Answer: Panelboard LP1A is a new panelboard furnished and installed by the Electrical Contractor as part of this project. The 4#1 + 1#8 EGC shall be provided as part of this project and shall be routed from existing to remain panelboard LP1 to new panelboard LP1A in a new 2 ½ conduit as indicated in detail 7/E-700. The 60A/3P circuit breaker within existing panelboard LP1 at breaker positions 17,19,21 shall be removed and replace with a 100A/3P circuit breaker of type and rating to match the existing panelboard. 4 SECTION PREMISE DISTRIBUTION SYSTEM PART 1 - GENERAL 1.1 PURPOSE A. The intent of this document is to provide a standard specification that will be used for all Customer facilities requiring cabling installation. This document provides the minimum performance criteria for the components and sub-systems comprising a complete cable system that shall accommodate the requirements in excess of ten years. B. Product specifications, general design considerations, and installation guidelines are provided in this written document. If the bid documents are in conflict, the written specification shall take precedence. The successful vendor shall meet or exceed all requirements for the cable system described in this document. 1.2 SCOPE A. This section defines the cabling system and subsystem components to include cable, termination hardware, supporting hardware, miscellaneous equipment, and a complete telecommunications system that the contractor shall provide for. The contractor shall provide all equipment, hardware, etc. to provide a complete and operable system even if such systems are not mentioned in this specification. General: Coordinate the features of materials and equipment so they form an integrated system. Match components and interconnections for optimum future performance. B. Expansion Capability: Unless otherwise indicated, quantity of spare conductor pairs in cables, positions in patch panels, cross connects, terminal strips, and space in backbone cable trays and wireways shall be adequate to accommodate a 20 percent future increase in active workstations. C. The wiring for the data distribution system shall be Hubbell Premise Wiring, Berk-Tek LANMARK 10G2 CAT 6A 5e copper plenum cabling and the Berk-Tek GIGAlite Multi-mode plenum Fiber, terminated on SC connectors. FLEXTRAY (GSMetals) for telecommunication cable management system is the PNC standard for horizontal cable management. All cabling installations will follow Hubbell Premise Wiring and/or EIA/TIA TSB67 (Link Configuration Testing) & 607 Commercial Building Cabling Standards, using 568B pin configuration for Data, and Voice (USOC pin configuration for Analog Voice connections). 5 1.4 APPLICABLE DOCUMENTS A. The cabling system described in this is derived in part from the recommendations made in industry standard documents. The list of documents below is incorporated by reference: 1. National Fire Protection Agency (NFPA) - 70, National Electrical Code (NEC) This Technical Specification and Associated Drawings. 3. ANSI/EIA/TIA-568-B.1 Commercial Building Telecommunications Cabling Standard August Including any additional Parts or addendums. 4. ANSI/EIA/TIA-569 Commercial Building Standard for Telecommunications Pathways and Spaces September ANSI/EIA/TIA-606 Administration Standard for the Telecommunications Infrastructure of Commercial Buildings - February, ANSI/TIA/EIA-607 Commercial Building Grounding and Bonding Requirements for Telecommunications - August, ANSI/TIA/EIA-758 Customer-Owned Outside Plant Telecommunications April Building Industries Consulting Services, International (BICSI) Telecommunications Distribution Methods Manual (TDMM) 11 th Edition. B. If a conflict exists between applicable documents, then the order in the list above shall dictate the order of precedence in resolving conflicts. This order of precedence shall be maintained unless a lesser order document has been adopted as code by a local, state or federal entity, and is therefore enforceable as law by a local, state, or federal inspection agency. C. If this document and any of the documents listed above are in conflict, then the more stringent requirement shall apply. All documents listed are believed to be the most current releases of the documents, the vendor is responsible to determine and adhere to the most recent release when developing the proposal for installation. 