Inledning I dokumentet återfinns aktuella svenska ståndpunkter inför RRC-04, den första sessionen av två för ITU:s kommande regionala radiokonferens RRC 04/05 (Regional Radiocommunication Conference 2004/2005). RRC 04/05 har initierats för att planera digital rundradio i delar av region 1 och 3 i frekvensbanden MHz och MHz. ITU Council Resolution 1185 (MOD) beskriver villkoren för konferensen. Den första sessionen äger rum den maj Datum för det andra tillfället bestäms efter att den första sessionen har ägt rum. Förberedelser inför RRC 04/05 pågår dels inom CEPT och dels inom ITU. Inom CEPT sker förberedelserna i grupp WGFM och dess undergrupp PT24. Inom ITU har Task Group 6/8 tagit fram en förberedande rapport med tekniska förutsättningar till den första sessionen. Detta dokument är ett levande dokument där ändringar införs löpande efter förslag från svenska intressenter. Förslag till ståndpunkter tas fram vid de nationella förberedelsemöten som hålls inför internationella möten rörande RRC 04/05. Utkast till europeiska förslag som visas i detta dokument antogs eller reviderades vid det extraordinära WGFM-mötet i Helsingfors, december 2004 eller det extraordinära WGFM-mötet i Wien, 2-4 mars, om inte annat anges.

4 1. 1, Frequency planning for the digital terrestrial broadcasting service for RRC 04/05 1 Agenda item of Resolution 1185 (modified, 2003) of the ITU Council: resolves 3.1 Förslag i (Antagen vid Xo-WGFM december 2004) 1. In Band III, 174 to 230 MHz, the new digital Plan should accommodate DVB-T and T- DAB. 2. For channel bandwidths and channel spacing in Band III, each administration may retain its own situation (channel spacing and bandwidth defined previously for analogue TV). 3. In Bands IV and V, 470 to 862 MHz, the new digital Plan should accommodate DVB- T. 4. In Bands IV and V, the new digital Plan should be based upon an 8 MHz channel bandwidth associated with an identical 8 MHz channel spacing

5 2. 2, Time schedule 2 Agenda items of Resolution 1185 (modified, 2003) of the ITU Council: resolves 2.2, 2.3 Förslag i (Antagen vid xo-wgfm 2-4 mars 2004) In order to allow sufficient time for administrations to conclude planning studies and multilateral agreements and the ITU-BR to process the input data, administrations are urged to provide their initial requirements as soon as possible after the first session to facilitate ITU planning exercises. Final requirements should be provided not later than 3 months before the second session of the Conference. The second session of the Conference should take place in early The entry into force of the Agreement, to be decided by the second session, should be nine months after the end of the second session. The Final Acts of the second session should provisionally apply the Agreement as from the date of the end of the second session.

7 4. 4, Plans connected to the Agreement 4 Agenda items of Resolution 1185 (modified, 2003) of the ITU Council: resolves 2.4, 3.1. Förslag i (Antagen vid Xo-WGFM december 2004) The new Agreement should consist inter alia of a number of frequency plans as follows: (1) A Digital Plan This would contain: a new plan for digital broadcasting in Band III ( MHz), with provisions for T-DAB and DVB-T; a new plan for digital broadcasting for Bands IV and V ( MHz), with provisions for DVB-T; The new digital Plan would consist of assignments/allotments proposed by administrations and agreed by the Conference. These may be derived from: digital assignments/allotments in the relevant existing Plans or successfully coordinated; or digital assignments/allotments resulting from the conversion of analogue assignments; or new digital assignments/allotments (requirements in addition to the foregoing items). (2) An Analogue Plan This would contain: the updated frequency plans for analogue television stations in Band III ( MHz), currently associated with the ST61 and GE89 Agreements, as requested by administrations and agreed by the Conference; the updated frequency plans for analogue television stations in Bands IV and V ( MHz), currently associated with the ST61 and the GE89 Agreements, as requested by administrations and agreed by the Conference. a list of existing and planned assignments successfully coordinated for analogue television stations in Band III for the territories not covered by the ST61 and the GE89 Agreements, as requested by administrations and agreed by the Conference; a list of existing and planned assignments successfully coordinated for analogue television stations in Band IV and V for the territories not covered by the ST61 and the GE89 Agreements, as requested by administrations and agreed by the Conference.

