Since its inception in 1997, the Asia-Europe Foundation (ASEF) has continued to promote better mutual understanding between Asia and Europe, working to overcome the geographical distance through greater cultural, intellectual and people-to-people exchanges. CHAIRMAN s Message From the beginning, ASEF has served as a bridge between the governments and the civil societies of the two regions, encouraging interaction within ASEM and fostering new ideas and means to increase the vitality between Asia and Europe. The informal ASEM dialogue process is unique in that it encourages direct public outreach to the civil societies in Asia and Europe. In this respect, the key role of ASEF as the only physical institution of the ASEM process cannot be underestimated. With the increase in ASEM membership throughout the years, ASEF has expanded partnerships and deepened cooperation between the people of Asia and Europe across different areas. Committed to the ASEM mandate of promoting mutual understanding between Asia and Europe, ASEF has made valuable contributions through practical projects and programmes to address issues of great importance on the ASEM agenda. ASEF is a modestly sized organisation, although its impact on the 45 ASEM members is by no means minor. Over the past 13 years, the Foundation has created hundreds of networking platforms and gathered over 15,000 participants through its projects, continuously reaching a wider audience in both Asia and Europe. These efforts would not have been possible without the financial support of ASEM members, as well as the partner organisations from both regions. In this regard, the unchanging commitment of the ASEM members is crucial for ASEF s continued and efficient operations. ASEF has achieved much in 2009, but has still much more to achieve in 2010 and beyond. ASEF s current activities are in seven broad thematic areas. This new strategy, under the administration of Dominique Girard, will focus significant resources and efforts towards the key thematic areas of economy & society, environment & sustainable development, public health, education, arts & culture, human rights, and intercommunal dialogue, which have been identified by the ASEM governments to be of fundamental importance to the Asia-Europe relations. ASEF plays a vital and ongoing role in fostering greater dialogue and promoting closer cooperation between the two regions. To this end, ASEF s programmes and projects will further strengthen the relationship between the two regions. Finally, in publishing this Annual Report, I would like to extend my deep appreciation to the stakeholders of ASEF, including its partners, alumni and sponsors. Special thanks go out to the ASEF Board of Governors and the exemplary staff members who have always been unsparing in their genuine and dedicated efforts for ASEF. The Board of Governors as of 31st December 2009 ASEF is governed by a Board of Governors. Appointed by the respective ASEM partners. The Governors are nominated for a renewable period of three years. The board meets thrice in a two year cycle and sets out policy directions of ASEF. In times of uncertainty arising from the global economic crisis, it is urgent for Asia and Europe to adapt and co-operate closely. This makes it even more challenging for ASEF to achieve its mission and carry out its duty. ASEF aligned its activities in high priority areas of economy & society, environment & sustainable development, and public health, whilst keeping to its long-standing competencies in arts & culture, human rights & governance, intercommunal dialogue and education. Over the years, ASEF has shown its ability to adjust to the steady growth in ASEM s membership. Today, ASEM s informal process of dialogue and cooperation has a membership of 16 Asian countries and 27 European countries, plus the ASEAN Secretariat and European Commission. Over the past 13 years, ASEF has worked with various government and civil society organisations from ASEM member countries. ASEF has refocused its thematic priorities to meet such global objectives. ASEF will continue to stimulate and nurture the networks that collectively provide answers to the question of how Asia and Europe can contribute to each other and to the world, and translate this political agenda of ASEM in a very practical way. ASEF is unique. Its bi-regional nature has been a catalyst for better relations between Asia and Europe, particularly in processes which would not have otherwise emerged through the sole initiatives by governments or civil societies. ASEF s role in this process is to identify and grow the most fertile grounds for cooperation amongst individuals or institutions from diverse fields, and also to highlight the central points where political decision makers can and should exercise their power for the common good of both continents. In 2009 alone, ASEF successfully organised over 50 events across Asia and Europe. ASEF s activities allow for the rigorous analyses of issues and challenges commonly faced by people with different perspectives, strengths and skills sets. For example, during the 9th ASEM Foreign Ministers Meeting in Hanoi, ASEF held several sideline events under ASEF s new theme, Economy and Society. At the 5th Asia-Europe Journalists Seminar, ASEF brought together senior journalists to reflect on a topic of pertinence, Moving towards a Post-Crisis World. ASEF also held an exhibition of works under the umbrella of Creative