circle The Anglo-Boer War Philatelic Society The Orange Free State Study Circle was founded in 1953 to study all aspects of the Orange Free State and the Orange River Colony to These include early missionary mail and the Sovereignty period to 1854, the Republic to 1900, the British Occupation during the Anglo-Boer War, the Colonial period and the Inter provincial period. All stamp issues are studied (including postal duties, with the many provisionals, the RDM and Commando brief franks, revenues, telegraphs, customs duty and railway), as are all post marks and postal instruc tional markings, the postal rates (letter, postal stationery, registration fees), postal orders and all campaign mail. The Study Circle's quarterly journal is the Orange Free State Bulletin and is the mail communication tool of the Circle in conjunction with its website which is currently undergoing design improve ments. Postal-bid auctions are held at least once a year and meetings are arranged for March (to include the AGM) and September. The Study Circle is affiliated to the Philatelic Federation of South Africa, the Association of British Philatelic Societies and the American Philatelic Society.
