2 Background Oconee County is located approximately eight miles from Athens, GA and the University of Georgia. Oconee County Schools (OCS) is re-wiring the remaining CAT5 network at Oconee County Middle School (OCMS). OCMS is located at 1101 Mars Hill Road, Watkinsville, GA. The building currently has a combination of network cabling since some areas of the building have already been updated to CAT 5e and CAT6. The CAT5 network was installed in the late 90 s. The IDFs are currently connected with laser-optimized 50/15 µm multi-mode fiber (OM), except for one fiber run to the OCMS Fieldhouse. It is 6.5 µm multi-mode fiber. This RFP addresses replacement of the CAT5 cabling with CAT6 cabling in the 00, 500, and 600 areas of the building as well as the gym. It also includes replacing the one run of 6.5 µm multi-mode fiber. OCS invites vendors to submit proposals in accordance with the terms and conditions of this Request for Proposal (RFP). This RFP provides the requirements and evaluative criteria for furnishing and installing a cabling system consisting of 80 CAT6 runs terminated and tested from each of the intermediate distribution frames (IDF) as well as from the MDF. Responses from all prospective vendors should address pricing, service descriptions, and implementation procedures. This project is funded using special purpose local and E-Rate funds. Details It is the intent of this Request for Proposal (RFP) to provide bidders with sufficient information to prepare a proposal to replace an existing CAT5 network with a new 80 drop network using CAT6 from IDFs and a MDF and also includes installing a laser-optimized 50/15 µm multi-mode fiber (OM) to the fieldhouse from the TV-IDF. This fiber run will have 6 strands and all strands will be terminated. The terminations will be LC connectors. Proposals are requested on products that are the functional equivalent or better than the brands listed below. References to brand names, trade names, model numbers, or other descriptions are made to establish a required level of quality and functional capabilities and are not intended to exclude other products of that level. Specific names of products listed below are intended to convey the type of equipment sought. Comparable products of other manufacturers will be considered if proof of comparability and compatibility is contained in the proposal. Vendors, if proposing other than specified, are to clearly identify the manufacturer and the model number and must provide written, complete justification as to how the product complies with all specifications outlined within this RFP as well as the complete list of manufacturer's published specifications related to the requested products. It shall be the responsibility of the bidders to furnish descriptive literature with their proposal such that specifications, catalog pages, brochures or other data will provide an adequate basis for verifying the quality and functional capabilities of the product offered. Failure to provide this data will be considered valid justification for rejection of the proposal. Services/equipment included within this agreement shall be delivered from May, 017 until July 10, 017. All wiring should be completed by July 10, 017. All contracts awarded will be contingent upon Board approval by the Oconee County Schools. The successful vendor must be responsible for the removal and disposal of any existing CAT5, CAT and coax cabling as well as unused raceways, including surface mounted raceway in the building. Existing fiber, already updated CAT5e and CAT6 cabling, intercom wiring and speakers, and classroom AV wiring will be protected.
3 The response must provide a list of major components used in the completion of the project: A description of the materials and quantity A description of the equipment A description of the cost of material and equipment Detail any other costs not included in proposal above Time estimates for the project. All costs must be included in the response. In Appendix A are the drawings of the OCMS with the network drop and IDF locations identified. In Appendix B are the drop counts per room and IDF. General Specifications 1. Cabling / Cabling System A. The copper twisted pair cabling system shall be the Siemon System 6 UTP Cabling System. B. All copper twisted pair cabling shall be blue jacketed and plenum rated. C. All cable shall be Siemon cable or approved Siemon cable partners. Acceptable CAT6 cables are: i. Fiber backbone -main distribution frame (MDF) to horizontal and or intermediate distribution frame (IDF) i. Minimum of 1 fibers between distribution frames -adhere to manufacturer's installation procedures. All 1 fibers must be terminated. ii. Star configuration iii. Routed through Trade size 1 inner duct or armored. Below grade runs must use indoor/outdoor rated or outdoor rated water blocking fiber cable. iv. 50/15 μm LOMMF -OM laser certified multimode fiber that meets ISO/IEC standards. v. Each fiber backbone connection must support 10GB bandwidth performance. E. 50/15 μm Multimode fiber connectivity i. Connectors a. LC Duplex only -composite or ceramic ferrule ii. Fiber patch panels a. Rack mount b. 1 fiber adapter panels (LC Connectors only)
4 c. Splice trays if needed d. Rack unit trays only F. Cable Supports: i. Existing pathways may be used, but the vendor will be responsible for any new pathways needed. G. Fire stopping: The vendor is responsible for sealing conduit sleeves and openings used. H. Grounding, Bonding: i. Attach a #6 bare, solid ground wire from a local ground bar to each equipment rack/cabinet/tray using ground lugs. ii. Contractor to conform to NEC, EIA, ANSI, ASTM, UL, BICSI, TIA, and local regulations. IDFs The MDF is located in a closet off the 500 hallway. The vendor will install a new post U Open Frame Server Rack to replace the -post rack maintaining the integrity of the existing -post rack and wiring. It should meet EIA 19" standards and be Dell, HP, IBM, and Cisco compatible. Installation should include the backboard, grounding bar and cable management between the two racks. Before installation confirm location and positioning with owner. Station Drops The standard connector for all data outlet connections is a Category 6 RJ5 jack (keystone style). Each jack will be provided 10 ft blue patch cable and patch panel termination will be provided a blue patch cable (50% ft and 50% 5 ft). Category 6 balanced twisted-pair horizontal