1 Annex I to Contract NL-Petten: the delivery, installation, warranty and maintenance of one (1) X-ray computed tomography system at the JRC-IET -Technical Specifications- INTRODUCTION In the 7th RTD Framework Programme of the European Union (FP7), the European Commission (EC) has established through the (IET) of the Directorate-General Joint Research Centre (JRC) at Petten (the Netherlands) (hereafter the JRC-IET) various research activities in the area of Energy and Transport. 1. SCOPE To fulfill the requirements and needs of these activities, the IET is equipped with different facilities for micro- and nano-analysis of materials. X-ray computed tomography is an important and upcoming technique for 3-dimensional imaging. Within the Microstructure Analysis Services of the Institute a multi-purpose x- ray computed tomography system could be accessed and used by different users for a multitude of applications. The JRC-IET thus seeks to purchase one (1) factory new x-ray computed tomography system with certain technical specifications, hereafter the Equipment, and services related thereto. 2. REQUIRED EQUIPMENT MANDATORY TECHNICAL REQUIREMENTS Tenders not meeting the following mandatory requirements shall be rejected as technically non-conform. As specified in the table below and confirmed in the Administrative Annex (under Award criteria, Technical merit), tenders will be considered favourably and score merit points insofar and to the extent that they exceed mandatory requirements set out in the following. 1

2 Tenderers shall reproduce (the content of) the following table in their offers indicating the fulfilment of these mandatory requirements, and provide additional comments, allowing for assessment by the Commission of the tenders technical merit above the specified level of compliance. If no or insufficient information is provided regarding any level related to technical merit, no points can be awarded. Tenders not meeting the mandatory technical requirements shall be rejected as technically not conform and be excluded from the award phase. MANDATORY TECHNICAL REQUIREMENTS (except requirements no. 19 to 21) Requirement Description 1 The Equipment must be factory-new (i.e. no used, resold, or second hand). The Equipment cannot be a prototype and must already be commercially available. 2 The Equipment must include x-ray computed tomography (CT) hardware, control computer, evaluation computer and software for hardware control and evaluation as well as all necessary other parts (including x-ray tube, sample stage, sample holders, x-ray detector and cables) necessary to run the whole system. The x-ray computed tomography system shall allow for the following: Acquisition of 2D X-ray projections at different orientations of a variety of samples (incl. high Z and low Z materials); Reconstruction of 3D CT datasets based on the acquired 2D projections; Visualization of 3D CT datasets; and Evaluation of 3D CT datasets. 3 The Equipment shall be prepared for in-situ imaging, i.e. shall contain one or more feedthrough(s) for tubes or cables which are radiation protected and have a cumulative cross section of at least 16 cm 2. The feedthrough with the largest diameter shall be at least 20 mm (diameter). 4 The software capabilities shall include acquisition and reconstruction capabilities (up to the max. hardware resolution of the system). The software shall contain an automatic geometric calibration function. Compliance limits (+ scope for considering technical merit above compliance) 2

3 5 The evaluation PC / PC cluster shall allow for reconstruction of at least 180 projections with a resolution of 1000x1000 pixels at 8 bit with within less than 5 minutes. Furthermore, it shall be possible to perform reconstructions of at least 360 projections with the maximum resolution of the detector at the detector s maximum dynamic range. 6 The software shall allow for visualization of the resulting 3D structure and evaluation of the 3D datasets (incl. determination of dimensions and segmentation algorithms). The software shall allow the export of 2D projections and reconstructed 3D datasets into standard file formats. 7 The equivalent dose at each point at a distance of 10 cm from the surface of the Equipment shall be 1µSv per hour or less. 8 The Equipment shall bear the CE mark (or equivalent) including certificate. 9 The Equipment shall provide mechanisms to avoid collision of different system components (e.g. detector, sample and source). 10 The equipment shall allow for the investigation of samples with a maximum sample weight of at least 1 kg, with a maximum sample diameter of at least 100 mm and a maximum sample height of at least 100 mm. The Equipment shall allow fast exchange of standard samples within less than 10 min (including sample setup except mounting of the sample on a holder). A broader range will be considered favourably at award stage, as follows (see also Administrative Annex technical merit above compliance): Maximum sample weight: At least 3 kg but below 10 kg = 2 points At least 10 kg = 4 points Maximum diameter of the sample of at least 200 mm with a maximum field of view of at least 100 mm x 100 mm = 2 points Maximum height of the sample of at least 200 mm = 2 points [overall: max. 8 points related to this requirement] 3

