1 EQUIPMENT & FACILITIES POLICY INFORMATION CSULB Department of Film & Electronic Arts updated January 23, 2017 All students are expected to abide by all rules and regulations as established in the Film & Electronic Arts Department s 2017 Policy & Procedures Handbook. 1. USE OF DEPARTMENT EQUIPMENT/FACILITIES: Department equipment and production/post-production facilities are to be used for class projects ONLY. Production students are prohibited to allow anyone, other than fellow classmates, to handle, store, or operate department equipment. 2. EQUIPMENT ROOM AND RESERVATION CENTER: Location: UTC 207 Phone: (562) feaequipmentroom@gmail.com Hours: Mondays Thursdays: 9:00am to 10:00pm Fridays: 9:00am to 5:00pm Saturdays & Sundays: TBA 3. EQUIPMENT AND FACILITY RESERVATIONS: NARRATIVE PRODUCTION: Students should their reservation requests to the equipment room at least two days (48 hours) prior to checking-out equipment. Reservations must be received no later than Tuesday, 9:30pm, for Thursday s checkout day. The 48-HOUR RULE will be strictly enforced! CREATIVE NONFICTION PRODUCTION: Reservation requests should be made 48 hours in advance whenever possible. However, Creative Nonfiction students ONLY can make a request 24 hours in advance with consent of instructor. EQUIPMENT RESERVATION FORMAT CC You must CC your instructor to confirm this equipment is for a class assignment. REQUEST Subject line must only include: Check out date, Student's Name, and Class. Sample: 11/15/16 - Vincent Vega - FEA 351 BODY The body should only include: date of checkout, date the equipment will be returned, and an organized list of equipment requested. This includes gear, computers, studios, and rooms. If you do not receive a confirmation regarding your request within 2 business days, contact the Equipment Room at (562) EQUIPMENT CHECKOUT: NARRATIVE PRODUCTION: Thursdays: 12:00pm to 9:30pm CREATIVE NONFICTION PRODUCTION: Pick-ups should be on Thursday or Friday during E-Room hours. Mid-week checkouts are possible with instructor approval when filming on a Mon, Tues, Wed, or early Thurs AM. 1) It is the student s responsibility to inspect and conduct a thorough prep of all equipment during checkout hours to verify that reserved equipment is on hand and is working properly and is in good condition. Allow 20 minutes to 2 hours for prep and loading, depending on the size of the checkout. 2) Last day to check out equipment for class projects in Spring 2017 semester is Thursday, May EQUIPMENT RETURN: NARRATIVE PRODUCTION: Mondays: 9:00am to 12:00 noon. CREATIVE NONFICTION PRODUCTION: Mondays: 9:00am to 12:00 noon. Mid-week checkouts must return the gear by Thursday, between the hours of 9AM to 12:00 noon. 1) The student must deliver all equipment, as listed under his/her name on the checkout form, no later than 12:00 noon, as indicated on the check-out form, to the E-Room in UTC-207, for clearance. 2) The E-Room must be notified in advance for any late returns and must also approve request in advance of the time/date due. 3) A second infraction of returning equipment after 12:00 noon will result in the suspension of checkout privileges. 6. EQUIPMENT CATEGORY BREAKDOWN: The type and amount of equipment that a student may reserve and check out is dependent on the course for which they are enrolled in. See Equipment Allocation (PDF) listing for details. 7. LOST, STOLEN, BROKEN, or DAMAGED EQUIPMENT/PARTS: 2
3 Students who check out department equipment are responsible for any type of damage or loss of equipment and/or parts that may occur while in their possession. You MUST REPORT any damage or loss of equipment and/or parts to the equipment room staff. The cost of repairing and/or replacing said equipment will be PAID BY THE STUDENT before the end of the current semester. The following steps must be taken when an equipment item is LOST or STOLEN: 1) A Lost or Stolen Property Report (available for download in the Resources section of FEA website) must be submitted to the FEA Department s Equipment Room Coordinator within three (3) working days if an equipment item is considered LOST. 2) The Police Department (PD) must be immediately notified if an equipment item has been considered STOLEN; depending on where you are filming, this may be the campus, city, or county PD. After investigation by the PD, an offense report and a Lost or Stolen Report must be submitted to the FEA Department s Equipment Room Coordinator within three (3) working days after the reported incident. 