2 1. Background 1. The NRWSSP covers period to meet the MDG targets on RWSS 2. Objectives of the NRWSSP: 1. To increase and improve the number of functioning water supply facilities in rural areas through systematic investments in new facilities and rehabilitation of existing facilities on the basis of a single comprehensive national RWSS programme 1. Case for Need of a Survey: Support to the NRWSSP has been through Area Based Programmes (ABPs) ABPs coverage is not clearly defined, hence some ABPs do not cover all the 7 components of the NRWSSP Some CP/NGO Support not clearly mapped and documented?? Some districts receiving more support than others... Need by GRZ to identify the current and expected coverage by ABPs in order to align 2. Specific objective of the survey To identify the current and expected coverage of all the 7 Components of the NRWSSP, supported by ABPs of CPs and NGOs in terms of amount of budget and duration of cooperation. 3

4 3. Scope of Work & Deliverables Scope 1. Survey the coverage of ABPs, supported by current/on-going co-operations of all CPs and NGOs under the NRWSSP. 2. Survey the coverage of ABPs, planned up to 2015 by current/on-going co-operations of all CPs and NGOs under the NRWSSP. 3. Summarise and draw mapping of the coverage of ABPs for all 7 components of the NRWSSP. 4. 19 PLANNED SUPPORT:COMPONENT 7 6. Conclusions The support to the NRWSSP for 2011 has not been honoured fully in terms of disbursements by CPs and NGOs. The disbursement rates range from 0% for ABPs that have delayed in implementation to between 21% and 100% for ABPs that are under implementation or are completed. The support to components is fairly distributed but heavily skewed towards Component 1:Water Supply. The least supported component of the NRWSSP is Research & Development. There is considerable improvement in committed support to the NRWSSP from CPs and NGOs for the period 2012 to However, with the phasing out of Danida support and ending of AfDB support by 2013, the picture of the support further regresses in 2014 and

20 6. Conclusions... Most stakeholders are committed to the Joint Financing Mechanism despite supporting implementation of programmes through ABPs. There is need to finalise the Joint Financing Mechanism in order to have clarity in the financing modalities of the Programme. There is need to capture NGO support as there appears to be a gap in understanding the NRWSSP and its implementation. NGO support to the NRWSSP can be quite significant going by their numbers, but there is lack of information 7. Recommendations NGOs to share their current and planned support to the NRWSSP with the MLGHEEEP/DHID and other stakeholders as a matter of priority Finalisation of Joint Financing Mechanism for NRWSSP be prioritised and expedited Not all components and districts are covered by ABP support to the NRWSSP. It is therefore, imperative that MLGHEEEP prioritises allocations to districts and components that are not being supported. CPs/NGOs to tailor their ABP support budgets in accordance with the NRWSSP components 20