and backbone cables, whose length does not exceed 90 m (95 ft) for the basic link, and 100 m (8 ft) for the channel shall be 100 percent tested according to ANSI/TIA/EIA-568-B.1. Test parameters include wire map plus ScTP shield continuity (when present), length, NEXT loss (pair-to-pair), NEXT loss (power sum), ELFEXT loss (pair-to-pair), ELFEXT loss (power sum), return loss, insertion loss, propagation delay, and delay skew. All category 6 field-testing shall be performed with an approved level III balanced twisted-pair field test device. The terminations should be in a CAT6 patch panel. Network station drops should not use any surface mounted raceway or boxes. If conditions do not allow for other methods, the use of any new or existing surface mounted material must be approved prior to the use of the materials. Include a per network box raceway cost estimate. Fiber The multimode optical fiber cables for the horizontal subsystem must meet the following performance specifications shown in the following table: Media Type Maximum Attenuation Minimum Bandwidth 850 nm 100 nm 850 nm 100 nm 50/15 mm multimode.5 db 1.5 db 500 MHz - km 500 MHz - km LABELING Labeling shall conform to ANSI/TIA/EIA-606 standards. In addition, provide the following: A. Label each outlet with permanent self-adhesive label with minimum /16 in. high characters. B. Label each cable with permanent self-adhesive label with minimum 1/8 in. high characters in the following locations: Inside receptacle box at the work area. Behind the communication closet patch panel or punch block. C. Use labels on face of data patch panels. Provide facility assignment records in a protective cover at each telecommunications closet location that is specific to the facilities terminated therein. D. Use color-coded labels for each termination field that conforms to ANSI/TIA/EIA-606 standard color codes for termination blocks. E. Labels shall be machine-printed. Hand-lettered labels shall not be acceptable. F. Label cables, jacks, patch panels, and punch blocks with IDF patch panel number in which outlet is located, followed by the patch panel port number, i.e., 16, 01. Indicate riser cables by an R then pair or cable number. G. A set of as-built drawings shall be provided to OCS in electronic format (PDF or VSD). QUALITY ASSURANCE A. The contractor shall have worked satisfactorily for a minimum of five (5) years on systems of this type and size. B. Furnish a list of references with specific information regarding type of project and involvement in providing of equipment and systems. C. Equipment and materials of the type for which there are independent standard testing requirements, listings, and labels, shall be listed and labeled by the independent testing laboratory.
6 D. Where equipment and materials have industry certification, labels, or standards (i.e., NEMA - National Electrical Manufacturers Association), this equipment shall be labeled as certified or complying with standards. E. Material and equipment shall be new, and conform to grade, quality, and standards specified. Equipment and materials of the same type shall be a product of the same manufacturer throughout. F. Subcontractors shall assume all rights and obligations toward the contractor that the contractor assumes toward the owner. WARRANTY A. Unless otherwise specified, unconditionally guarantee in writing the materials, equipment, and workmanship for a period of not less than fifteen (15) years from date of acceptance by the owner. Acceptance shall be deemed as beneficial use by the owner. B. Transfer manufacturer's warranties to the owner in addition to the General System Guarantee. Submit these warranties on each item in list form with shop drawings. Detail specific parts within equipment that are subject to separate conditional warranty. Warranty proprietary equipment and systems involved in this contract during the guarantee period. Final payment shall not relieve you of these obligations. Proposals must be submitted in envelopes clearly marked "Oconee County Middle School 017 Network RFP", the name of the supplier, and either "Original" or "Copy," as applicable, on the outside of the envelope. Questions and Vendor Forum Meeting Oconee County Schools will help clarify any issues or questions regarding this RFP. It is the vendor s responsibility to seek this clarification. Please direct all questions via to mhale@oconeeschools.org. All questions and answers will be discussed at the Vendor Forum on 1/1/017 :0 PM. The meeting will take place at Oconee County Middle School Tech Barn, located at 1101 Mars Hill Road, Watkinsville, GA. Vendors are encouraged, but not required to attend this meeting. Vendor is limited to only representatives to attend the meeting. Proposal Evaluation Proposals will be evaluated and scored by Oconee County Schools. Vendors are urged to make their most attractive offer, since each vendor s ability to satisfy Oconee County Schools requirements as described in the RFP will be evaluated and scored basis of the proposal submitted. Upon completion of
8 the evaluation, each vendor will be advised as to whether or not it has been selected to move forward in the process. Bid Validity Any proposal submitted by vendor(s) during this process is considered legally binding and valid for the terms set forth in this document. Proposals will be considered an offer to do business with Oconee County Schools, and shall be binding for a period of 90 days from the proposal due date. Late Submissions Oconee County Schools has established the RFP process and timeline in a manner that is intended to benefit all participants. Please respect all dates and times, and adhere to established guidelines. Late submissions will not be considered for this RFP process. Pricing Vendors shall submit complete itemized pricing encompassing all products and services in the proposal. Payment will be made only on satisfactory completion of the work specified in this RFP. Company Experience and/or References OCS reserves the right to fully investigate the qualifications of any bidder(s) based on references supplied and publicly available information. Vendors are encouraged to supply evidence of experience on projects of similar nature and/or magnitude. Provide references listing: customer name, address, contact names, and telephone/ fax numbers. The vendors may also supply third party ratings to demonstrate their success in the IT marketplace.
