2 Invitation The Rose Bowl Operating Company ( RBOC ), as agent for the City of Pasadena ( City ), is seeking qualified professional sports lighting manufacturers to submit qualifications ( RFQ ) to participate in a two-part proposal process for the Design and Installation of new LED Sports Lighting at the Rose Bowl Stadium. Phase 1 consists of this RFQ in which the professional sports lighting manufacturer will be required to adequately submit documentation that demonstrates its ability to meet and/or exceed the minimum qualifications outlined herein. Upon evaluation, only those professional sports lighting manufacturers that have been determined to meet such qualifications as outlined in this RFQ will be permitted to advance to Phase 2 which consists of the Request for Proposal ( RFP ) process. Sports Lighting Design Statement The ability to broadcast events with the best possible lighting will ultimately showcase the Rose Bowl events to mass audiences around the globe. Professional/collegiate athletes, broadcast cameras, game officials, spectators and nearby residences are all impacted in some way by the sports lighting during an event. Consequently, many complex considerations and decisions are involved in creating a design of the lighting system to ensure that these objectives are met. ME Engineers has developed this design criteria to understand each of the manufacturers capabilities in illuminating the field of play and controlling the spill/light pollution to the nearby community. Each of the solicited manufacturers shall review the RFQ document and be able to fully demonstrate the manufacturer s ability to meet the criteria stated herein. Those manufacturers who have demonstrated the required qualifications will then be asked to proceed to Phase 2 of the proposal process Summary The intent of this document is to solicit a proposal from sports lighting manufacturers seeking to participate in the Rose Bowl LED Sports Lighting Improvement Project. All proposals shall include at a minimum the information outlined in Section 1.6 herein. The basis for this RFQ document is for the sports lighting manufacturer to demonstrate the minimum required professional/collegiate experience and product capabilities to illuminate the Rose Bowl Stadium to the standard required. Neither this RFQ nor the submission of a proposal to the Rose Bowl Operating Company (RBOC) shall create any contractual rights or obligations whatsoever on either RBOC or any proposer, nor create any obligations on the RBOC in any manner whatsoever. All cost to the manufacturer to provide this submission shall be borne by the manufacturer. All clarifications and questions shall be submitted in writing to the contacts listed below, and will be answered in addendum form and posted on the Rose Bowl Stadium Website. 3 1.2. Existing Conditions The Rose Bowl Stadium in Pasadena, California is one the finest football stadiums in America. Built in 1922, the stadium is home to the UCLA Bruins Football team and has hosted Olympic Games, Super Bowls, the FIFA World Cup as well as numerous international soccer matches and concerts. The stadium is most famous for being the site of the annual Rose Bowl Game every New Year s Day with more than 90,000 spectators enjoying the football game, and a nation-wide telecast. The stadium lighting system was originally installed in 1992 with 9 poles and two light racks on the west side pressbox. In 2013, the existing lights were upgraded as part of the suite and pressbox renovation. Currently, there is a total of three hundred fiftyseven (357) 1500watt metal halide fixtures used to illuminated the field for football games. These fixtures illuminate the field to approximately 125FC horizontally and 200FC vertically. Existing Sports Lighting Arrangement

Only those manufacturers who demonstrate these qualifications will be permitted to continue to Phase 2 of the RFP process. Manufacturers may be requested to attend an interview to determine or clarify qualifications Sports Lighting Criteria The proposed sports lighting system shall consist of LED luminaires mounted to light racks on the West Suite/Pavilion and luminaires mounted to light poles for the rest of the stadium. The new lighting luminaires shall design to provide the highest

5 quality of illumination, best control of glare and spill lighting to spectators and the nearby residential community, while also meeting rigorous standards for telecast. Luminaire Product Criteria The luminaire shall conform to the criteria list below: Design to meet the needs for HDTV with super slow-motion and flicker free replay. The luminaire shall conform to LM-79 and LM-80 published standards. The luminaire shall have a color temperature between 5000K to 5700K (binning cannot exceed +/-200K). The luminaire color rendering index shall be 80 or greater. The luminaire LED Lamp life shall be rated at 70% of initial lumens remaining. Initial delivered lumens thermal losses should be less than 10% when operated at a steady state at an average ambient operating temperature of 25 C, and optical losses should be less than 15%. LED boards, drivers and associated components shall have a minimum warranty of 10 years on the LEDs, 10 years on the drivers, 10 years on the paint finish. The luminaire driver shall conform to the criteria listed below: Drivers shall be used at 100% output for lumen output rating and not be under-driven or over-driven. Driver shall be capable of dimming the LED array from 20% to 100% with an efficiency of 95% Driver shall have DMX input capable of dimming and controlling each fixture. Driver casing shall be constructed from cast aluminum. Driver shall have universal voltage input of 277volt to 480volt. All drivers shall comply with IEC Driver preference is to be remote from luminaire and within 100 feet of the LED fixture. If integral with luminaire, identify in the proposal the history of failure rate of the driver proposed. The luminaire glare and light pollution control shall conform to the criteria listed below: Each LED shall have a reflector to control light and limit glare. Bare diodes or optics using TIR lenses only will not be accepted. Product must be capable of producing a Glare Rating (GR) of less than 40 at all calculation points on the field, fixed camera positions, street intersections and nearby residences The fixture design shall meet all California, local jurisdiction lighting and glare restrictions including night sky limitation, and off-site glare. The fixture design must fully comply with local authority light spillage requirements. Relevant Sport Lighting Experience The manufacturer shall be able to demonstrate the following relevant sports lighting experience: Briefly state the relevant LED experience that the manufacturer has had in the past 5 years. This should also include references for the facility and description of product used, quantity of luminaires and achieved light levels (horz & vert). Proposed LED Product must have been used on a Division I collegiate football stadium and/or professional soccer stadiums. Must submit documentation demonstrating compliance with criteria set forth in section 1.5 Resumes of key individuals to be involved in the project with their background, roles and project experience. Demonstrate proposed luminaire meets criteria (if selected for Interview) RFQ Manufacturer Submission The RFQ should be typewritten, concise, straightforward and must address each of the Sports Lighting Criteria requirements. Submission shall be signed by an authorized individual or officer of the manufacturer s firm submitting the statement. Materials must be 8 ½ x 11 PDF format.

6 All RFQs must be received by the due date and time stated herein. Sole responsibility rests with the manufacturer to see that their RFQ response is received on time. Any responses received after the due date and time will be returned to the manufacturer and will not be reviewed by the RBOC. The RBOC reserves the right to solely judge the manufacturer/proposer's representations, and to solely determine whether the manufacturer is qualified to undertake the project pursuant to the criteria set forth herein. The manufacturer/proposer, by submitting a proposal, expressly acknowledges and agrees that the judgment of the RBOC as to whether or not the manufacturer/proposer is qualified to perform the project, shall be final, binding and conclusive. The RBOC reserves the right to reject all responses, waive any informalities or irregularities in any of the proposals, and to reject any proposal in the opinion of the RBOC that does not demonstrate that it meets the criteria of the RFQ. The RBOC reserves the right to cancel or delay the project at any time. This process does not commit the RBOC to award any contract, and the RBOC is not liable for any costs incurred by the manufacturer/proposer in the preparation and submission of a proposal.