1.5 SUBMITTALS A. General: Submit each item in this Article: B. The Contractor shall submit with the bid form, proof of manufacturer's training certification. Training certification certificates shall be submitted for each employee which will be performing the data distribution system installation. In addition, the Contractor shall submit with the bid form, proof of manufacturer's training certification for each of the Alternate Bid manufacturers. C. Product Data for each component specified, including detailed manufacturer's specifications. Include data on features, ratings, and performance. Include dimensioned plan and elevation views of components. Show access and working-space requirements. Verify compliance with TIA/EIA 568-A-5. D. Samples of outlet connectors, jacks, jack assemblies, and faceplates for color selection and evaluation of technical features when requested by the Architect or Owner. 6 E. Qualification data for firms and persons specified in the "Quality Assurance" Article to demonstrate their capabilities and experience. Provide evidence of applicable registration or certification. F. Written field test and observation reports indicating and interpreting test results relative to compliance with performance requirements of the installed systems. Submit test results in accordance with testing specified under "Field Quality Control" which is specified within this Section. G. The Data Technicians shall be fully trained, qualified, and certified by the manufacturer on the installation and testing of the equipment to be installed. Evidence that the Technicians are a current certified installer of the manufacturer must be provided in writing prior to work commencing on the structured cabling project. H. The Contractor shall have experience in installing cabling systems as evidenced with a listing of at least 3 projects involving Category 6A 5e cabling which have been completed by the Contractor in the last 2 years. Names, addresses, and phone numbers of referenced projects shall be included. I. Maintenance data for products to include in the operation and maintenance manual specified. J. Final schedule of cables as specified herein. K. Evidence of listing of products specified to be listed in the "Quality Assurance" Article. L. Provide a diskette copy of final comprehensive schedules for the Project in the software and format selected by Owner. 1.6 QUALITY ASSURANCE A. Contractor Qualifications: The Contractor shall employ, on a full-time basis, a registered communications distribution designer (RCDD), certified by the Building Industry Consulting Service International (BICSI). B. Manufacturer Qualifications: Engage firms experienced in manufacturing components listed and labeled under TIA/EIA-568-A and who comply with these Specifications. C. Comply with NFPA 70, 2008 NEC. D. Listing and Labeling: Provide products specified in this Section that are listed and labeled. 1. The Terms "Listed" and "Labeled": As defined in the National Electrical Code, Article 100. E. Acceptable systems shall be covered by a two part certification program/warranty provided by the Contractor and the premise device manufacturer. Details are as follows: 1. Installation Warranty. The contractor shall warrant the cabling system against defects in workmanship for a period of one year from the date of system acceptance by the customer. The warranty shall cover all labor and materials necessary to correct a failed portion of the system and to demonstrate performance within the original installation specifications after repairs are accomplished. This warranty shall be provided at no additional cost to the Owner. PREMISE DISTRIBUTION SYSTEM of 11

7 2. Cabling System Warranty. The Contractor shall facilitate a 25 Year Performance Warranty between Manufacturer and the Owner. The performance warranty shall warrant properly installed 350 MHz horizontal copper cabling system. Copper links shall be warranted against the link performance minimum expected results defined in the TIA/EIA 568A-5. This Performance Warranty must be extended directly from the Premise Device Manufacturer to the Owner. This is to ensure that in the event that the Contractor should go out of business or change Premise Device Manufacturers that the Owner is covered for all product and labor to install such product for the 25 years duration. F. Work Coordination: Coordinate Work of this Section with Owner's local area network (LAN) equipment suppliers. Coordinate the service entrance arrangement with the local exchange carrier. 1. Meet jointly with representatives of the above organizations and Owner's representatives to exchange information and agree on details of equipment arrangements and installation interfaces. 2. Record agreements reached in meetings and distribute record to other participants. 