8 5. 5, Planning scenarios 5 Agenda items of Resolution 1185 (modified, 2003) of the ITU Council: resolves 2.1 a), 3.1 a), 5, instructs the Director of the Radiocommunication Bureau 2. Förslag i (Antagen vid Xo-WGFM december 2004). 1. The Conference should adopt a general principle of equitable access to frequency resources. Planning exercises should be carried out to indicate the possibilities in different parts of the planning area, taking account of the requirements for digital terrestrial broadcasting and the data for other services submitted by Administrations. 2. The Agreement should also contain provisions that terrestrial systems having characteristics different from those of the digital terrestrial broadcasting systems planned at the second session of the Conference may be used, provided that such use does neither cause greater interference nor demand higher protection than the system indicated in the Plan entry. 3. The planning process should be able to deal with both allotments and assignments. 4. The planning process should be able to deal with different planning scenarios being adopted for different geographical areas. 5. Bilateral and multilateral agreements should be taken into account in the planning process.

9 6. 6, Consideration of planning methods 6 Agenda items of Resolution 1185 (modified, 2003) of the ITU Council: resolves 2.1a) and 3.1f) Förslag i (Antagen vid xo-wgfm 2-4 mars 2004) Planning should be based on protection of required coverage areas for allotments and assignments; Administrations should be free to specify their input requirements as either allotments or assignments. A process should be adopted at the first session of the RRC for the conversion of assignments into allotments. Corresponding to the form of the input requirements, the new digital Plan should be able to record both allotments and assignments. The planning process should have provisions for compatibility analysis and plan synthesis phases. Within the planning process, administrations should have the possibility to agree, on a bilateral basis, the mutual compatibility between the input requirements of digital terrestrial broadcasting services and the compatibility between those input requirements and other services. Input requirements for assignments less than 100 W e.r.p. in Band III and less than 500 W e.r.p. in Bands IV/V should not usually be considered in the planning process.. Input requirements for allotments with a perimeter of less than 30 km should not be considered in the planning process, as far as practicable.

10 7. 7, Coexistence of T-DAB and DVB-T in Band III 7 Agenda item of Resolution 1185 (modified, 2003) of the ITU Council: resolves 2.1 a). Förslag i (Antagen vid Xo-WGFM december 2004) 1. The whole Band III should be available for DVB-T and T-DAB planning. 2. Both DVB-T and T-DAB services should coexist in Band III but T-DAB should be concentrated preferably in the band MHz. 3. There should not be a rigid splitting of Band III between DVB-T and T-DAB unless it is proposed on a national basis and only depending on national requirements.

11 8. 8, Transition from Analogue to Digital Terrestrial Broadcasting 8 Agenda items of Resolution 1185 (modified, 2003) of the ITU Council: resolves 2.1 a), 3.1 b) (incl. footnotes 4 & 5), 3.1 c) (incl. footnotes 6&7), 3.2, 3.3 Nuvarande förslag i :n ej färdig. Nya förslag väntas till WGFM april Utdrag ur rapport från Xo-WGFM 2-4 mars 2004 (1) Doc. FM(03)180 Rev 2 Annex 12 contained draft 8. There was considerable debate on this, in particular on the treatment of existing and planned digital assignments. A Drafting Group on the issue chaired by Mr. Rancy (France) indicated that no agreement had been reached on a solution.. He proposed bringing the issue to the WG FM meeting in April (2) Germany, Switzerland and Belgium proposed that Administrations with existing assignments which they wished to protect and which would prevent their neighbours from having an optimised plan should accept fewer channels for digital broadcasting. Protection of existing digital stations would hamper the introduction of new digital broadcasting stations. (3) Sweden proposed equal treatment for the protection of existing and planned digital and analogue assignments. Germany stated it could only agree for an interim period not the whole transition period. The UK raised the question of what transition period Europe would be proposing, and suggested that the Swedish proposal should be amended by putting a limit of Germany suggested that the Swedish proposal should be defined in more detail and that the date should be (4) WG FM therefore agreed to consider the following proposal at the next WG FM meeting: In cases where compatibility between the new digital Plan and existing and planned digital and analogue assignments is not ensured by the planning process, and in cases where existing and planned digital and analogue assignments are not taken into consideration in the planning process, these assignments should be protected until (5) Mr. van Diepenbeek proposed that Administrations should raise this issue at the upcoming CEPT Assembly in Montreux. He suggested a presentation from two Administrations of opposing views should be given to facilitate a discussion on the issue. (6) It was agreed that the draft would be put on the agenda for the WG FM meeting in April and that Germany, Sweden and the UK would discuss the issue with a view to inputting a document to that meeting. It was also agreed to raise the issue at the CEPT Assembly. The draft is contained in Annex 10.

