2 1 National Library Administration The National Library of Indonesia (PERPUSNAS) is a non-departmental government institution. PERPUSNAS is responsible directly to the President of the Republic of Indonesia while in performing its operational duties, Perpusnas is under the coordination of the Minister of National Education. According to the Library Act No. 43 which was issued in 2007, PERPUSNAS has 6 functions namely a. as the library development center, b. as the referral center, c. as the deposit center, d. as the research library, e. as the preservation library f. as the center for library networking PERPUSNAS has the obligations to: a. develop the library national system which support the national education system b. provide equal library services all community c. develop the quality and quantity of the national collection d. promote reading habit and the use of library within the community e. develop the quality of librarians f. To acknowledge those who own and preserve manuscripts. Since June 2010, PERPUSNAS has new executive management boards that are Mrs Sri Sularsih (the Director), Mr Dedy Junaedi (the Secretary General), Mrs Lilik Soelistyowati (Deputy for Developing Library Collection and Information Services), Mr. Bambang Supriyo Utomo (Deputy for Developing Library Resources). 2 General Overview of Recent Major Developments The mission of PERPUSNAS is to guide, develop and make the most of all kinds of libraries; preserve references (printed and recorded) as nation s cultural achievements; and to provide library services to all. Indonesian Government has set up 11 national priority programs as stated in the National Medium Term Development Plan (RPJM Nasional) The library development program belongs to the 11 th program which is under the Field of

3 Culture, Creativity and Technological Innovation. Targets to be achieved in the library development programs are: a. Providing reading materials to develop reading habit and culture of the society b. Improving ITC based library services throughout the country c. Improving the quality and capacity of the library throughout the country to support lifelong education d. Preserving and utilizing the national intellectual works. There are several programs and activities designed to achieve the targets mentioned namely: 1. Developing National Library and Reading Culture Platforms. 2. Digitalizing Local Contents a. In the year 2010, PERPUSNAS has successfully produced 500 volumes of historical maps which have been converted into digital formats (31 CDs) and old photographs. PERPUSNAS has also digitized pages of old newspapers and volumes of ancient manuscripts and 750 volumes of rare books. b. In the year 2011, PERPUSNAS will digitize pages of old newspaper, pages of current newspaper, and volumes of rare book, magazine and manuscript. 3. Starting in 2008, PERPUSNAS has subscribed e-journal and e-books intended to be accessed by public from the 31 Provincial Libraries, 2 Presidential Libraries and 2 District Libraries. In the year of 2010 and 2011, PERPUSNAS subscribes 12 subjects e-journal from Proquest and 5 subject e-journal from EBSCO, while for e-book PERPUSNAS subscribes 1403 titles from GALE, INGRAM, IGI GLOBAL and title from WESTLAW. 4. Revitalizing Library Services through: a. Developing the e-library Program Developing closed network to the 35 nodes representatives of 31 Provincial Libraries, 2 Presidential Libraries and 2 District Libraries Developing 15 Website templates for 15 provincial libraries Developing Centers of Excellence which focusing on local content in 6 Provincial Libraries namely Provincial Library of Riau (focus on

4 information about Budaya Melayu, Provincial Library of East Kalimantan (focus on information about Budaya Kalimantan), Provincial Library of Yogyakarta (focus on information about Budaya Jawa and Sunda), Provincial Library of Bali (focus on information about Budaya Bali and Nusa Tenggara Barat), Provincial Library of South Sulawesi (focus on information about Budaya Selawesi) and Provincial Library of East Nusa Tenggara (focus on information about Budaya Nusa Tenggara Timur and Malenisia) Developing the Indonesian National Digital Library o For the initial project all provincial libraries are requested to submit 400 files of their local contents (100 files for books and the other 300 files can be in the forms of photos, pictures, videos, texts etc) Developing Online Union Catalogue ( records) and National Bibliography which accessible Developing Web Archiving Developing Data Center o More than 50 servers Web server, application server, data base server, repository management server, connectivity management server & network management server, APC server o Storage capacity is around 126 Terra Developing Data Recovery Center b. Developing District and Village Libraries including libraries in small islands, coastal and border areas Developing District Libraries PERPUSNAS started from 2007 up to 2011 has granted 450 District Libraries out of the 497 district libraries with small amount of stimulant money in the form grant delivered in 3 consecutive years. The grant is aiming to develop their collections, provide hardware and software as well as brain ware. Developing Village Libraries To support the national programs of community reading habit improvement and facilitating public information access, PERPUSNAS

5 started from 2007 up to 2011 has developed and/or supported out of village libraries with books related to their need, library facilities, and technical training. Year Number of Village , , , , ,120 Total 19,329 The program will be continued by PERPUSNAS up to 2014 Developing Libraries in Small Islands, Coastal and Border Regions In implementing this program, PERPUSNAS started from 2009 has supported 160 libraries in small islands/border regions and 50 libraries in coastal areas. c. Developing mobile and floating libraries PERPUSNAS started from 2004 has distributed 409 mobile libraries to 33 provincial and 347 district libraries including 7 floating libraries for 6 provinces. It is planned in the year of 2011, there will be 30 more mobile libraries units to be distributed; 5. Finalizing National Standards for library collection, infrastructure and facility, services, human resources, organization and management
