1 INTRODUCTION The Library is a critical support department to the academic programs of an educational institution. The School Library programs, resources and services play a crucial role in the development of information-literate students. It provides information and ideas that are fundamental to functioning successfully in today s information and knowledge-based society. With active programs, the school library makes a significant difference to student learning outcomes. Its first and foremost clientele are the enrolled students. In order to attract enrollees, the school must provide the best services it can offer. The Library is a significant unit where the quality of educational programs can be demonstrated through displays of quality books, up-to-date references, information documents about the school s academic programs, and varied multimedia materials. It is the Library that is frequently visited by students, faculty and staff and some
2 users from outside the institution. As the show window of the School, the Library s physical appearance, facilities and services often create impressions to visitors on the quality of education that is being offered by the academic course offerings of the institution. Studies have been conducted over the years that confirm time and again the link between student achievements and quality of school libraries. The Library s target clientele include the students, members of the faculty, the school administrator and its staff, the alumni and the Library staff as well and the entire community of the town of Morong and students of neighboring schools. As an agent supportive of the curricular activities of TCMC, the Library and its able staff are all out in the execution of their expertise to create, develop and maintain a well-organized library containing a wide range of library collections and a place very conducive to learning and research. In order to fully maximize the use of the library, its services and resources by the target clientele, a mechanism is needed to promote it. It is in this context that this library manual is created for the Tomas Claudio Memorial College Library. The primary aim of this manual is to provide basic knowledge and skills that will help students, faculty and staff and other bona fide users maximize the utilization of the library s resources and facilities. Specifically, it aims to provide library clients with the following: An understanding of the purposes and functions of the library, its policies, rules and regulations, the materials that it holds and the physical arrangement and its organization; General idea of the classification system used in organizing the library collection; Knowledge and purposes of the card catalog, the information it holds and the ways by which it can be used to facilitate search and retrieval of information; and Familiarity with the major reference books, both general and specialize that are available and how to use them. BRIEF HISTORY The Tomas Claudio Memorial College Library (TCMCL) begun as one small room facility housed in a building along with four (4) classrooms at its former site at the Tomas Claudio St., Morong, Rizal in This was the year TCMC opened its tertiary education. In 1974, as a consequence of the institution s expansion program, the college site was transferred to the Taghangin, Morong, Rizal where it is presently situated. The Library, on that year, was housed at the second floor of the old administrative building, where the delivery of other support services were likewise extended. Today, the Library occupies the ground floor of the J. B. Angeles Building, the building that is first seen upon entering the TCMC campus.
3 The elementary and high school libraries are housed in the elementary building situated in the upper hilly site of the campus. Mission & Vision VISION The Tomas Claudio Memorial College Library (TCMCL) envisions to become a library of international standing and most modern and innovative library in the province of Rizal while providing comfortable and friendly services through efficient and effective administration with responsible and value-driven personnel providing educational services for the ultimate wellbeing of the students, public readers and to the academic progress of the province of Rizal. MISSION The Tomas Claudio Memorial College Library (TCMCL) is committed to provide adequate and relevant information necessary for the conduct of research and studies by the students, academic personnel and other constituents of the province of Rizal and neighboring communities. OBJECTIVES In line with the Mission/Vision of TCMC, the Library has formulated the following objectives: 1..1to support the instructional programs of the college through the acquisition, organization and management of books, periodicals and other library materials relevant to the instructional and research programs; 2..2to instruct students in the efficient and effective use of the library and its resources; 3..3to assist and provide relevant information references to the faculty members in their instructional and research needs; 4..4to cooperate with other libraries on resource sharing/networking; and 5..5to encourage students to develop the habit of reading in order that the books and other library resources may contribute to their intellectual growth and development. Rules & Regulation A. ELEMENTARY LEVEL TCMCL RULES AND REGULATION 1. Students must have a library I.D. Card. Library cards can be obtained from the librarian incharge upon presentation of the registration card and the filling-up of an application form plus 2 copies of 1 x1 colored picture.
4 2. The Library I.D. card is non-transferable. Anyone caught violating this rule/policy shall be deprived of his privileges until the end of the school year. 3. Students caught mutilating, injuring or damaging any library material shall be deprived of his/her library privileges until the end of the school year. 4. SILENCE must be observed at all times, otherwise, anyone caught violating this rule shall be sent out of the library. 5. SLEEPING, EATING, and CHATTING inside the library is strictly prohibited. Anyone caught violating this rule/policy shall be immediately sent out of the library. 6. Keep the Library CLEAN. Waste baskets are provided at specified places. 7. Keep things in order. Push your chairs back under the table when you leave the library so it won t obstruct the movements of others. 8. Don t return circulation books on the shelves. Leave them on the table to be shelved back by library assistants. 9. References like encyclopedias shall be returned to their proper places. 10. Handle the books and other materials with care. They are intended to serve many other users after you. 11. BORROWING PRIVILEGES For RESERVE books, only one (1) book is allowed to be taken out for overnight use. Borrowing starts at 4:00 p.m. to be returned on or before 9:00 a.m.. the following day. In demand books such as Reference materials, pamphlets, theses, newspapers, magazines and other periodicals (loose or bound) and book sets are FOR ROOM USE ONLY. that are not in demand can be borrowed for one week and are renewable for another week depending on the demand of the book. 12. FINES: VIOLATION Delay in returningcirculation Delay in returningreserved Rare/important books lost Lost Fine P.50/hour or an aggregate of P 4.00/day P1.00/hour of delay or an aggregate of P8.00/day Triple the current price Replacement with the same book that was lost or current

FACULTY / NON-TEACHING PERSONNEL 1. All faculty and staff are bona fide users of the library. 2. All employees must present valid TCMC I.D. Card in order to borrow library books. 3. A Borrower s Card shall be issued to all employees borrowing and returning of library books and other information materials. A duplicate copy shall be left to the library for recording/monitoring purposes. 4. A faculty member is allowed to borrow five books from the circulation section to be returned after a week. Faculty members are requested to buy their own copies of the textbooks for the courses that they are handling..
8 5. Reserved and Reference books, theses, feasibility studies, vertical file collection and periodicals are FOR ROOM USE ONLY. 6. Maps, globes and other reference materials tagged as FOR ROOM USE ONLY can be borrowed for classroom use but shall be returned immediately after the class session. 7. Student assistants assigned to faculty members who are tasked to borrow books or any information materials for them should have the faculty I.D. and a note duly signed by the faculty concerned. 8. All books and other reading materials charged out must be returned on date due or at the end of each semester for inventory purposes. 9. Faculty and staff are not charged overdue fines but are held responsible for lost materials charged-out to them.