8. POST-PRODUCTION FACILITIES - RESERVATIONS: There is a time limit of FOUR HOURS per day for using the audio, video, computer, or post-sound facilities. Failing to show up at the beginning of the reserved time more than one time will result in that student being denied further reserved time for the rest of the semester. ROOM RESERVATION FORMAT Reservations are done by only, not in person. You may come in person to check computer availability, but the E-room staff requires an for all reservations. REQUEST Subject line must only include: Reservation date, Room, Student's Name, and Class. Sample: 11/15/ Vincent Vega - FEA 307 BODY The body should only include: Reservation date, Room, and Time, and your contact information Sample: I would like to request a reservation for room 228 on 11/15/17 from 2pm-6pm. COMPUTERS & HARD-DRIVES TECHNICAL REQUIREMENTS & PROCEDURES: HARD DISK DRIVES: External hard disk drives MUST have the following bus interface for connectivity and performance in FEA labs: USB 3.0 / 3.1 SuperSpeed 1) USB 2.0 will work, but at a reduced data rate unacceptable for picture or sound editing. 2) FireWire 400 (IEEE-1394A) and FireWire 800 (IEEE-1394B) are currently supported (Spring 2017) but will be phased out in Fall FireWire 800 requires an adapter cable to plug-in as FireWire ) Thunderbolt hard disks / peripherals are NOT supported. Please do NOT use Thunderbolt ports for your devices on FEA Macintosh computers. FORMAT / FILESYSTEM: The following partition map scheme and file system are REQUIRED for proper operation with FEA software: PARTITION MAP: Apple Partition Map 3
4 FILESYSTEM: Mac OS Extended (Journaled) 1) Note that drives configured the manner above will NOT be recognized on Microsoft Windows operating systems. Also note that most Mac-compatible hard disks are NOT configured in this manner. 2) Re-formatting and re-partitioning a hard disk will destroy all data so be certain to back up your data prior to doing so. 3) If you cannot format your drive, please FEA tech Robert Rhyu (robert.rhyu@csulb.edu) for assistance. USAGE: Please do NOT store media or data on FEA computer hard drives save to your external hard drive. Do NOT connect your hard drive directly to the computer. Connect to the Firewire hub or female USB extensions provided. Do NOT 'hot-plug' hard drives or peripherals to FEA computers! All devices including FEA computers and your hard drives / peripherals must be powered OFF before connection or disconnection. Use the following procedure to safeguard our computers and your data: CONNECTION PROCEDURE: 1) On FEA computer, find MASTER POWER switch (power strip or rack power) and ensure that it is OFF. 2) Plug your hard drive / peripheral power cable or adapter into the power strip provided. 3) Connect hard drive data cable (USB or FireWire) to either the FireWire hub or USB extensions provided. 4) Power up your external hard drive / peripheral. 5) Start the FEA computer. DISCONNECTION PROCEDURE: 1) Save your work and quit all open programs. 2) Shut down the FEA computer. 3) Power down your hard drive / peripherals. 4) Shut down MASTER POWER switch. 5) Disconnect data cables (USB / FireWire). 6) Disconnect power cable / adapter. 10. MATERIALS AND SUPPLIES: Students must supply the following: 1) Batteries (AA or AAA) for microphones and audio recorders 2) Headphones 3) Hard drive (USB 3.0, 7200rpm & external powered) for post-production 4) Memory cards, SD/CF cards 5) Gaffers tape, camera and paper tape 6) Thumb/Jump drives are highly recommended 11. LOADING DOCK USEAGE: Students may only use the loading dock area, in the Lot 7 parking circle adjacent to Theatre Arts, for loading and unloading equipment. Please note that maximum time allotted for temporary parking is ten minutes. Students may not park at the loading dock area when prepping and/or testing equipment. Please note that ONE person must remain at the vehicle at all times for security purposes. Violators will be cited by CSULB s Parking Officers. (Please do not block space reserved for the COTA truck or authorized delivery vehicles.) 4