3. Adjust the arrangements and locations of distribution frames, patch panels, and cross connects in equipment rooms and wiring closets to accommodate and optimize the arrangement and space requirements of the LAN equipment. 1.7 EXTRA MATERIALS A. Furnish extra materials described below that match products installed, are packaged with protective covering for storage, and are identified with labels clearly describing contents. 1. Cable: 300 feet of each size and type used for Project. Furnish on reels. 2. Jack Assemblies: 1 of each type for each 25 installed, but not less than 1. PART 2 - PRODUCTS 2.1 WIRING PATHWAY AND EQUIPMENT MOUNTING ELEMENTS A. Cable Trays: Comply with Section B. Raceways, Boxes, and Cabinets: Comply with Section C. Backboards: 3/4-inch (19-mm) interior grade, painted, fire-resistant-treated plywood. 2.2 TWISTED PAIR CABLES, CONNECTORS, AND TERMINAL EQUIPMENT A. Listed as Complying with Category 6A 5e of TIA/EIA-568-A-5 4-Pair 100 Ohm Cat 6A 5e Cabling.Provide evidence of listing for all products specified in this Article. Provide plenum rated Category 6A 5e cable. B. Conductors: Solid copper. PREMISE DISTRIBUTION SYSTEM of 11

8 C. Unshielded Twisted Pair (UTP) Cable: Comply with TIA/EIA-568-A-5 TSB 36. Multipair, No. 23 AWG, color-coded, thermoplastic-insulated conductors in a polyvinyl chloride (PVC) jacket. 1. UTP cable shall have a CMP jacket, a PVC internal individual jacket and be marked at regular intervals with the manufacturer's name, part number, Category rating, sequential footage, and UL listing. 2. UTP cable shall be constructed of four pairs of 23 AWG solid copper conductors twisted together at different lay lengths to limit cross-talk between pairs. 3. Individual pairs shall be color coded in accordance with ANSI TIA/EIA-568-A-5 requirements. 4. Cat 6A 5e, 4-pair, UTP shall have maximum nominal O.D. of.25 inches. 5. Cable shall be constructed in accordance with the applicable requirements of ANSI/ICEA S- AD Cable shall be able to withstand a minimum bend of 1.0 inch without damage or distortion to the copper conductors or degradation of cable performance. 7. Cable shall be able to withstand a maximum pulling tension of 25 lbf without distortion of the copper conductors or degradation of cable performance. 8. All UTP cable shall meet the minimum electrical requirements detailed in ANSI/TIA/EIA- 568-A-5 for Category 6A 5e cable.these parameters include but are not limited to: attenuation, NEXT, DC resistance, and characteristic impedance. 9. Horizontal cable shall be CAT 6A 5e 350 MHZ extended frequency cable for plenum applications. a. Provide Blue jacket plenum rated cables. D. UTP Cable Connecting Hardware: Comply with EIA/TIA-568-A-5, 4-Pair 100 Ohm Cat 6A 5e. Insulation displacement connector (IDC) 110 type, using modules designed for use with punchdown caps or tools. 1. IDC Terminal Block Modules: Integral with connector bodies, including plugs and jacks. 2. IDC Connecting Hardware: Consistent throughout Project. E. Cat 6A 5e Patch Panels: Shall be wired to T568B and shall be port panels. Comply with EIA/TIA-568-A Ohm Cat 6A 5e Cabling. Offering 45db NEXT and 42dB Power-Sum NEXT performance to ensure enhanced system performance. Connectors of the IDC type at each jack provide permanent termination of conductor pair groups of installed cables. 1. Number of Jacks per Field: 1 for each 4-pair UTP cable indicated, or 1 for each 4-pair conductor group of indicated cables, plus spares and spare positions adequate to satisfy specified expansion criteria. 2. Mounting: Backboard or rack as indicated. 3. Patch panels shall have 110 style connections for the copper cable termination. 4. Patch panels shall use printed circuit board technology to provide Cat 6A 5e terminations. 5. Faceplate shall be constructed in such a manner and strength that no deformation occurs during punch down. 6. Cat 6A 5e availability, wired T568B. 7. Port stenciling as well as icons for EIA/TIA 606 identification. 8. Provide one (1) Cat 6A 5e - 25 pair cable terminated on the 25 port patch panel using pine 4 & 5 and labeled analog extenders. 9 F. Jacks and Jack Assemblies for UTP Cable: Modular, Cat 6A 5e, color-coded, 8 position, 8 wire receptacle units with integral 110 IDC-type terminals. Color of jacks shall be Blue, Green, and White as directed by Owner. 1. Jacks must be universal A&B wiring Terminations must be angled/staggered 3. Jacks must have a layered PC Board 4. Jacks must be manufactured by an automated machine. 5. Contact pins must be made of beryllium copper. 