The report commented on the CAB's proposl for n independent regultory committee by pointing out tht it would "either divide or destroy, or merely duplicte the present system of ntionl control." "Legisltion to set up seprte regultory body would lter the present ntionl system nd would result in two independent groups of rdio brodcsting sttions, one public nd one privte," the Commission sid. It hd no evidence, the report sid, tht the present CBC Bord hd used its powers hrshly or unjustly. If this seprte regultory body were estblished, the Commission felt tht "the CBC would no longer hve the control over ll cler chnnels considered necessry to insure ntionl coverge. This mtter might be rrnged, but the CBC would still lose the outlets through privte sttions which re eqully necessry for ntionl coverge under existing conditions..." The member who fvored the estblishment of n independent regultory committee ws Dr. Arthur Surveyer, B.A.Sc., C.E., D.Eng., LL.D., Montrel civil engineer. On the question of networks, the report recommended the continunce of the present system under which no privte sttion my become prt of the network without the permission of the CBC. It lso dvocted tht privte sttion licenses be isued on five-yer terms, cncellble for cuse nd non -trnsferble, s opposed to the present three-yer term, cncellble with or without cuse. If Prliment implements the recommendtions contined in the Commission's report, CBC costs will be fixed for five-yer periods. These costs will be pid out of receiver license fees, which, it is felt, should remin t the present rte of $2.50. It should lso continue to derive revenue from the commercil brodcsting field, Till. The report stted tht the CBC hs developed into "the gretest single gency for ntionl unity, understnding nd enlightenment," but dds tht "there is room for improvement." It deplored the influence of the Americn progrms which re brodcst in Cnd, nd questioned "whether ny of the declred objects of Cndin rdio cn be reconciled with the more - thn -generous provision of sop opers." The report lso sid tht regionl progrmming nd locl tlent should be developed further. The report is highly criticl of ll progrmming, but especilly tht of the privte sttions. Costly Sets Sell Best Toronto. --Cndins hve spent over $26 million on the 56,284 television sets tht were in opertion t the end of April, the Rdio Mnufcturers' Assocition reported here lst week. During Mrch, TV sets sles slipped slightly below this yer's monthly verge of 4,615 to 4,409, representing totl vlue of $2,500,867. The best month so fr this yer for sles ws Mrch, during which 5,955 units moved. The RMA report showed tht over 60 per cent of the sets sold in April (2,722) were console models vlued t over $500 ech, while 1,373 were tble models selling for more thn $400 ech. According to mny reports just beginning to filter in, millions of viewers just loved every minute of it. At one time or nother ll of the networks got in on the big show, sending telecsts from the mny cities where the herings were held to lmost every sttion in the ntion. And the people flocked to the hotels, the brs, the resturnts, the privte homes, or nywhere set could be found, throughout the dys nd evenings. In Chicgo, it ws reported tht crowd of viewers huddled round rdio shop window in drizzling wether to wtch the TV ctivity, while in New York n extr genertor hd to be switched on in the dytime to meet the incresed electricl lod demnded by the thousnds of receivers which were on.
