1 1993 Specifications CSJ s & , etc. SPECIAL SPECIFICATION 1676 Traffic Management Center Electronics 1. Description. Furnish and install electronics equipment in the Traffic Management Center as shown on the plans or as directed. 2. Materials. (1) General Requirements. Furnish, assemble, fabricate or install new, corrosion resistant materials in strict accordance with the details shown on the plans and the requirements herein. (2) Functional Requirements. Furnish and install electronics equipment in the Traffic Management Center (TMC) in order to form a completely integrated traffic management system. (a) Equipment Room. Install, assemble, and test the following equipment in the Traffic Management Center Equipment Room. New equipment: Camera Controller 2 Uninterruptable Power Supplies 1 20 input by 20 input Video Switcher/Titler 2 RGB converters (converts RGB to standard NTSC video) 1 quad video generator (splits an NTSC video monitor into 4 video screens) Video Patch Panels 1 Waveform Analyzer 1 13" Maintenance Video Monitor 1 NTSC Test Pattern Generator 20 Video Distribution Amplifiers Power Supplies, Connectors, Harness, and Accessories (b) Camera Controller Provide camera controller with all functions for controlling the field cameras. These functions are described in the camera receiver section of the Special Specification, CCTV Field Equipment. Provide a Microsoft Windows NT based computer software application camera controller with appropriate hardware to be installed on existing Traffic Management Center server. Provide the following controls via the camera controller software application: 1. Pan up/down/left/right. 2. Camera Selection. 3. Manual/Automatic Iris. 4. Camera Power Control

2 5. Zoom. 6. Focus. 7. Programmable Camera Position Presets (min 10). Provide camera selection with camera selection software in an address range Initiation of any camera control function shall cause an EIA-232 control message to be issued from the camera controller. EIA-232 output interface shall be an integral part of the camera controller and compatible with the camera receiver. No external protocol translation units are permitted. Provide an external EIA-232 compatible input port for host control by alternately available by transmitting external asynchronous serial messages transmitted to the EIA-232 input port. Allow control of the EIA-232 input port by an external personal computer or a communication link from the Traffic Management center at selectable data rates from 2,400 baud to 19,200 baud. Connect the EIA-232 output port to the code broadcast unit, via the EIA-232 port combiner, as shown on the plans. Supply operating manuals for the camera controller, as well as a detailed technical manual describing the communication protocol for both the EIA-232 input and output ports. Provide Windows NT based software to control the proposed cameras capable of controlling the existing 2 cameras located on Williams Trace Boulevard. (c) RGB Converters. Supply converter that will convert workstation PC computerscreen images to high-resolution NTSC images for display on a television, largescreen monitor, or projector. Support input resolutions up to 1280x1024 at 60 Hz. Offer remote control of all front panel functions via an RS-232 terminal. Support a sync frequency range of 31 to 71 khz. Meet the following minimum requirements: - Input Sampling 24-bit support for 16.8 million colors - Input Sync types of separate H & V; composite sync; and sync-on- green - Resolution up to 1280x1024 at 60 Hz - Remote operation input connector RS System requirements IBM PC compatible, NTSC monitor - Video Output NTSC Composite - Connectors: Input VGA: HD 15; Output VGA: db 15; Composite: RCA - Power 100 to 130 V AC 47 to 63 Hz (d) Color Quad Video Generator. Allow up to 4 video camera signals to be displayed simultaneously on a single monitor screen divided into 4 blocks. Refresh all 4 images so that they appear in real time with no motion loss due to multiplexed display images. Provide quad system able to use virtually any 2:1 interlace type camera. Allow sequential display of quad page and each camera at full screen on live display monitor port. Support remote control of functions through an RS-232 serial port. Meet the following minimum requirements: - Operating power may be 120 V AC or 12 V DC with adapter - Operating temperature range from F - Video input four 1.0 V p-p composite video - Monitor output 1.0 V p-p composite video - On screen time, date, and camera title display option - VCR output 1.0 V p-p composite video