6. "One Punch" termination tool must be used. G. UTP Patch Cords: 4-pair, Cat 6A 5e cables in lengths as required, terminated with an RJ-45 Cat 6A 5e plug at each end. UL listed cable assembly. UTP cables shall be Blue Augmented Cat 6A 5e for horizontal cable to work surface outlet jack from data rack, provide 10-0, Black Cat 6A 5e patch cable for work surface user end of link and (1) 7'-0", Yellow Cat 6A 5e patch cable for the rack end of the link. UTP cables shall be Green Cat 6A 5e for horizontal cables to Wireless Access Points (WAP) from data rack, provide (1) 3-0 and (1) 7-0, Green Cat 6A 5e patch cable for the rack end of the link. UTP cables shall be White Cat 6A 5e for horizontal cables to TV Monitor outlet jacks from data rack, provide 7-0, White Cat 6A 5e patch cable patch cable for the rack end of the link. H. Install Black Patch Cords for PC s and Phones. Install black patch cords from PC to Phone Connections and use Cisco provided patch cords to connect phones to work area outlets. For major network components the following patch cord colors will be used: 1. Black for T1 connection. Coordinate connection with PNC IT Department. 2. Orange for ISDN connection. Coordinate connection with PNC IT Department. 3. Yellow for Ethernet connection. 4. Red for crossover cables (as needed for switch to switch connections). 5. Light blue or black for console/rollover cable as needed. I. Workstation Outlets: Dual or Quad Jack in a single gang faceplate as indicated on the plans. 1. Faceplate: Icon-able 110 Faceplate with 2 Label Window. (Polymer) 2. Mounting: Flush, except as otherwise indicated. 3. Icons: Label colored icons for different classifications. 4. Duplex Faceplate shall be used. 5. Quad Faceplate shall be used. 6. Blank Insert for unused ports. 2.3 COPPER PROTECTION PANELS AND MODULES Any copper communications cables entering the building shall be first terminated to a protection module. Ground protection panels or modules as recommended by the manufacturer and as specified in the 2008 NEC. A. Protector panel shall be wall mounted with 710 connector input and 110 block output. 10 B. Exceed UL 497 requirements. C. Protection modules shall be Asymmetrical protectors. D. External failsafe mechanism that permanently grounds the module under sustained high current conditions. E. Every copper telephone pair entering the building shall be protected in a protector panel. F. Coaxial cable, used for CATV, entering the building shall be protected. 2.4 IDENTIFICATION PRODUCTS A. Cable Labels: Self-adhesive vinyl or vinyl-cloth wraparound tape markers, machine printed with alphanumeric cable designations. Locate within 4" of each IDC. PART 3 - EXECUTION 3.1 EXAMINATION A. Examine pathway elements to receive cable. Check raceways, cable trays, and other elements for compliance with space allocations, installation tolerances, hazards to cable installation, and other conditions affecting installation. Do not proceed with installation until unsatisfactory conditions have been corrected. 3.2 INSTALLATION A. Wiring Method: Install wiring in raceway and cable tray except within consoles, desks, and counters. Conceal raceway and wiring except in unfinished spaces. B. Install components as indicated, according to manufacturers' written instructions. Use techniques, practices, and methods that are consistent with the Cat 6A 5e rating of the components and that assure Cat 6A 5e performance of completed signal paths, end-to-end. C. Install cable without damaging conductors or jacket. D. Do not bend cable in handling or installation to smaller radii than minimums recommended by manufacturers. E. Pull cables without exceeding cable manufacturer's recommended pulling tensions. 1. Pull cables simultaneously where more than one is being installed in the same raceway. 2. Use pulling compound or lubricant where necessary. Use compounds that will not damage conductor or insulation. 3. Use pulling means, including fish tape, cable, rope, and basket-weave wire/cable grips that will not damage media or raceway. PREMISE DISTRIBUTION SYSTEM of 11

