2 INTRODUCTION On Tuesday, 20 August 2013, we announced that we would be launching FREEVISION, a Universal Access and Interoperable Direct-To-Home Satellite (DTH-S) platform service. We stated that the establishment of FREEVISION was informed by the Company s Public Service Mandate obligations to comply with provisions of existing broadcasting policies, as well as business imperatives in respect of future sustainability of the Company in the converged digital communications network services industry. 3 INTRODUCTION We further stated that the FREEVISION platform service needs to be considered, in part, as a partnership with Free-To-Air (FTA) broadcasters, in an environment where: The FTA broadcasters (SABC, e.tv and Community Broadcasters) are the custodian of all FTA customer-facing brand interactions; and SENTECH is responsible for the technical and operational management of the FREEVISION platform service. 4 INTRODUCTION We stated that we had created a unique broadcasting signal distribution network design that would ensure that Public Funding provided to the SENTECH is efficiently leveraged to reduce the cost of broadcasting signal distribution services, and most importantly, to make multichannel broadcasting signal distribution tariffs affordable, thus encouraging the entry of Small, Medium and Micro Enterprise (SMME) single-channel broadcasters into the mainstream Television broadcasting sector. 5 INTRODUCTION Finally, we stated that the launch of FREEVISION represents a necessary strategic development in South Africa s roadmap to: enhance the growth of the broadcasting sector; explore new business-to-business platform services models for commercial broadcasters; and enrich the digital multi-channel content distribution landscape. 6 INTRODUCTION Public Policy Framework In 1998, four years into the country s democratic dispensation, South Africans participated in and adopted a public policy framework that would guide the country s future broadcasting industry the White Paper on Broadcasting Policy. Today, this Policy Framework is instructive on TWO imperatives for the country s broadcasting industry: That the country s 3-Tier (Public, Community and Private) broadcasting system should be universally available to serve the information, education and entertainment needs of all South Africans; and That there must be a universal access, interoperable and affordable signal distribution system that will prioritise distribution of South African content in the digital multimedia future. 7 INTRODUCTION Public Policy Framework Broadcasting Digital Migration (BDM) Policy provides for the establishment of a Universal Access Direct-To-Home Satellite to ensure that Public Broadcasting Services will reach 100% of the population at the time of analogue switch-off. The launch of FREEVISION, follows on from the successful Proof of Concept launch in the Northern Cape during October 2012 under the Go Digital programme within which all of South Africa s digital migration activities are coordinated. 14 INTRODUCTION Creating A Competitor Agnostic Environment Reflecting on the Policy Framework created by the White Paper on Broadcasting Policy, we note that the Signal Distribution System has always been obliged to achieve the following: A Universal Access Multi-channel broadcasting signal distribution system for Public, Community and Private Commercial broadcasters and end-users; An Open Access Interoperable broadcasting signal distribution system; A Digital Multimedia broadcasting system that prioritises South African content; and An Affordable broadcasting signal and content distribution infrastructure network. 16 FREEVISION PLATFORM SERVICE SENTECH OPEN ACCESS PLATFORM The FREEVISION platform service architecture is premised on leveraging the unique design of the country s broadcasting signal distribution system, which is based on feeding terrestrial transmitter sites via satellite. The broadcastings signals will be provided to terrestrial transmitter sites as well as enabled (encrypted) for reception to satellite receiving homes. This architecture will provide broadcasters significant operational costs savings on the foreign-currency dominated cost of satellite services. 16
