The applicant certifies that it will comply with applicable station identification rules. See 47 C.F.R. Sections 73.1201 and 74.1283. 7. Character Issues. Applicant certifies that neither applicant nor any party to the application has or has had any interest in or connection with: a. any broadcast application in any proceeding where character issues were left unresolved or were resolved adversely against the applicant or party to the application; or b. any pending broadcast application in which character issues have been raised. 8. Exhibit 11 Engineering Statement Construction Permit Special Operating Condition #3: By use of the FCC worksheet included with FCC form 301 it has been determined that the site complies with the FCC s RF exposure limits for the general public. The entrance to the water tower is secured and only personnel authorized by the City of Hinckley are permitted inside the base. Access to the top of the water tower is limited and secured by a locked access door. A RF warning sign has been placed at the access point to the top of the tower. A copy of the sign is shown below.

Construction Permit Special Operating Condition #4: On January 10, 2007 measurements were made of the transmission system of. The measurements were made at the transmitter site as shown on the below diagram. shares an antenna with W226AY. Also located at the same site, but on a separate antenna are W293AV and K283AN. These measurements were necessary to demonstrate compliance with the special condition 4 of the construction permit, specifically 47 C.F.R Sections 73.317(b) through 73.317(d). According to section 73.317(d) any emission appearing more than 600 khz from the carrier must be at least 43+10log(power in watts) db or 80 db below the unmodulated carrier whichever is the lessor. The transmitter output power is 160 watts, thus the limit for section (d) is 65 db.