11 F. Install cable parallel and perpendicular to surfaces or exposed structural members, and follow surface contours where possible. G. Secure and support cable at intervals not exceeding 20 inches and not more than 6 inches from cabinets, boxes, fittings, outlets, racks, frames, and terminals. H. Wiring within Telecommunications Closets and Enclosures: Provide adequate length of conductors. Train the conductors to terminal points with 12" excess cable. Use lacing bars to restrain cables, to prevent straining connections, and to prevent bending cables to radii smaller than allowed. I. Separation of Wires: Comply with EIA/TIA-569 rules for separation of unshielded copper data system cables from potential EMI sources, including electrical power lines and equipment. J. Make terminations only at indicated outlets, terminals, and patch panels. K. No splicing of cables between terminations is permissible. L. The maximum horizontal distance to the farthest workstation shall be limited to 290 ft., as specified in the ANSI/EIA/TIA 568A standard document. Cable shall be provided on reels or boxes (reel in a box) to help eliminate kinks and twists. M. Provide cross-connects as required to connect the building horizontal cables to the telephone service cables. N. Cables shall be bundled with Velcro wraps and supported per manufacturer s recommendations. O. Install cables in E.M.T. above hard ceilings. Bush ends of E.M.T. 3.5 IDENTIFICATION A. Identify system components. Hand lettered labeling is not acceptable. Identification labeling shall be machine generated. B. The Contractor shall develop and submit for approval a labeling system for this cable installation. At a minimum, the labeling system shall clearly identify all components of the system: racks, cables, panels, and outlets. The labeling system shall designate the cables origin and destination and a unique identifier for the cable within the system. Label 2D locations first and then all 1D locations at the end/higher location numbers so that the Owner will have spare locations available at the end of the B patch panel for demarc circuit extensions. Racks and patch panels shall be labeled to identify the location within the cable system infrastructure. All labeling information shall be recorded on the as-built drawings and all test documents shall reflect the appropriate labeling scheme. C. System: Use a unique 3-syllable alphanumeric designation for each cable, and label the cable and the jacks, connectors, and terminals to which it connects with the same designation. Use logical and systematic designations related to the architectural arrangement of the facility. PREMISE DISTRIBUTION SYSTEM of 11

12 1. First syllable is to identify and locate the wiring closet or equipment room where the cable originates. 2. Second syllable is to identify and locate the cross-connect or patch panel field in which the cable terminates. 3. Third syllable is to designate the type of media (copper or fiber) and the position occupied by the cable pairs or fibers in the field. D. Workstation: Label cables within outlet boxes. F. Within Connector Fields, in Wiring Closets and Equipment Rooms: Label each connector and each discrete unit of cable-terminating and connecting hardware. Where similar jacks and plugs are used for both voice and data service, use a different color for jacks and plugs of each service. G. Cables, Generally: Label each cable within 4 inches of each termination and tap, where it is accessible in a cabinet or junction or outlet box, and elsewhere as indicated. H. Exposed Cables and Cables in Cable Trays and Wire Troughs: Label each cable at terminations and at intervals not exceeding 100 feet. I. Cable Schedule: Post at a prominent location in each telecommunications closet and equipment room. A floor plan listing incoming and outgoing cables and their designations, origins, and destinations. Protect with a rigid frame and clear plastic cover. Provide a diskette copy of final comprehensive schedules for the Project in the software and format selected by Owner. 3.6 FIRESTOP SYSTEMS A. All penetrations through fire rated building structures (walls and floors) shall be sealed with an appropriate firestop system. This requirement applies to through penetrations (complete penetration) and membrane penetrations (through one side of a hollow fire rated structure). Any penetrating items i.e., riser slots and sleeves, cables, conduit, cable tray, and raceways, etc. shall be properly firestopped. B. Firestop systems shall be UL Classified to ASTM E814 (UL 1479) and shall be approved by the Architect. C. All firestop systems shall be installed in accordance with the manufacturer's recommendations and shall be completely installed and available for inspection by the local inspection authorities prior to cable system acceptance. 3.7 FIELD QUALITY CONTROL A. Testing: Upon installation of cable and connectors, demonstrate product capability and compliance with requirements. Test each signal path for end-to-end performance. Remove temporary connections when tests have been satisfactorily completed. 1. Copper Cable Procedures: Inspect for physical damage and test each conductor signal path for continuity and shorts for 100% of pairs. Use time-domain reflectometer with strip chart recording capability and anomaly resolution to within 12 inches in runs up to 1000 feet in PREMISE DISTRIBUTION SYSTEM of 11