4 11 The Equipment shall include a motorized and software controlled sample stage for motions at least in y, z direction and rotation around the y-axis (z-direction: direction of the X-ray beam, y-direction is perpendicular to the z-axis and the axis of rotation for the CT scan). The range of the rotation shall not be limited (covering 0 to 360 ). The maximum error in the rotation angle shall be 0.01 or smaller. The ranges of y and z shall be at least 40 mm. 12 The spatial resolution in all spatial directions for 3D imaging (after reconstruction) at a high tension of at least 60 kv shall be 1.0 µm or better at the axis of rotation. As no standard sample for checking resolution of X-ray computed tomography in 3 dimensions is easily available, it shall be proven by means of images at a high tension of at least 60 kv and a source-detector distance of a least 2 mm that the 1.0 µm pattern on the JIMA RT RC-02B test pattern (see: is resolved in two orthogonal orientations of the test pattern which are both perpendicular to the beam direction. Alternatively instead of the JIMA sample a different calibrated test pattern can be used that has either a periodic pattern with a calibrated period of 1.0 µm or smaller; or contains two objects at a calibrated distance of 1.0 µm or smaller, both being considered means of proof that are technically equivalent to the 1.0 µm pattern of the JIMA sample. The offer shall contain images proving undoubtedly and in a manner verifiable to the Commission, that the 1.0 µm pattern of the JIMA sample (or, alternatively, the features with a periodicity or distance of 1.0 µm or smaller) is / are clearly resolved for 2 orthogonal spatial directions as specified above. After installation of the Equipment at the IET (see chapter 3), it shall be proven in reality that the requirement concerning spatial resolution is indeed met. A better resolution will be considered favourably at award stage, as follows (see also Administrative Annex technical merit above compliance): Maximum resolution between 0.8 and above 0.6 µm (0.8 µm pattern on JIMA sample resolved) = 2 points Between 0.6 and above 0.4 µm (0.6 µm pattern on JIMA sample resolved) = 4 points Better than 0.4 µm (0.4 µm pattern on JIMA sample resolved) = 6 points 4

5 The spatial resolution demonstrated as for the technical requirement for spatial resolution but at a sample radius of 10 mm or more is 1.0 µm or better at a high tension of at least 60 kv = 6 points 13 The detector shall be suitable for detecting X-rays in the whole energy range of X-rays produced by the source and shall consist of an array of at least 2000 x 2000 active pixels. The dynamic range of the detection (which is not necessarily defined by the number of bits of the output data) shall be at least 800:1. A broader range will be considered favourably at award stage, as follows (see also Administrative Annex technical merit above compliance): 14 The Equipment, i.e. its detector, detector positioning and detector size shall be suitable to achieve high resolution imaging with a resolution of 1.0 µm or better and image samples with the maximum allowed sample size at a field of view of at least 50 mm x 50 mm using the full size of the detector. 15 The equipment shall include one x-ray source. This X- ray source shall have a maximum tube voltage of at least 150 kv. The maximum power of the X-rays used for imaging shall be at least 8 W. A broader range will be considered favourably at award stage, as follows (see also Administrative Annex technical merit above compliance): 16 The system must be stand-alone with the following characteristics: [overall: max. 12 points related to this requirement] Detector of at least 3000 x 3000 active pixels = 3 points Dynamic range of the detection of at least 3000:1 = 2 points [overall: max. 5 points related to this requirement] Maximum tube voltage of at least 200 kv = 3 points 1) Dimensions X-ray computed tomography system with maximum dimensions of 3 m x 2 m x 2 m (not including control PC system); 2) Weight The x-ray system shall not be heavier than 4000 kg; and 5