Economies, where emerging photographers from Asia and Europe portrayed indirectly alternative outlooks from both regions. Such multi-dimensional activities were also evident during the UN Climate Change Conference (COP15) held in December 2009 in Copenhagen, Denmark. Recognising the importance of Asia-Europe cooperation on environment and sustainable development, ASEF held several events to address the global challenges of climate change under the theme of Environment and Sustainable Development. Our official side-event of the COP15 was a panel discussion held to address questions related to current barriers to the participation of the private sector in a future Reducing Emissions from Deforestation and Forest Degradation (REDD) scheme. There was also the 8th Asia-Europe Classroom Network (AEC-NET) Conference, which provided collaborative learning and intercultural exchanges between high schools in Asia and Europe, which aimed at raising environmental awareness. ASEF also held two conferences focusing on the role of the cultural sector in addressing pressing environmental issues. During the 24th Board of Governors Meeting in Singapore in November, Kim Sam-hoon (Korea) and Dominique Perreau (France) were elected Chair and Vice-Chair respectively. Also in 2009, ASEF welcomed new directorships in its four programme departments. To the past management team, I would like to take this opportunity to express my thanks for their dedication and contribution to the ASEF mission. The 8th ASEM Summit, to be held in Brussels in October 2010, will be hosted by Belgium. ASEF, in consortium with key Asian and European institutes and with the support of the Belgian government and the European Commission, will be organising a flagship conference Connecting Civil Societies on the sidelines of this summit. One major component of the conference will be the ASEM Outlook Workshop, which aims to deliver a short report focused on emergent dialogue issues in view of the 8th ASEM Summit and ASEM s future. Another significant aspect of the conference will be the 5th Asia- Europe Editors Roundtable, a flagship curtain-raiser event for the 8th ASEM Summit. This event is a high-level discussion which hopes to engage 20 senior editors from both regions. ASEF has also developed an Alumni Action Plan to enhance existing communication channels and to better engage alumni and ASEM officials in ASEF s ongoing activities. ASEF s role in building the bridge between Asia and Europe continues with the concerted effort of its dedicated staff, the ASEF Board of Governors, as well as the support of the ASEM partners. ASEF remains resolute in its mission to increase mutual understanding between Asia and Europe. With every enlargement of the ASEM membership, there would be even more to share between and among ASEM members. We will stay true to this mandate and shared endeavour. We can all benefit from it. Executive Office Finance and Administration Cultural Exchange Intellectual Exchange People-to-People Exchange Public Affairs THE ASEF TEAM The Executive Office (EO) supports the Executive Director and the Deputy Executive Director. Management decisions based on the directions and policy guidelines set out by the ASEM members and the ASEF Board of Governors are implemented through the EO. It is responsible for developing ASEF s overall capability including setting out strategic objectives as well as operational requirements. The EO also ensures efficient coordination within ASEF, as well as between ASEF and its stakeholders. The Finance and Administration (F&A) Department ensures sound financial management through appropriate financial planning, reporting and central support systems. Through the F&A support services, day-today operations and activities of ASEF are undertaken in an efficient, cost-effective and transparent manner. The Cultural Exchange (CE) Department provides young artists, cultural professionals and policymakers with a unique environment for dialogue with each other. CE encourages dialogue that evolves into positive artistic interventions, dynamic cultural networks and cultural policy development in and between Asia and Europe. CE projects cover young artists exchanges, process-oriented platforms for exchange, and dialogue on arts and cultural policy. The Intellectual Exchange (IE) Department responds to topical issues and questions that beset policy dialogue in the international community. Through advisory mechanisms involving experts and stakeholders from both government institutions and civil society, ASEF analyses developments in the two regions with the view to identifying areas where Asia and Europe can provide a common perspective. Briefings, public events and publications focus on actionable recommendations that are then conveyed to decision-makers. The activities of the Peopleto-People Exchange (P2P) Department are aimed at building strong partnerships and supporting greater mobility and networking among the youth in ASEM countries. P2P does this by facilitating the development and exchanges of formal and non-formal educational policies and practices in Asia and Europe. The Public Affairs (PA) Department multiplies knowledge about Asia-Europe cooperation by furthering awareness and understanding about ASEF, ASEM and key issues in Asia-Europe relations. Aimed at a diverse range of constituencies including the media and the general public, PA s activities foster greater mutual understanding between Asia and Europe.
