2 FCC Requirements To Be Granted a Club Station License, the club must have: 1. A Name 2. A Document of Organization 3. Management 4. Primary Purpose Devoted to Amateur Service Activities Consistent with FCC rules. 2
3 FCC Requirements Continued: 5. At least Four Persons 6. A License Trustee Designated by the Officers of the Club. Trustee must hold an amateur operator license grant. Primary Operating Privileges Operating Privileges: Extra, Advanced, General, Technician license. 3
4 Trustee General Definition: An individual person or member of a board given control or powers of administration of property in trust with a legal obligation to administer it solely for the purposes specified. Specific Application: The property in trust is the club license: W7AIA and it s representation to the FCC. 4
5 W7AIA Club License Station Privileges are Designated as CLUB No Operating Privileges are Shown! 5
6 Typical License Station Privileges are Designated as PRIMARY Operating Privileges: Amateur Extra 6
7 Amateur Grant Has Two Components Primary Station License: Establishes a station with a specific FCC issued amateur call sign. Operating License: Gives you authority to operate that station within a specified series of constraints as established by the FCC (Part 97) and your license class. 7
8 Amateur Station License Grant An operator/primary station license grant. One, but only one, operator/primary station license may be held by any one person. The primary station license is granted together with the amateur operator license. FCC Part 97.5.b1 8
9 One License Two Parts When operating someone else s station the two components may be separated: Host retains the Primary Station License. Guest becomes the Operating Licensee (also called the control operator if host is not present). 9
10 Distinction Among Terms FCC regulations require all stations be under the operation of a control operator. These control functions are different for stations in remote control (repeaters) versus stations in local control (using the club call directly). License Control Operator applies to the local control of a station using the club call W7AIA (Direct Control). Repeater Control Operator applies to the control of the club repeaters (Remote Control). 10
11 Operation With W7AIA Callsign When you operate with the W7AIA call sign you become the License Control Operator for the W7AIA station license. (unless a designated control operator is nearby) You must operate within the constraints of your operating license not the trustee license class. When the control operator is different from the station licensee, both persons are equally responsible for proper operation of the station. (FCC Part a) 11
12 Control Operator Station Control (a) Each amateur station must have at least one control point. (b) When a station is being locally controlled, the [license] control operator must be at the control point. Any station may be locally controlled. (c) When a station is being remotely controlled, the [repeater] control operator must be at the control point. Any station may be remotely controlled. 12
13 Control Operator Control Operator Duties- (a) The control operator [license and repeater] must ensure the immediate proper operation of the station, regardless of the type of control. (b) A station may only be operated in the manner and to the extent permitted by the privileges authorized for the class of operator license held by the control [license and repeater] operator. 13
14 Trustee Roles The Trustee is the Station Licensee for the club station and therefore is responsible for the correct operation of stations using the call sign W7AIA. (Part a) The Station Licensee must Designate the Control Operator (Part b) 14
15 Trustee Roles Continued Make the station and station records available for inspection upon request by an FCC representative (Part c). A list of control operators must be kept in the station records. 15
16 Trustee Repeater Roles The trustee is not responsible for inadvertent violations incurred on the repeater. (Part g). This is a lower level of culpability than the joint responsibility the trustee holds with the control operator using the club call sign. 16
17 Repeater Operation Wayne Schuler AI9Q- is the club appointed manager of the repeaters. Oversees day-to-day operation of the repeaters. Performs maintenance, repair and improvement work as directed. Is our representative to the Oregon Region Relay Council (ORRC). Interacts with site hosts to preserve our interests. 17
18 Repeater Management The Repeater Manager and Trustee work together to address issues relative to FCC compliance and interference problems. Other individuals work with the Manager and Trustee on an informal basis as needed. 18
19 Summary Trustee Duties 1. Responsible for the correct use of the club station license W7AIA. 2. Keeps station records on behalf of the club including license renewal. 3. Designates control operators for licensed club members using the club call. 4. Oversees repeater operation in terms of FCC compliance. 19
20 Current Practices Designated License Control Operators: The entire membership of the CCARC Current Good Standing Specific use of the Station License is confined to club-sanctioned events and activities as authorized by the Board of Directors. 20