6 ) The x-ray system must have a standard 1-phase; a standard 3-phase power supply or both. The maximum response time within which the Contractor shall be on the JRC-IE site for performance of corrective maintenance shall be not later than 5 working days as of the date of the original maintenance request by the Commission (see chapter 3 of these technical specifications). A shorter response time will be considered favourably at award stage, as follows (see also Administrative Annex technical merit above compliance): The warranty period (including preventive maintenance) shall be at least 12 months (see chapter 3 of these technical specifications) A longer warranty period will be considered favourably at award stage, as follows (see also Administrative Annex technical merit above compliance): 19 Technical merit feature (considered favourably at award stage, see also Administrative Annex): The equipment provides sufficient flexibility in distance between source and sample and detector and sample and is also suitable in all other necessary ways to allow for a significant edge enhancement by using phase contrast as contrast mechanism. The offer shall contain images proving undoubtedly and verifiable to the Commission that a significant edge enhancement is achieved by using phase contrast as contrast mechanism. The specifications concerning contrast mechanism have to be demonstrated and documented on the equipment after installation at IE. 20 Technical merit feature (considered favourably at award stage, see also Administrative Annex): The power consumption of the proposed equipment in stand-by mode (i.e. user interface is active, X-ray cabin is open, no measurement is performed) is lower than 800 W. 7 The power consumption of proposed equipment in full operation (at a high voltage of at least 150 kv and an output power of at least 8 W) is lower than 2 kw. Yes = 1.5 points (above compliance) 21 Technical merit feature (considered favourably at award stage, see also Administrative Annex): Degree of consistency of design and components It shall be described for each of the four items of requirement 21 how the consistency of design and/or the components was assured. The software was specifically designed for controlling and using the Equipment (or a class of X-ray computed tomography systems). The hardware components of the Equipment were designed for usage in X-ray computed tomography. The interfaces between software and hardware were optimized for usage in the Equipment. The interfaces between different hardware components of the Equipment were optimized for usage in this combination of hardware components. TIME SCHEDULE FOR THE PERFORMANCE OF THE CONTRACT The contract is divided into two main stages, as follows: Stage 1: Stage 2: Delivery (stage 1a); installation, commissioning, on site operational training and documentation (stage 1b); and at least 12 months of warranty including preventive maintenance and training(stage 1c). Preventive and corrective maintenance for 12 months (following expiry of the warranty) renewable up to 2 times for equal scope and periods up to a maximum total of 36 months. 7

8 Stage 1a: DELIVERY Execution of this sub-stage shall not exceed 6 months as of the contract s entry into force. The tenderer shall clearly indicate in their tender the expected date of delivery of the Equipment. This sub-stage shall end on the date of delivery of the Equipment to the Commission. Upon acceptance of the Equipment, confirmed by signature of the Certificate of Conformity by the Commission (Annex III of the contract), delivery is considered completed satisfactorily (end date of stage 1a). Stage 1b: INSTALLATION, COMMISSIONING, ON-SITE OPERATIONAL TRAINING AND DOCUMENTATION Execution of the services under this sub-stage shall commence not later than 6 weeks as from the end date of sub-stage 1a and shall be completed not later than 60 calendar days from the effective start of execution of the services under sub-stage 1b. The Contractor shall install the Equipment at the Commission premises (Westerduinweg 3, 1755 LE Petten, the Netherlands. The commissioning must include testing of all functions and capabilities at all standard modes of operation related to the Equipment. Only complete testing and satisfactory performance is considered as completion of this task. In case of a negative test, the Contractor shall on their costs take any necessary measures to successfully pass a second test. The costs related to the commissioning of the Equipment must be included in the offer. At least 2 working days of on-site training for up to 4 JRC-IET staff members must be provided in English on all standard functions and capabilities of the Equipment. All documentation must be in English and well structured. The information asked for shall be contained in this documentation (manuals, etc.), especially the full and detailed description of the Equipment including its functions and capabilities and those of the individual equipments and devices as well as software (if applicable). Copies of the instruction, operation (together with detailed operation), maintenance and safety manuals must be provided in paper and electronic versions (the latter preferably as a PDF file), at the latest when the commissioning of the Equipment is completed. All devices and components must be well described including their function and safe operation and all relevant components, parts and materials appropriately listed. 8