3 (e) Portable Video Signal Generator. Supply a portable video signal generator capable of supplying the following industry standard signals: - Multi-burst from 0.5 MHz to 4.5 MHz with steps not greater than 1 MHz - Cross hatch pattern - minimum of 7 x 11 lines - SMPTE standard color bars with three step black plug Output must be 1.0 V p-p with 75 ohm impedance, response flatness plus or minus 1 percent to 10 MHz. Conform to the EIA-170 Standard. Switch selectable signals to one output of the generator. Supply BNC type output connector with appropriate cables and adapters. Operate from both 120 V 60 Hz AC power and from a 12 V automotive battery. (f) Waveform Monitor. Mount a calibrated waveform monitor in the equipment rack, near the patch bay, and in easy viewing distance of all video signal level adjustments. Obtain its "A" input signal from an output of the routing switcher/tilter. Loop through the patch bay and loop through the waveform monitor, where it shall be terminated with a 1% tolerance, 75 ohm, terminator. Make "B" input available at a jack on the patch panel. Supply waveform monitor with the following characteristics: - A minimum of a 5 in. diagonal viewing area - Frequency response from 25 Hz to 10 MHz flat, ± 1% - Full scale vertical deflection of 140 IRE units, ± 1% - Internal 1.0 V, ± 1%, calibration signal - It must be possible to view signals at either the horizontal or vertical rate and a means must be provided for expanding any part of the signal display either vertically or horizontally - It shall have 2 signal inputs. The viewed signal and the scope synchronization must each be capable of being derived from either input - Input response must be selectable between: Flat, IRE, Chroma only, and Differential Gain - A switchable DC restorer must be provided to maintain display stability with varying APL - Mounting hardware shall be supplied to fit a 19 in. rack, with any space not used filled in with blank-out panels (g) Maintenance Video Monitor. Provide a rack mountable 13 in. diagonal color monitor. Mount in the equipment room video rack. Ensure video controls are front panel accessible. Meet the following minimum requirements: - Operating power 120 V AC 60 Hz - Rack mountable, rack mount bracket adapter included lines horizontal resolution - Video input 1 V p-p/75 ohm composite via BNC connector - Video output 1 V p-p/75 ohm composite via BNC connector - Color, Brightness and Contrast controls (h) Uninteruptable Power Supply (UPS). Provide rack-mounted temporary back up for the rack-mounted communications equipment during power outages. Provide

4 brownout and overvoltage protection through automatic voltage regulation. Support remote management of UPS operation and shutdown of attached devices. Use included UPS management software that runs under a Windows NT operating system. Provide Coaxial cable used for making video connections between devices in the Traffic Management Center. Provide RG-59 type with a nominal impedance of 75 ohms and a polyethylene dielectric with copper braid shield having a minimum of 95% shield coverage and not greater than 3.4 db attenuation per 100 feet at 100 MHz. Use BNC die crimp type video connectors. Neatly trim coax braid before crimping the connector to insure no possibility of contact between braid and inner connector. Ensure no nicks in the center conductor. Mechanically secure and make crimps in such a way that no braid is left exposed or protrudes from the connector. Use a gold plated center pin and install with the tip of the center pin flush with the front edge of the connector. Neatly dress and bundle the cables with nylon cable ties. Mark with a unique identification number at a point 6 in. from each end of the cable. Number by applying adhesive plastic tape with machine printed black figures on white background. Thermal, or inked ribbon, computer printed labels are not satisfactory. Make identification read upright when holding the cable horizontally with the connector to the left. Protect the finished identification number with a piece of clear shrinkable tubing shrunk tightly over the label and extending at least 1/4 in. either side of the label. Provide a typed list showing the cabinet identification and the numbers, description, source and destinations of all cable in that cabinet. Heat laminate the cable list to protect it from moisture and dirt. Clearly identify all cables by number on the system schematic. (j) Interconnect Harness and Accessories. Provide all interconnect harnesses and accessories needed for a completely integrated Traffic Management System. Properly label these cables/harnesses on either end of the cable assemble. These cables will consist of but not be limited to: - RS232 cables

5 - Video coaxial cables - Twisted pair - CAT 5 cables (k) Distribution Amplifiers. Connect rack mounted, modular, distribution amplifiers (DA) to the outputs of each video source connected to the patch panel in the equipment room. Provide a minimum of 2 outputs per DA. Ensure loading of either output does not affect the signal on the other output. Provide DA with a nominal input and output impedance of 75 ohms and does not introduce any measurable distortion to the signal. Route all DA inputs and outputs, including a minimum of 1 monitoring output, through the patch panel. (l) Video Patch Panels. Install, in the equipment room, patch bays to access video signals for monitoring and bypassing purposes. Supply jacks, patch cord plugs, accessories, and adapters that are gold plated and produced by the same manufacturer. Conform to the Western Electric 75 ohm (0.09 in. center pin) standard. Mount the jacks in double rows on 3.5-in. panels with 0.63 in. vertical spacing and 0.83 in. horizontal spacing. If metal panels are used, insulate the cable shield from the panel. In general, signal sources shall be on the top row, and corresponding signal destinations, if any, shall be below them on the bottom row. Supply the following accessories for use with jacks in the patch bay: in. patch cords; in. patch cords; ft. coax cable with male BNC each end; Patch plug to female BNC adapter; ohm patch plug terminator; Looping plugs with pinch type handle, in addition to the number required for normal operation; and Unused patch bay jacks, installed in unlabeled positions. Furnish and install a patch bay to access video signals for monitoring and bypass purposes. Provide a patch bay between each of the following component pairs; the CODECs and the DA, the DA and the video switcher, and the video switcher and monitors. An additional patch bay is required for terminated test points from the DA. (m) Video Switch/Titler. Provide Crosspoint Matrix type video swithcher/titler having 20 NTSC inputs and 20 NTSC outputs accessible through 75-ohm coaxial type BNC connectors. Provide outputs capable of being switched to any input without affecting the state of any other output. Rack mount the video switcher/titler in the control center in a standard 19 in. rack. Control the video switcher/titler via EIA- 232 passed from the Camera Controller software application. Supply a video switcher/titler capable of expansion to 400 inputs by 60 outputs in the video switcher/titler shall have the following requirements: Video Signal: EIA 525 lines, 60 fields. Color System: NTSC. Video Input: Composite 1 V P-P