13 length. Test for faulty connectors, splices, and terminations. Link performance for UTP cables must meet minimum criteria of TIA/EIA-568-A-5 Additional Transmission Performance Specifications for 4-Pair 100 Ohm Cat 6A 5e Cabling. 2. Each cable shall be tested for continuity on all pairs and/or conductors. Twisted-pair data cables shall be tested for the all of the above requirements, plus tests that indicate installed cable performance. These data cables shall be bi-directional tested using a Level 3 cable analyzer. a. Each pair of each installed cable shall be tested using a "green light" test set that shows opens, shorts, polarity and pair-reversals. The test shall be recorded as pass/fail as indicated by the test set in accordance with the manufacturers recommended procedures, and referenced to the appropriate cable identification number and circuit or pair number. Any faults in the wiring shall be corrected and the cable re-tested prior to final acceptance. b. Each installed cable shall be tested for installed length using a TDR type device. The cables shall be tested from patch panel to workstation outlet. The cable length shall conform to the maximum distances set forth in the TIA/EIA-568-A-5 Standard. Cable lengths shall be recorded, referencing the cable identification number and circuit or pair number. For multipair cables, the longest pair length shall be recorded as the length for the cable. c. High speed unshielded twisted pair (UTP) data cable shall be performance verified using an automated test set. This test set shall be capable of testing for the continuity and length parameters defined above, and provide results for the following tests: 1) Near End Cross-Talk (NEXT) 2) Propagation Delay 3) Delay Skew 4) ELFEXT 5) PS ELFEXT 6) Attenuation 7) Attention to Cross-Talk Ration (ACR) 8) Return Loss 9) Length d. Test results shall be automatically evaluated by the equipment, using the most up-todate criteria from the TIA/EIA Standard TIA/EIA-568-A-5 Additional Transmission Performance Specifications for 4-Pair 100 Ohm Cat 6A 5e Cabling. The result shown as pass/fail. Test results shall be printed directly from the test unit or from a download file using an application from the test equipment manufacturer. The printed test results shall include all tests performed, the expected test result and the actual test result achieved. In addition provide an electronic copy, in a format as selected by the Owner. e. All category 6A 5e test must be completed with the Agilent Technology Wire Scope 350 copper test equipment. 3. Where concatenated links are installed to complete a circuit between devices, the Contractor shall test each link from end to end to ensure the performance of the system. After the link performance test has been successfully completed, each link shall be concatenated and tested. The test method shall be the same used for the test described above. The evaluation criteria PREMISE DISTRIBUTION SYSTEM of 11

14 shall be established between the Architect and the Contractor prior to the start of the test. In addition provide an electronic copy of the results, in a format as selected by the Owner. B. Correct non-compliant links, where possible, and retest to demonstrate compliance; otherwise, remove and replace entire links and retest. 3.8 CLEANING A. On completion of system installation, including outlet fittings and devices, inspect exposed finish. Remove burrs, dirt, and construction debris and repair damaged finish, including chips, scratches, and abrasions. 3.9 DEMONSTRATION A. Train Owner's maintenance personnel on procedures and schedules related to startup and shutdown, troubleshooting, servicing, and preventive maintenance. Train designated personnel in cable plant management operations, including changing signal pathways for different workstations, rerouting signals in failed cables, and extending wiring and establishing new workstation outlets. B. Conduct a minimum of one 4-hour day of training. Include both classroom training and hands-on experience. C. Training Aid: Use operation and maintenance manual material as an instructional aid. Provide copies of this material for use in the instruction. D. Schedule training with Owner with at least 7 days' advanced notice.