9 At the end of the commissioning of the Equipment and the services related thereto (i.e. training), the Certificate of Conformity shall be signed by both parties as approval (Annex III of the contract). The date of signature of the last party, the JRC-IET, shall be considered as the start date of sub-stage 1c. Stage 1c: WARRANTY including PREVENTIVE MAINTENANCE, TRAINING The warranty, which shall including preventive maintenance services, (the latter to be performed as described below under stage 2) of at least 12 months shall start after signature of the Certificate of Conformity by the JRC-IET related to sub-stage 1b. Within the first 12 months of stage 1c, at least 1 working day of on-site training for up to 4 JRC-IET staff members must be provided in English. The content of this training shall be agreed with the IET technical responsible (or its deputy) in writing. The Equipment shall be covered by at least 12 months warranty against all hidden defects in manufacture, materials or components. Performance of the Equipment must be continuous for the entire warranty period. A longer warranty period than the required minimum of 12 months shall be considered favorably at award stage (see Chapter 2 of these technical specifications). Any longer warranty period tenderer shall have the same scope as described above, hence shall also include preventive maintenance, which is understood as any periodic intervention on the equipment to ensure its proper function. Preventive maintenance shall take place at least twice a year and, in case of longer warranty period, shall be proportionally provided in addition, and shall include the control of the Equipment s performance, its calibration and replacement of any defective part or component thereof at the expense of the Contractor. Stage 2: MAINTENANCE The duration of the preventive and corrective maintenance shall be 12 months (one year; hereinafter: the Maintenance Period) as of the day following the date of release by the Commission but not earlier than expiry of sub-stage 1c. Maintenance intervention(s) will take place at the Commission premises in Petten during normal working hours (Monday-Friday, 8.30 hrs to hrs excluding holidays) upon mutual agreement among both parties in writing on the schedule and shall be performed by technical staff of the Contractor who shall have free access to the Equipment to be maintained. The technical staff of the Commission shall be present during maintenance. A maintenance intervention shall be considered complete when the following cumulative requirements are met: a) Equipment performance similar to that during commissioning 9

10 has been re-established and demonstrated to the technical staff of the Commission; b) a technical report specifying the intervention that has been carried out (including contract number, actual work performed and by whom, time spent, Equipment failure(s) and malfunction(s) identified as well as consumables and/or spare parts replaced, etc.) is prepared and signed by the Contractor and submitted to the Commission; and c) the Maintenance Acceptance Form (Annex IV to the contract) is signed by the Contractor and countersigned by the technical staff of the Commission. Unless otherwise agreed by both parties in writing, the Contractor shall respond to a maintenance request of the IET technical responsible (or its deputy) not later than 1 working day as of the date of the Commission s request by giving technical assistance using appropriate means of communication (e.g. by phone or ). If necessary, a technician sent by the Contractor shall be on site not later than 5 working days as of the date of the original maintenance request by the Commission. Stage 2a: PREVENTIVE MAINTENANCE For the purpose of this technical specification, preventive maintenance shall mean the periodic intervention by the Contractor to the Equipments to ensure its proper functioning and include: On-site visit(s) at least twice within every 12 months (including all expenses) according to the periodicity defined by the manufacturer(s) and the manual(s) of the parts & components of the Equipment; Calibration of all instrumentation of the Equipment according to the applicable standards including certificate(s); Replacement of consumables & spare parts as defined by the manufacturer(s) and the manual(s) of the parts & components of the Equipment; and Any Software updates. Stage 2b: CORRECTIVE MAINTENANCE For the purpose of this technical specification, corrective maintenance shall mean in addition to preventive maintenance any intervention made in case of improper performance or breakdown of any of the Equipment or its upgrading to re-establish its satisfactory performance. The Contractor shall respond to a corrective maintenance request of the IET technical responsible (or its deputy) as described under chapter 2. Prior to use of any spare part(s) involved in corrective maintenance, the Contractor shall obtain approval by the technical staff of the Commission. Corrective maintenance shall involve the replacement of spare parts including any defective part or component for any of the two Equipments. 10

11 A list of spare parts (based on the first Maintenance Period) is to be provided. This list shall be drawn up in the light of the professional experience and taking account of the place of use; it shall specify the unit prices, calculated on a DDP 1 basis Incoterm 2010 (excluding VAT). While the prices indicated in this list shall not be taken into account in the award phase of the tender procedure, it shall become part of the contract and its prices are to apply in the event of usage of spare parts during corrective maintenance. 1 DDP (delivered duty paid). 11