6 Differential Phase: ± 1 degree Gain: Unity ± 1% Signal to Noise ratio: greater than 60dB Frequency Response: ± Video Annotation: time/date, 3 digit ID, and 2 lines of 20 characters Operating Temperature: 50 F to 104 F. (n) Fail Safe Provision. Design the equipment such that the failures of the equipment shall not cause the failure of any other unit of equipment. (3) Electrical Requirements (a) Cameral Controller. Provide a computer based design and generate digital codes compatible with the field controllers. Provide all interface and protocol information to the Engineer with the required system documentation. (b) Power Requirements. Meet all specified requirements when the input power is 115 ± 20 volts AC, 60 ± 3 Hz. The maximum power required shall not exceed 600 Watts. Ensure the equipment operation is not affected by transient voltages, surges, and sags normally experienced on commercial power lines. Check the local power service to determine if any special design is needed for the equipment. The extra cost, if required, is subsidiary to this item and will not be paid for directly. (c) Wiring. Meet the requirements of the National Electric Code. Cut all wires to proper length before assembly. Do not double back wires to take up slack. Neatly lace wires into clamps. Provide cable slack to facilitate removal and replacement of assemblies, panels and modules. (d) Transient Suppression. Use DC relays, solenoids, and holding coils with diodes across the coils for transient suppression. (e) Power Service Protection. Use readily accessible, manually resettable or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. (f) Fail Safe Provision. Design the equipment such that the failures of the equipment will not cause the failure of any other unit or equipment. (4) Mechanical Requirements. (a) Mounting. Rack mount the video switcher. (b) Modular Design. Design Modular equipment such that major portions may be readily replaced in the field. Mechanically key modules of unlike functions to prevent insertion into the wrong socket or connector. Clearly identify modules and assemblies with name, model number, serial number and any other pertinent information required to facilitate equipment maintenance

7 (c) Connectors and Harness. Make all external connections by means of connectors. Key the connectors to preclude improper hookups. Color code or mark all wires to and from the connectors. Plate pins and mating connectors with a minimum of 50 microns of gold. Use BNC type video switcher input and output connectors and the video monitor input. (5) Environmental Design Requirements. Meet all its specified requirements during and after subjecting to any combination of the following conditions: (a) Operating Temperature. 40 F to 122 F. (b) Operating Humidity. 0% to 90% relative humidity, non-condensing. 3. Construction Methods. (1) General. Use the latest available techniques with a minimum number of different parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. Design for ease of maintenance. Make all component parts readily accessible for inspection and maintenance. Provide test points for checking essential voltages and waveforms. (2) Electronic Components. Comply with Special Specification, "Electronic Components". (3) Mechanical Components. Use stainless steel external screws, nuts and locking washers; do not use self-tapping screws unless specifically approved. Use corrosion resistant material such as plastic, stainless steel, anodized aluminum or brass for all parts. Protect all materials used in construction from fungus growth and moisture deterioration. Separate dissimilar metals with an inert dielectric material. (4) Testing, Training, Documentation and Warranty. Test in accordance with Article 2. of Special Specification, "Testing, Training, Documentation and Warranty". Train in accordance with Article 3. of Special Specification, "Testing, Training, Documentation and Warranty". Provide documentation in accordance with Article 4. of Special Specification, "Testing, Training, Documentation and Warranty". Warranty in accordance with Article 5. of Special Specification, "Testing, Training, Documentation and Warranty". 4. Measurement. This Item will be measured as "Lump Sum" for the complete work performed, and material and equipment furnished, installed, made fully operational, and tested in accordance with these special specifications

8 5. Payment. The work performed and materials furnished in accordance with this Item, and measured as provided under "Measurement" will be paid for at the unit price bid for "Traffic Management Center Electronics ". The price shall be full compensation for all materials and equipment furnished, installed, made fully operational and tested, including all cables and connectors, labor, training, documentation, and tools necessary to complete the work
