1 2004 Specifications CSJ SPECIAL SPECIFICATION 2344 TMC Support Equipment 1. Description. Furnish Traffic Management Center (TMC) support equipment in the City of Missouri City TMC location as shown on the plans, and as detailed in this Special Specification. 2. Materials. A. General Requirements. Furnish, assemble, fabricate, or install only new, corrosion resistant materials, in strict accordance with the details shown on the plans and in this Special Specification. B. Functional Requirements. Furnish and install, at the location shown on the plans, CCTV central equipment to control the video cameras in the field and the video signals in the Traffic Management Center. Provide CCTV central equipment including, but not be limited to, the following: Two (2) 46 in. Video Monitors (color) Two (2) 32 in. Video Monitors (color) Six (6) 21 in. Video Monitors (color) 1. Video Monitor. Provide color video monitors of the sized specified at each location as indicated on the plans. Provide monitors with the following requirements: Each LCD must be less than 6 in. deep Screen size of specified monitors is measured diagonally Minimum resolution of 1080p Full view angle of 170 degrees or more Design to accommodate the LCD screen in a tile matrix 2. Wiring and Connectors. Ensure coaxial cable is used for making video connections between devices in the computer room. Ensure the cables are the RG- 59 type with a nominal impedance of 75 ohms. Ensure the cables have a polyethylene dielectric with copper braid shield having a minimum of 95% shield coverage and not greater than 3.4 db attenuation per 100 ft. at 100 MHz. Provide video connectors of the BNC die crimp type. Neatly trim the coaxial braid before crimping the connector to insure no possibility of contact between braid and inner connector. Ensure there are no nicks in the center conductor. Ensure crimps are mechanically secure and made in such a way that no braid is left exposed or
2 protrudes from the connector. Ensure the center pin is gold plated and installed with the tip of the center pin flush with the front edge of the connector. Neatly dress and bundle the cables with nylon cable ties. Mark each cable with a unique identification number at a point 6 in. from each end of the cable. Perform numbering by applying adhesive plastic tape with machine printed black figures on white background. Thermal, or inked ribbon, computer printed labels are not satisfactory. Ensure identification is read upright when holding the cable horizontally with the connector to the left. Protect the finished identification number with a piece of clear shrinkable tubing shrunk tightly over the label and extending at least 1/4 in. either side of the label. Ensure each cabinet or rack contains a typed list showing the cabinet identification and the numbers, description, source, and destinations of the cables in that cabinet. Ensure the cable list is heat laminated to protect it from moisture and dirt. Provide a system schematic that clearly identifies each cable by number. 3. Operator Workstation. Provide two TMC operator workstations. Include the following items as a minimum in the Operator Workstation. One keyboard One mouse Three 21 in. (measured diagonally) computer monitors 1000 Mbits Ethernet Port 6 USB 3.0 ports 4 USB 2.0 ports 8 GB Ram memory 1000 GB Hard drive Latest CPU Processor One DVD-RW drive One speaker output One microphone input Windows 7 Operating System 4. Operator Workstation video card. Include in each Operator Workstation a video card to support up to three 21 in. monitors at a maximum resolution of 5760x1080 (3x 1920x1080). This may be achieved by installing an internal or external video card or a combination of both. Adjust the color in all three monitors such that there is no difference in color levels. Provide full motion video with no delays or flickering on the three monitors. C. Electrical Requirements. 1. Video Monitor. Provide color video monitors with solid state design, with the exception of the picture tube. Ensure the color video monitors meet the following requirements:
3 Video Input - EIA-170 standard, black negative polarity, composite signal, BNC connector, termination selectable between high impedance loop through or 75 ohms HDMI. Resolution Monitors capable of supporting 1080p and 350 lines vertical, 450 lines horizontal, measured per EIA-170 standard. Geometric Distortion - 2% maximum. Gray Scale - Capable of displaying 10 discernible shades of gray. Scanning - 2:1 interlaced, 525 lines/frame, frames per second per EIA-70 standard, scanning rate 60 hz vertical, and 15,750 hz horizontal. Control Functions - Front panel controls: Power on/off, contrast, brightness, horizontal hold (if used), vertical hold (if used), color (chroma), and hue (tint or phase). Ensure integral means are provided for degaussing, either automatically at power-up, or manually by means of an external pushbutton. Ensure the monitor is not be capable of television broadcast reception. 2. Power Requirements. Ensure the CCTV central equipment meets its specified requirements when the input power is 115 ± 20 volts AC, 60 ± 3 Hz. Ensure the maximum power required does not exceed 600 watts. Ensure the equipment operation is not be affected by transient voltages, surges, and sags normally experienced on commercial power lines. 3. Wiring. Provide wiring meeting the requirements of the National Electric Code. Cut the wires to the proper length before assembly. Do not double back wire to take up slack. Neatly lace wires into clamps. Provide cable slack to facilitate removal and replacement of assemblies, panels, and modules. 4. Transient Suppression. Provide DC relays, solenoids, and holding coils which have diodes across the coils for transient suppression. 5. Power Service Protection. Provide the equipment with readily accessible, manually resettable or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. 6. Fail Safe Provision. Provide the equipment designed so that the failures of the equipment will not cause the failure of any other unit or equipment. D. Mechanical Requirements. 1. Enclosure. Rack mount the video monitor, video switch, video patch panel, and waveform monitor and locate them as shown on the plans. 2. Modular Design. Provide equipment that is modular in design so that major portions may be readily replaced in the field. Mechanically key modules of unlike functions to prevent insertion into the wrong socket or connector
4 Clearly identify modules and assemblies with name, model number, serial number, and any other pertinent information required to facilitate equipment maintenance. 3. Connector and Harness. Make external connections by means of connectors. Key the connectors to preclude improper hookups. Color code the wires to and from the connectors and appropriately mark them. Ensure pins and mating connectors are corrosion resistant. E. Environmental Design Requirements. Supply equipment meeting all its specified requirements during and after subjecting to any combination of the following conditions: Ambient temperature range of 50ºF to 100ºF. Relative humidity up to 90% non-condensing. 3. Construction. A. General. Provide equipment designed and constructed utilizing the latest available techniques with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. Provide equipment designed for ease of maintenance. Ensure the component parts are readily accessible for inspection and maintenance. Provide test points for checking essential voltages and waveforms. B. Electronic Components. Supply electronic components that comply with the Special Specification, Electronic Components. C. Mechanical Components. Supply external screws, nuts, and locking washers made of stainless steel. Do not use self-tapping screws unless specifically approved. Supply parts made of corrosion resistant material, such as plastic, stainless steel, anodized aluminum, or brass. Protect materials used in construction from fungus growth and moisture deterioration. Separate dissimilar metals using an inert dielectric material. D. Testing. Perform testing in accordance with Article 2, Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty. E. Training. Perform training in accordance with Article 3, Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty. F. Documentation. Provide documentation in accordance with Articles 4 and 5, Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty. G. Warranty. Provide a warranty in accordance with Article 7, Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty. 4. Measurement. This Item will be measured as lump sum unit
5 5. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under Measurement will be paid for at the unit price bid for TMC Support Equipment. This price is full compensation for furnishing the equipment described under this Item, with mounting hardware, adapters, cables, and connectors; documentation and testing; and labor, tools, materials, training, warranty, equipment, and incidentals