5 12. PRODUCTION INSURANCE COVERAGE: The Film & Electronic Arts Department will provide production insurance to students enrolled in a production course that requires a course fee. Students utilizing department insurance are required to familiarize themselves with information pertaining to the scope and type of coverage, the process of obtaining certificates, and limitations established by FEA Department s Policies and Procedures Manual. PROCEDURE 1) Student completes Request for Insurance form (available for download in the Resources section of FEA website), and obtains instructor s signature. 2) Submit form to Steve Hubbert in room UTC 208 for review and processing 3) Student will receive an Insurance Certificate and Student Verification Letter and/or Vendor Verification Letter NOTE: The insurance package includes two specific policies as follows: locations: vendors: GENERAL LIABILITY - with a limit of $1 Million, to include $250,000 for Third Party Property Damage. The certificate holder will be listed as Additional Insured and Loss Payee. EQUIPMENT, PROPS, SETS & WARDROBE - with a limit of $60,000 in most cases. There are several vendors with specialized equipment requiring coverage of $350,000. Please note the following are excluded from insurance coverage and are therefore prohibited: 1) Vehicles (commercial or rental) 2) Pyrotechnics 3) Aircraft (of any type, including drones) 4) Boats 5) Underwater cinematography 6) Stunts (of any type) 7) Blanks 8) Squibs 9) Chase scenes that involve the use of any type of vehicles 10) Animals 11) Cast coverage 12) Live Gangster Rap Music 13) Scaffolding over 15 feet 13. REQUEST TO FILM ON-CAMPUS: A permit is required for student filming on the campus of CSULB. The university has a selective process of reviewing film permits to fit the needs of academic priorities. Filming under any circumstance may not displace CSULB employees or students. The first two weeks of a semester will have limited use and any filming will require special approval. Students are encouraged to work with their instructors to maximize the quantity and quality of filming on campus when and where possible. PROCEDURE FOR OBTAINING PERMISSION TO FILM ON CAMPUS (EXCLUDING CLASSROOMS): 1) Student completes Request to Film on Campus form (available for download in Resources section of FEA website) Complete the Request to Film on Campus completely Narrative Students must attach: Include script, storyboards, map indicating location, etc. Creative Nonfiction must attach: Include Film & scene(s) summary, map indicating location, etc. Request is signed by the student and the instructor 5
6 Student must agree by signing the form that information is correct and the production will employ all safety measures as indicated on form. Student obtains written permission/signature for venue-owned areas ( s are acceptable) from the appropriate location supervisor, manager, or facility coordinator NOTES: Restricted locations: Various Art Sculptures (Pyramid, Bell Tower, Fountain), Residence Halls, Brotman Hall (interior), Mail Services, Dance Studio, Undeveloped Areas (22 acres on Bellflower and Earl Warren Drive), Restrooms. Policy for filming in classrooms is described separately below. Regarding the required attachments: Event Services will review Request Form and script (for Narrative) or film/scene summary (for Creative Nonfiction). The script/summary is reviewed for any items that may not be appropriate for filming on campus and relay findings (if any) to student. The script/summary and supporting material will also be reviewed for safety, security, and trademark issues. Public Affairs may be consulted if necessary Absolutely no use of animals in student films allowed 2) Student submits request to Event Services Office at least seven (7) days prior to date of event, along with the attachments required for Narrative or Creative Nonfiction projects (noted above) and campus map indicating filming locations. Submit via or deliver hardcopy. Contact: Pamela Jesse, University Liaison for Special Events Brotman Hall, Suite 320 (562) *Note: If Pamela out of the office, she will have an auto-reply with who to contact in her absence. 3) Event Services will notify student by phone and/or once approvals have been granted and issued (or if they are denied). (ES obtains approvals from several other entities, based on application.) Once approvals are ready, the student must pick up a hardcopy at the front desk in Brotman Hall room 320, weekdays between 8:00am - 5:00pm. 4) Student must have a printed copy of the approval with them at the time of filming. PROCEDURE FOR OBTAINING PERMISSION TO FILM ON CAMPUS IN CLASSROOMS: 1) Students must first schedule the use of a classroom through the University Student Union (USU) Conference and Events Services office prior to submitting a request for film permit. There is a form that must be signed there in person: Location: University Student Union, Suite 200C Telephone: ) After a room has been officially scheduled with USU, the student must then submit the Request to Film on Campus form according to steps 1-4 above. 6