12 9. 9, DVB-T network structures and reception modes to be used in frequency planning for RRC 04/05 9 Agenda items of Resolution 1185 (modified, 2003) of the ITU Council: resolves 2.1 b), 3.1 f). Förslag i (Antagen vid Xo-WGFM december 2004) 1. The planning should be able to deal with different network structures, namely, Multi Frequency Networks (MFN), Single Frequency Networks (SFN) and a mixture of both configurations, using the appropriate system variants and location probabilities. 2. The planning should be able to deal with different reception modes, namely, fixed reception, portable (outdoor and indoor) reception and mobile reception using a limited number of appropriate system variants and location probabilities. 3. Receiving antenna polarisation discrimination should not usually be taken into account in the planning process. It may be taken into account in cases where administrations concerned plan for fixed reception on the basis of bi-lateral or multi-lateral agreements.

13 10. 10, T-DAB network structures and reception modes to be used in frequency planning for RRC-04/05 10 Agenda items of Resolution 1185 (modified, 2003) of the ITU Council: resolves 2.1 b), 3.1 f). Förslag i (Antagen vid Xo-WGFM december 2004) 1. The T-DAB planning should be based on allotment planning using Single Frequency Networks (SFNs). 2. The T-DAB planning should be able to deal with mobile reception and with portable indoor reception.

14 11. 11, Channel bandwidth and channelling plan for T-DAB in Band III 11 Agenda item of Resolution 1185 (modified, 2003) of the ITU Council: resolves 2.1 a). For T-DAB, the channelling plan in Band III as given in Recommendation ITU-R BS Technical Basis for planning of terrestrial digital sound broadcasting in the VHF band should be inserted in the new digital Plan.

16 13. 13, Field strength prediction method for Band III [and IV/V] 13 Agenda items of Resolution 1185 (modified, 2003) of the ITU Council: Resolves 2.1a), 3.1e) Förslag i (Antagen vid xo-wgfm 2-4 mars 2004) The field strength prediction method in Recommendation ITU-R P , in association with the guidance in Attachment 1 to input document 4 to RRC-04 should be used in the frequency bands MHz and MHz.

17 14. 14, Protection of analogue and digital broadcasting in the preparation of the digital plan 14 Agenda items of Resolution 1185 (modified, 2003) of the ITU Council: resolves 2.1 b), 3.1 b) (including footnotes 4 and 5), 3.1 Förslag i (Antagen vid xo-wgfm 2-4 mars 2004) The existing and planned television assignments, either digital or analogue, are defined as follows: for the territories covered by the ST61 and/or the GE89 Agreements, unless otherwise agreed between concerned administrations, the assignments in the updated Plans, or at least successfully coordinated 3 months prior to the second session of the conference for the territories not covered by the ST61 or the GE89 Agreements within the planning area, unless otherwise agreed between concerned administrations, the assignments successfully coordinated 3 months prior to the second session of the conference. The existing and planned T-DAB allotments are defined as those which have been successfully co-ordinated 3 months prior to the second session of the conference.

18 15. 15, Data related to broadcasting required for the RRC 15 Agenda item of Resolution 1185 (modified, 2003) of the ITU Council: resolves 2.1. Förslag i (Antagen vid Xo-WGFM december 2004) 1. Individual administrations should collate data for: Existing or planned services, broadcasting or other service, which will require to be taken into account at RRC. For broadcasting services, these should include coverage area boundary details as well as station parameters. New requirements for digital broadcasting services to be considered at the RRC. These should specify: The type of system required - television or sound The type of reception required fixed, portable, or mobile The coverage required The digital broadcasting systems and variants to be employed The transmission characteristics to be used (such as transmitting antenna heights and the station locations) or the type of reference network. The network configuration to be employed (for example, Multi Frequency Networks (MFNs), Single Frequency Networks (SFNs) or a mixture of both) Whether the requirement is defined as an assignment or an allotment Priority for a channel or a frequency band. 2. The data should be presented in electronic form using the formats and input mechanisms to be agreed by the RRC. 3. All geographical coordinates should be based on the World Geodetic System 1984 (WGS84).

19 16. 16, Consideration of Other Services 16 Agenda items of Resolution 1185 (modified, 2003) of the ITU Council: Resolves 3.1 and 3.4 Förslag i (Antagen vid xo-wgfm 2-4 mars 2004) In order to allow sufficient time for administrations to conclude planning studies and multilateral agreements and the ITU-BR to process the input data, administrations need to provide data for their other primary services as soon as possible after the first session but not later than 9 months before the second session of the Conference. Compatibility between the assignments/allotments contained in this new digital Plan and the assignments of other services with primary status recorded in the MIFR with a favourable finding or at least successfully coordinated no later than 3 months before the second session should be ensured by design of the Plan. If this compatibility is not ensured by design of the Plan, the protection of these assignments should be ensured by a procedure to be applied by the administrations after the second session of the Conference before bringing into use their digital assignments/allotments in the new digital Plan. Other primary services should only be taken into account at the request of concerned administrations. In cases that an Administration requires primary services other than broadcasting to be taken into account in the establishment of the Plan, this administration should accept that access to the band for digital broadcasting services will be reduced. The protection of other services that need to be taken into account in the establishment of the plan, could lead to more restrictions to other countries than digital broadcasting would do. The administration requesting the protection of the other services may need to limit its digital broadcasting requirements in such a way that the other administration has an access to the band comparable to the situation that digital broadcasting would be used instead of the other service. The new Agreement should include procedures for co-ordination of future assignments of other primary services (i.e. not already taken into account in the design of the new digital Plan) with the broadcasting service.

20 17. 17, Outline of regulatory procedures required to implement the Agreement 17 Agenda items of Resolution 1185 (modified, 2003) of the ITU Council: Resolves 3.1 b), 3.1 c) 3.2, 3.3, 3.4 and 3.5 Nuvarande förslag i :n ej färdig. Nya förslag väntas till WGFM april Utdrag ur rapport från Xo-WGFM 2-4 mars 2004 (1) Mr. Doeven introduced Doc. FM(04)061 Annex 17 which contained draft 17. (2) Switzerland reserved its position until after the discussion on Guideline 5. (3) Sweden presented Doc. FM(04)065 which contained its proposals to align the text of 17 to reflect that not only analogue stations but also digital stations would be protected in the transition period. It proposed that a list be annexed to the Agreement which would contain the existing and planned digital assignments to be taken into account. Switzerland supported the Swedish proposal. France disagreed with the Swedish proposal which, it considered, complicated the issue. Germany felt that clarification was needed here and said that it believes that compatibility with ITU Resolution 1185 (modified) should be ensured. (4) This was referred to the Drafting Group looking at s 8 and 14 (see section 4.4 and 4.7) but no conclusion was reached during the meeting so the draft (see Annex 15) was referred to the April meeting of WG FM.

21 18. 18, Resolutions and Report to the Second Session of the Conference Förslag i (Antagen vid xo-wgfm 2-4 mars 2004) The three draft Resolutions proposed below provide for the first session to: Adopt its report and invite the second session to take it into account, and to activate the SCRPM (Annex 1); Recommend early 2006 as the date for the second session (Annex 2) (agenda item of Resolution 1185 (modified, 2003) of the ITU Council: resolves 2.3); Recommend that the two short conferences be convened in sequence immediately after the second session of the RRC to abrogate all the relevant parts of the Stockholm 1961 and the Geneva 1989 Agreements as from the date of entry into force of the new Agreement (Annex 3) (agenda item of Resolution 1185 (modified, 2003) of the ITU Council: resolves 2.4).
